ENCLOSURES.
The memorandum is to provide pertinent information as to why CIT is pursuing a "Unity
of Title" for the College of Policing project. This course of action is predicated on the
fact that best location for the new building is on the vacant parcel located at 401 NW 3rd
Avenue, adjacent to the existing Miami Police Headquarters, located at 405 NW 3`i
Street. Combining these two parcels is a critical component for the viability of this
particular development.
The "Unity of Title" would eliminate the requirement for setback on the north side of the
un-built parcel. This will benefit the project in two ways. On one hand, a desired direct
connection to the headquarters building will be possible, and on the other hand, a larger
floor area will be achieved, thus easing compliance with height restriction. An added
advantage, although incidental, would be a more unified massing of the Police Complex,
thus expressing a stronger urban presence.
