A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE RECOMMENDATION
OF THE CITY MANAGER TO APPROVE THE FINDINGS OF THE EVALUATION COMMITTEE
PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 04-05-112, THAT THE FIRMS MOST
QUALIFIED TO PROVIDE DESIGN SERVICES, FOR THE COLLEGE OF POLICING, PROJECT
NO. B-72910, ARE, IN RANK ORDER (1) SPILLIS CANDELA MUM, AND (2) ZYSCOVICH,
INC; AUTHORIZING THE CITY MANAGER TO NEGOTIATE A PROFESSIONAL SERVICES
AGREEMENT ("AGREEMENT") WITH SPPILLIS CANDELA DMJM, THE TOP -RANKED FIRM;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH THE
SECOND -RANKED FIRM IN THE EVENT NEGOTIATIONS FAIL WITH THE TOP -RANKED
FIRM; DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO
THE CITY COMMISSION FOR CONSIDERATION AND APPROVAL.
WHEREAS, the City of Mismi'a ("City'&") Capital Improvement Program and Multi -Year Plan lnaludes the design and
construction of an international police training facility, the College of Policing, Project No. B-72910; and
WHEREAS, the City conducted a competitive selection process, and iaaued a Request for Qualifications ("RFQ") No.
04-05.112, in accordance with Florida Statute's Consultants' Competitive Negotiation Mt and the Code of the City of Miami,
Florida, as emended, to secure a qualified outside consultant for the design of said project and
WHEREAS, seven (7) proposals were received in response to Stage 1 of the RFQ to develop a short list of three (3) firms
based on professional qualifications; and
WHEREAS, prow were received from the two of the three firma for Stage 2 of the ILFQ to select the most qualified
firm based on qualification, knowledge of the project issues and technical approach and Bald ranking was approved by the
City Manager; and
WHEREAS, the two (2) proposals worn reviewed and ranked by the Evaluation Committee; and
WHEREAS, with the City Commission's authorization the Department of Capital Improvements and Transportation
("Department") shall negotiate a Professional Services Agreement ("Agreement") with the highest ranked firm; and
WHEREAS, should negotiations fail with the highest ranked firm, the Department will negotiate an Agreement with the
aocond-nenked farm until an Agreement is reached; and
