Subject: Waiver of Use Fees of the Orange Bowl Stadium for Miami Senior High Football Games
Purpose of Item:
A Resolution authorizing the City Manager to enter into an agreement, in substantially the attached
form, with Miami Senior High School, for use of the Orange Bowl Stadium for the purpose of hosting
two high school football games on October 19 and 26, 2006; providing for a waiver of the basic use
fee and ticket surcharge associated with such use and utilizing the customary $850 charged per game
for use of Curtis Park as the flat fee to cover City Event Staff costs associated with use of the Orange
Bowl.

Background:
The NFL has partnered with the City of Miami in refurbishing the playing field of Curtis Park in
October 2006, displacing the high school teams that would normally play at the stadium. The City was
initially notified of this grant in April, 2006, however, the City could not complete construction by the
initial construction deadline imposed by the grant and was unable to obtain an extension until August,
2006. The new deadline requires the refurbishment to be completed by January 2007, prior to the 2007
Superbowl, thereby requiring the refurbishment to take place during the football season.
To facilitate the continuation of scheduled high school games, the Parks and Recreation Department
contacted the Department of Public Facilities to seek assistance in utilizing the Orange Bowl Stadium
for the games. The Orange Bowl is available on both days to accommodate the events, The Parks and
Recreation Department usually receives an all inclusive amount of $850.00 for each game at Curtis
Park. Since the displacement is a result of the City seeking to refurbish the field at Curtis Park, we are
recommending the school continue to pay only $850 to offset City Event Staff costs and to waive the
basic use fee and ticket surcharge.
