HomeMy WebLinkAboutR-06-0615City of Miami Legislation Resolution: R-06-0615 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 06-01700 Final Action Date: 10/12/2006 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER TO APPROVE THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 05-06-005, THAT THE FIRMS MOST QUALIFIED TO PROVIDE HEALTH BENEFIT CONSULTING SERVICES AND ACTUARY SERVICES ARE THE FOLLOWING: MILLIMAN INC; GRS-GABRIEL READER SMITH & COMPANY; MERCER HUMAN RESOURCE CONSULTING, AND AON CONSULTING INC; AUTHORIZING THE CITY MANAGER TO NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT(S), IN SUBSTANTIALLY THE ATTACHED FORM(S), ON AN AS -NEEDED BASIS, BASED ON THE SPECIFIC HEALTH BENEFIT CONSULTING SERVICES AND/OR ACTUARY SERVICES NEED, AS DEEMED QUALIFIED UNDER THE CATEGORIES OF EXPERTISE AS SPECIFIED IN "ATTACHMENT A," ATTACHED AND INCORPORATED, FOR A BASE TERM OF A ONE-YEAR PERIOD, WITH THE OPTION TO RENEW FOR FOUR (4) ADDITIONAL ONE-YEAR PERIODS; ALLOCATING FUNDS FROM THE VARIOUS END -USER DEPARTMENTS, SUBJECT TO BUDGETARY APPROVAL; FURTHER AUTHORIZING THE CITY MANAGER THE RIGHT TO ADD MORE CATEGORIES AND QUALIFY ADDITIONAL FIRMS UNDER THE CURRENT AND ADDITIONAL CATEGORIES, AT ANY GIVEN POINT IN TIME THROUGHOUT THE TERM OF THE CONTRACT, WITHOUT FURTHER CITY COMMISSION ACTION. WHEREAS, health benefit services and actuarial services are needed to provide professional analysis of the City of Miami's ("City's") health benefit plans, on a monthly and quarterly basis; and WHEREAS, the City is self -insured for health insurance benefits and needs to constantly assess the performance of the different plans; and WHEREAS, the City's largest aspect of its budget is in this area, and the constant monitoring of expenditures and services is necessary to make sure that Third Party Administrators are complying with the different plan designs; and WHEREAS, the actuarial services required include, but are not limited to, pension systems, health, dental and life insurance, workers' compensation, disability, financial and budgetary analysis, plan design, plan documents, litigation, and negotiation support for the City; and WHEREAS, pursuant to Request for Qualifications ("RFQ") No. 05-06-005, the City sought proposals from qualified and experienced firms to provide health benefit consulting services and actuarial services on an as -needed basis; and WHEREAS, the following four (4) firms were deemed qualified by the City's Evaluation Committee: Milliman Inc; GRS-Gabriel Reader Smith & Company; Mercer Human Resource City of Miami Page 1 of 3 File Id: 06-01700 (Version: 1) Printed On: 2/23/2017 File Number: 06-01700 Enactment Number: R-06-0615 Consulting; and, Aon Consulting Inc (collectively "Qualified Health Benefit Services and Actuarial Services Firms"); and WHEREAS, in accordance with the RFQ, the City Manager reserves the right to add more categories and qualify additional firms under the current and additional categories at any given point in time throughout the term of the contract without further City Commission action; and WHEREAS, the City Commission authorizes the City Manager to negotiate a Professional Services Agreement(s) ("Agreement"), in substantially the attached form, with the qualified firms, on an as -needed basis, based on the specific health benefit consulting services and/or actuary services need, deemed qualified under the categories of expertise as specified in "Attachment A," attached and incorporated, for a base term of a one-year period, with the option to renew for four (4) additional one-year periods, allocating funds from the various end -user departments, subject to budgetary approval; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of the Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The recommendation of the City Manager approving the findings of the Evaluation Committee, pursuant to RFQ No. 05-06-005, that the Qualified Health Benefit Services and Actuarial Services Firms are the firms most qualified to provide health benefit services and actuarial services, is accepted. Section 3. The City Manager is authorized{1} to negotiate an Agreement(s), in substantially the attached form(s), on an as -needed basis, based on the specific health benefit consulting services and/or actuary services need, deemed qualified under the categories of expertise as specified in "Attachment A," attached and incorporated, for a base term of a one year period, with the option to renew for four (4) additional one-year periods, with funds allocated from the various end -user departments, subject to budgetary approval. Section 4. The City Manager is further authorized{1} in accordance with the RFQ to add more categories and qualify additional firms under the current and additional categories at any given point in time throughout the term of the contract without further City Commission action. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: City of Miami Page 2 of 3 File Id: 06-01700 (Version: 1) Printed On: 2/23/2017 File Number: 06-01700 Enactment Number: R-06-0615 {1} The authorization herein is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
