Brkeen, Director Departmen of Parks and Recreation DATE: SUBJECT REFERENCES: ENCLOSURES: August 10, 2006 FILE : Authorizing an Agreement with Museum of Science, Inc. City Commission Meeting of NQvember 9, 2006 The Department of Parks and Recreation respectfully requests your approval and action of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public hearing ratifying, approving and confirming the City Manager's recommendation, and finding that competitive negotiation methods are not practicable or advantageous regarding the agreement for educational and park services described below. The Department respectfully requests such recommendation, finding, and authorization in order to proceed with executing an agreement with the Museum of Science, Inc., to award funds, in the amount of $99,972.00, to operate the Science component at African Square Park, Curtis Park, Juan Pablo Duarte Park, Robert King High Park, Sandra DeLucca Developmental Center, Shenandoah Park and Williams Park as a part of the Heart of Our Parks Out of School Programs funded by the Children's Trust, for the 2006- 2007 school year. During the previous years, the Museum of Science, Inc. has demonstrated its qualifications and capacity to serve the city through the following: 1. Providing program and IT management that includes set-up and training on software installation and maintenance of the Museum of Science computer software, designed to provide fun and interactive reading and science activities to participants. And providing ongoing technical follow-up support to all participating sites. 2. Providing four hours of weekly instruction at each of the participating sites. 3. Providing a mentor to conduct science based instruction through software and hands - on science activities at each of the designated sites, 4. Providing ten wildlife demonstrations featuring live animals from the Museum's Wildlife Center. 5. Hosting five Family Days to a total of 350 participants and 1,050 family members, including full access to the Museum's permanent and travel exhibits, a Planetarium show, and hands-on science demos. For the reasons stated above, as required by Section 18-86(3)(c) of the Code of the City of Miami, the Department of Parks and Recreation (1) recommends the execution of an agreement with the Museum of Science, Inc. for the 2006- 2007 contract year be awarded to Museum of Science, Inc., which is qualified and has been providing said services described above for many years, and (2) finds that competitive negotiated methods are not practicable or advantageous for the provision of the aforementioned literacy services at African Square Park, Curtis Park, Juan Pablo Duarte Park, Robert King High Park, Sandra DeLucca Developmental Center, Shenandoah Park and Williams Park. If these recommendations and findings meet with your approval, please indicate by signing below. This legislation item will be placed on the agenda for theNoyember 9th, 2006 City Commission meeting.
