Subject: Purchase of 4,800 18-Gallon Recycling Bins
Purpose ahem:
The purchase of an additional 4,800 18-gallon recycling bins would enhance the City's residential
curbside program. It would accommodate the need to distribute bins to new residents and/or
replacements when needed. There has been an increase in the participation rate by 49% citywide
which includes single family, duplex, triplex and quadruplex units. It is anticipated that this rate will
continue to increase for FY'06-'07. The once per week collection is proyded to approximately 69,000
residents citywide.

Background Information:
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the term purchase of 4,800 18-gallon recycling bins for the City of Miami's
residential curbside recycling program. This purchase would allow the department to
obtain recycling bins in a timely manner to meet the growing demand of increased
population and/or required replacements as needed. The ongoing
educational/enforcement blitzes provided by the department's Sanitation Inspectors helps
to facilitate voluntary compliance in accordance with the City's established Chapter 22
(Ordinance) which governs the collection of garbage, trash and recycling activities
citywide.
Formal bidding procedures wel&followed (Bid #05-06-098) and three (3) vendors
submitted proposals for said item. The lowest responsive bidder was Rehrig Pacific
Company, located at 1000 Raco Court, Lawrencville, GA 30045, (800) 241-9693, which
is a non -minority, non -local vendor.
The City of Miami is growing at a rapid pace and with the advent of ongoing new
construction as well as an increase in new residents and the resultant demand for
recycling bins; it has necessitated the need for an efficient and expeditious purchasing
procedure (term contract with two (2) additional one year period) of said containers. The
City of Miami has realized a 31% reduction in the municipal solid waste (MSW) stream
as a result of its residential curbside recycling efforts and it is anticipated that a steady
reduction will be realized in FY'06-'07. The cost per unit is $6.37 and the total amount
will not exceed $30,576.00 annually.
