Citing safety, NYC is moving mentally ill people out of subway

Inside a subway nation
in lower Manhattan, a
group of police officers
slowly followed a dishev-
eled man in a soiled gray
sweatshirt who was stam-
mering and thrashing his
arms wildly.
"Please, leave me
alone," he shouted. He
struck his chest with an
open palm and then, grow-
ing exasperated, sat down
on a staircase. "What did l
do wrong?"
Mucus had crusted in his
beard. A par of stained
pants hung off his slender
frame.
"Come on," one officer,
Heather Cicinnati, said as
the man rumbled forward,
disoriented and agitated.
"We've got to leave the

The police officers were

medical worker whose job

people, who are often
homeless, out of New York
City's transit system On

the team handcuffed him
and dragged him out of the
subway station. Then, they
placed a white spit hood
over his head.
The intervention teams
are pan of an expansive
effort to make the subway
safer after a string of
shocking crimes Pan of
the plan involves finding
solutions t0 one of the
transit system's most frus-
trating problems: people
experiencing mental health
and homelessness
living on trains and in
stations.
Officials with the Met-
ropolitan Transportation
Authority, which operates
the subway, said they were
doing what was necessary
to help troubled people
while keeping them away
from passengers
In survey after survey,
riders have said they
would use mass transit
more often if they saw
fewer people behaving
erratically and more police
Officers.
But some advocates for
mentally ill people believe
the teams use heavy-hand-
ed tactics that do more
harm than good. Ruth
Lowenkron, director of the
disability justice program
for New York Lawyers for
the Public Interest, ex-
pressed dismay over the
team's use of a spit hood
and called it "an anachro-
nistic tool."
"This is not who we
want to be as a society,"
Lowenlaon said. "There's
no reason to do this. And it
is not going to make peo-
ple safer.
In defense of the meth-
od, MTA officials said that
the agency's police officers
must sometimes restrain
people who are suffering
from severe psychiatric
distress in order to provide
them with critical medical
Launched last fall, the
program, called Subway
Co -Response Outreach, or
SCOUT, has removes) at
least 113 people from the
subway. Most go willingly
to shelters, or to hospitals
for medical treatment,
according to transit offi-
cials.
Among the people re-
moved from the subway,
16 have been sent to the
hospital against their will
for psychiatric assess-
ments. Most involuntary
detainees were admitted as
patients.
There is no data to sug-
gest that people with men-
tal illness are more likely
than others to commit
violent mutes. But some
New Yorkers were pre on
edge by a series of high -
profile attacks carried out
by mentally ill homeless
people in recent months.
Crime rates also surged in
the transit system early
this year before easing.

For weeks, Maria del
Carmen Castellon had
prayed for this very mira-
cle, she told the crowd
assembled Friday night in
Baltimore.
She had prayed that her
whole family, and all of
their friends, could gather
to say goodbye to her hus-
band, Miguel Luna, who
died alongside five other
construction workers from
Bawner Boulders when
Baltimore's Francis Scott
Key Bridge collapsed
March 26.

pain," she said in Spanish
during a wake service for
Luna
"I give thanks to God
because I asked for a mira-
cle — and he conceded it to

bridge collapse, Luna's
family waited. They attend-
ed a memorial soccer tour-
nament held in Luna's
honor. They sold home-
made pupusas to six
money fora future without
their dear husband, father
and grandfather.
On May 4 he was Foully
found. And on Friday night,
his memorial service be-
gan. Moaners in black and
white filled the Iglesia
Emmanuel Church in Balti-
more's Hawkins Point for a
full night of prayer and
song. As midnight neared,
they paused to share ta-
males and cocoa and then
continued worshiping into
the morning.
After a final reading from
the Bible in the church
Saturday morning, Luna's
casket traveled by hearse
pas the colorful mural with
six crosses bat to honor
the bridge victims, and to
Glen Haven Memorial Park
in Glen Burnie, where he
was laid to rest.
"We are having a victory
today," Luna's stepdaugh-
ter, Ester Perez, told
mourners in Spanish as the
burial neared "You might
not see it, but we are hsv-
wg a victory.
As the group gathered
around Luna's casket,
classical guitars accompa-
nied the mourners in song.
After she thanked the
crowd, Castellon took to
the microphone and sang,
with one hand pointing
skyward.

