Commission Meeting Date: 10/26/2006 District Impacted: 1 Type: Resolution ❑ Ordinance ❑ Emergency Ordinance n Discussion Item ❑ Other Subject: Resolution to approve an emergency finding to allow the use of engineering contractor, Professional Engineering and Inspection Company ("PEICO") to complete site remediation activities at the Civic Towers site located at 1855 NW 15th Avenue. Purpose of Item: To request approval of the attached resolution, by a four -fifths affirmative vote adopting the City Manager's finding of an emergency, waiving competitive bidding procedures and permitting the contract awarded to PEICO be modified to include capital improvements in addition to environmental/coastal engineering services in order to complete a site remediation plan at the Civic Towers Site with allocated funds not to exceeed $99,977.70 . Background Information: The Department has identified the critical need for the proposed improvements due to requirements under a site remediation plan prepared by PEICO and approved by the Department of Environmental Resource Management ("DERM"). In addition, strict time constraints for the project's completion exist, introduced per negotiations conducted with The Related Group of Florida to meet their development schedule.This project will complete the source removal and the application of appropriate engineering controls at a cost of $99,977.70 to actively contain contaminated material present at the property. PEICO's current contract with the City allows it to perform environmental assessments and engineering design services, the Department is requesting that PEICO be also permitted to conduct the capital improvements necessary to remediate the property (please see attached Memo for further background information).
