HomeMy WebLinkAboutProposal AbstractCity of Miami Police Department PROPOSAL ABSTRACT The City of Miami Police Department (MPD) requests funding under the Paul Coverdell grant program to improve the quality and timeliness of forensic science services provided by its Technical Services (TS) Unit and the Crime Scene Investigation Unit (CSI). Utilizing funding from this grant program will allow these Units to increase the quantity and quality of latent examinations, reduce the Department's backlog of fingerprint cases, and increase the entries into the Automated Fingerprint Index System (AFIS) in use nation-wide. The Miami Police Department will improve the services through the achievement of the following objectives: ✓ The Technical Services Unit will reduce the backlog of cases containing latent fingerprints by 10% percent yearly. ✓ The Technical Services Unit will reduce the turnaround time of work requests by 20% by the end of the grant period. ✓ By the end of the grant period, the Technical Services Unit in conjunction with the Crime Scene Investigation Unit will increase the quality of forensic services by reducing by 5% the number of "NO VALUE" cases. The Miami Police Department TS/CSI Unit is requesting $95,000 to implement the following activities: 1) $35,240 to train its Crime Scene Investigators and Technical Services personnel; 2) $40,000 to hire part time contractors and 3) $16,000 to cover Overtime expenses. The investment made in training and Cases where latent fingerprints are developed, lifted, and submitted for comparison but do not meet the minimum requirement to effect a comparison with the national fingerprint database. Paul Coverdell Forensic Science Improvement Grant Program, FY 2006 Page 1 of 10 City of Miami Police Department allocating OT hours for its personnel and contracting additional professionals will allow the Units to improve the quality and timeliness of forensic science over current operations. These activities respond to a strategic plan designed to eliminate the backlog of cases at the Miami Police Department, and complement the Motorola Omnitrak APIS System purchased with 2005 Coverdell funds.