since early February was
charged with kidnapping
her in a federal grand -jury
indictment fled by prose-
cutors On Wednesday.
The indictment accuses
David Knesevich, 35, of
traveling from Miami to
Madrid to kidnap his wife
between Jan. 27 and Feb.
5. The wife,
who is only
identified
as a tin" "in the
indictment,
is Ma Ma-
ria Kneu -
David ich Henao,
Knezevich 40. She left
for Spain in
late December as the
couple confronted divorce.
The wife, a Colombia
native, has been reported
missing since she was last
seen in Madrid on Feb. 2,
cording to Spain's Na-
tional Police and family
members.
Knezevich, who was
arrested this month at
Miami International Air-
port by FBI agents when
returning from his native
Serbia, is scheduled for
arraignment on Monday
in Miami federal court. If
conricted of the single
kidnapping charge, he
faces up to life in prison.
Knezevich, who is sus-
pected of masterminding
an elaborate interconti-
nental kidnapping in
Spain, was denied bond in
Miami federal court Fri-
day by a judge who said
his wealth and connec
-
Lions abroad made him a
flight risk.
Federal Magistrate
Judge Edwin G. Torres
called it a difficult deci-
sion
a case that was
based on circumstantial
evidence and in which no
body has been found.
Making it tougher, he said,
was defense attorney
Jayne Weintraub's argu-
ment that keeping David
Knezevich locked up on an
initial kidnapping com-
plaint was dubious be-
cause prosecutors didn't
know where,
certain, that a kidnapping
occurred.
The judge said his deci-
sion to keep Knezevich
behind bars was baud on
"given the means he has
to flee and given the seri-
ou
sness of the charge."
Knezevich —arrested
after a return flight to
Miami on May 4 — hasn't
yet been charged with the
murder of Ana Knerevich,
his wife of 13 years. That
s a possibility if Spain's
National Police or the FBI
recover his wife: body.
As of now, it's not even
known if she's dead.
Federal prosecutors
believe Ma Knezevich was
so frightened by her
husband that the Fort Lau-
derdale couple's relation-
ship essentially ended
when she boarded a flight
for Madrid the day after
Christmas. Once there,
they say, she messaged
friends and family of the
troubled relationship and
began to date several men.
DISAPPEARED
IN FEBRUARY
Ma Knezevich dis-
appeared on Feb. 2 and all
contact with friends and
family ended.
After worried relatives
contacted Spanish and
U.S. investigators about
the woman, federal prose-
cutors pieced together
David Knezevich's move-
ments before and after his
wife's disappearance and
me up with a twisted
flight log and a series of
strange circumstances.
First, they said, David
Kneaevtch flew from Mia-
mi to Istanbul on Jan. 27,
then made his way to
Serbia, where he rented a
Peugeot 308 for two
weeks. During those two
weeks, they said, Knew,
ich, who has ties to Serbia,
drove the car about 4,800
miles, about four times
the distance from Bel-
grade, the Serbian capital,
to Madrid.
BUYS PAINT AND DUCT
TAPE IN MADRID
Along the way, prose-
cutors claim, David Kne-
aevich stole a license plate
and was seen on video
surveillance buying paint
and duct tape at a Madrid
store while Ma Knezevich
was in the city. Then, they
said, video surveillance
captured him entering and
leaving his wife's Madrid
apartment building while
spray -painting a surveil-
lance camera to block the

claim to have matched the
rare type of spray -paint
allegedly purchased by
David Knezevich to the
store in Madrid where he
was en making the pur-
chase. The worker there
also told police he recalled
seeing the man a few days
before.
At one point, investiga-

STRANGE TEXT
TO FRIENDS
The day after Ma Kne-
vich, who is Colombian
American, disappeared,
three friends told investi-
gators they received the
same strange message
from her
"I met someone won-
derful He has a summer
house about 2h from Ma-
drid. We are going there
now and 1 will spend a few
days there. There is barely
any signal though. 1'B call
you when 1 come back.
Kisses," was the message
on Ana Knezevich's cell -
phone. Investigators have
yet to recover her cell -
phone or any other elec-
tronics.
Ana Knezevich's broth-
er, Juan Felipe Henao,
said last week that he last
talked to his sister in late
January, and she was ex-
cited about her new Ile in
Spain.
The couple did extreme-
ly well financially. State
records show they man-
aged a company named
EOX Capital LLC, a Deer-
field Beach home -rental
business with 15 hones in
Florida valued at more
than 515 million, accord-
ing to cant records. Re-
cords also show that in
December and January,
David Kneuvich sold
seven of the homes to a
single buyer for nearly S7

videos are found
in man's phone
while on a cruise
ship in Miami,
police say
Another "routine cabin
search" on a cruise ship in
PortMiarvi led to the jail-
ing of a man who pos-
sessed several videos of
child sex abuse and bes-
tiality in his phone, police
said.
Around 11 a.m. Monday,
a U.S. Customs and Bor-
der Protection officer
conducted a check of
Iwayan Brahmantara's
room aboard a cruise ship
when the officer made the
discovery, an arrest report
reads. It's not clear which
cruise line he was on at
the time of the arrest.
In Brahmantara's
phone, the officer found a
video of a 5-year-old girl
being raped and another
showing a 12- to 13-year-
old girl being sexually
abused, according to the
report. A third video in-
cluded a woman having
us with a horse.
Miami -Dade police
were called and Brah-
mantara was charged with
three counts of possession
of sexual performance by
a child and one count of
sexual activities involving
animals.
As of Tuesday, the 32-
year-old was in the Turner
Guilford Knight Correc-
tional Center.
