The powers, authorities and purposes of the new Liberty City Trust parallel those of the
Model City Trust in that it is essential that the Liberty City Trust guide economic
redevelopment of the area. The limitations of those powers and the focus of projects for
development and for accomplishing those projects will necessarily be the subject of the
specifics in an Interlocal agreement between the City and the new Liberty City Trust, after
the trust is formed.
