The youth, non- voting member shall be appointed by the Liberty City Trust and confirmed by the City Commission. The City Manager shall appoint six (6) of the voting members. The District 5 Commissioner shall appoint the Public Advocate. Terms of office and vacancies All members appointed by the District 5 Commission shall serve for a term of two (2) years. All members appointed by the City Manager shall serve for a term of one (1) year. The District 5 Commissioner shall appoint an individual to fill the vacancy of one of her appointees. The City Manager shall appoint an individual to fill the vacancy of his appointee. All members shall serve for a term of four (4) years. Thomp City C Membership qualifications The youth non -voting member shall be no less than 14 and no more than 18 years of age at the time of his or her appointment and shall reside, work or attend an accredited school in the Area. Quorum and voting At all meetings of the Liberty City Trust, a majority of the then appointed voting members shall constitute a quorum. At all meetings of the Model City Trust, a majority of the then appointed members shall constitute a quorum. At its inception, the President/CEO of the Model City Trust shall serve as the President/CEO of the Liberty City Trust. Same iblic with -o1° pson Ierk 4 The powers, authorities and purposes of the new Liberty City Trust parallel those of the Model City Trust in that it is essential that the Liberty City Trust guide economic redevelopment of the area. The limitations of those powers and the focus of projects for development and for accomplishing those projects will necessarily be the subject of the specifics in an Interlocal agreement between the City and the new Liberty City Trust, after the trust is formed.
