HomeMy WebLinkAboutExhibit 3EXHIBIT B — WORK PROGRAM 1. Downtown Miami Partnership, Inc. (Agency) will provide Technical Assistance to eligible businesses under the Urban Neighborhood Job Creation Program as approved by the City of Miami (City) Commission through Resolution on • The Agency will select the businesses for the rehabilitation of the exteriors of at least 5 buildings. The selected businesses will match 25% of the cost of rehabilitation with a maximum total cost of rehabilitation of $75,000 per building and a maximum total cost for all properties of $500,000. • The Agency will secure building rehabilitation grant hard -costs with a five (5) year covenant filed against the real property title where the improvements are made. Participating property owners are required to. reimburse the City completely (100%) if the property is sold before 5 years after the allocation was made. If the property is sold after 5 years, there will be no reimbursement of funds. • The Agency acknowledges that jobs created under this Pilot Program will be calculated on a full time equivalent basis and monitored for 1 year after creation. 2. To be eligible the assisted business must be an operating business, either: having an occupational license for that location and a certificate of use for that type of business; or in the process of starting a business. 3. The Agency will perform complete intake of entities requesting technical assistance. 4. Agency will Complete "Evaluation and Selection of Economic Development Projects" which includes Appropriateness Determination. 5. Agency will submit Complete Documentation of Technical Assistance Project to City of Miami for Approval. Documentation must identify expected number of jobs to be created as result of Technical Assistance to be provided. 6. If City of Miami approves the project, agency will initiate the assistance to the business and will document the assistance provided through the use of the Cost Allocation Code Chart. 1 When the Technical. Assistance Project is completed or jobs are created as the project progresses, the Sub -recipient will provide documentation of results via the submission of "Job Creation Certification" Form and/or "Project Completion Certification" Form. 8. Agency will track payments from the City and maintain a precise record of expenditures associated with each Technical Assistance Project. 9. Agency understands that Job Creation is the national objective that has been identified as a priority by the City for Technical Assistance. 10. The agency agrees to comply with the City of Miami Economic Development Activities Technical Assistance Program Policies and Procedures Manual, which is a part of this contract, as the same may be amended by the City in its sole discretion from time to time, by Program Directives.
