The Urban Development Review Board (UDRB) was created to recommend whether the design
of developments and/or improvements within certain zoning districts as shown in the zoning atlas
of Ordinance No. 11000, the Zoning Ordinance of the City of Miami, as amended or superseded,
are in conformance with City guidelines and standards.
Please be aware that City Code Section 62-257(b) states in part:
"(1) At least five (5) members shall be architects registered in the State
of Florida. Each member shall have had five (5) years of experience
after registration in the practice of his profession.
(2) Four (4) other members shall be either architects or landscape
architects registered in the state, and shall meet the same criteria as
subparagraph (a), above.
The alternate member shall satisfy the qualifications set forth in
paragraph (b), above.
During the qualification process, professional organizations such as
the American Society of Architects and the American Society of
Landscape Architects shall be encouraged to submit names of
persons and their qualifications to the city commission through the
city manager."

And furthermore Code Section 62-257(c) states in part:
"After the initial term of appointment, no member of the board shall
be reappointed to more than five consecutive terms thereafter".
Eight appointments are needed at this time, as said terms expired on September 11, 2005 or
September 11, 2006.
• Chairman Gonzalez has two (2) nominations for seats currently held by:
1. Julio S. Diaz, whose term expired September 11, 2005, and who requires a 4/5ths
waiver of the residency requirement. *
2. Robin Bosco, whose term expired September 11, 2005. *
• Vice Chairman Sanchez has two (2) nominations for seats currently held by:
1. Ernesto Santos, whose term expired September 11, 2006.
2. Robert Behar, whose term expired September 11, 2006.
• Commissioner Haskins has one (1) nomination for seat currently held by:
1. Roger Fry, whose term expired September 11, 2006.
• Commissioner Regalado has two (2) nominations for seats currently held by:
1. Vacancy (Resignation by Carlos Prio-Touzet). Note: term expired September 11,
2006.

2. Willy Bermello, whose term expired September 11, 2006, and who has exceeded the
number of absences allowed per City Code (9 absences in 2005 and 3 in 2006) and
who has served since January 14, 1993. City Code Section 62-257(c) provides that
no member shall serve more than five consecutive terms. This provision may be
waived by a unanimous (5/5) vote of the members of the Commission.*
• Commissioner Spence -Jones has one (1) nomination for a seat currently held by:
1. Marina Khoury, whose term expired September 11, 2005 and who has exceeded the
number of absences allowed per City Code (4 absences in 2005 and 3 in 2006). City
Code Section 62-257(c) provides that no member shall serve more than five
consecutive terms. This provision may be waived by a unanimous (5/5) vote of the
members of the Commission. *
Applications are not required for this board. Attached are resumes from four architects
interested in serving as members of the UDRB:
1. Arthur J. Marcus
2. Rafael Sixto
3. Erik Vogt
4. C. Chloe Keidaish
For your convenience, we are including a copy of the current membership of said board. By
copy of this memorandum, we are requesting the Agenda Office place this issue on the October
12, 2006 Commission agenda. *This matter was deferred from the November 3, 2005,
December 15, 2005, February 9, 2006, April 6, 2006, June 8, 2006 and July 13, 2006
Commission Meetings.
