PURCHASE OF VACUUM TRUCKS, SKID STEER LOADERS, MOBILE CONCRETE MIXER, CONCRETE
SILO, CHIP DUMP BODY TRUCKS AND MINI VACUUM TRUCKS FOR PUBLIC WORKS
Please refer to the attachment for the Questions from prospective Proposers and the City's
Answers to those Questions received before the stipulated due date.
Q1. Since the specification is proprietary to a single manufacturer and dealership within Florida, How does
the city perceive to garner competitive pricing?
Al. In section 3.1, the city does specify a VACTOR truck, nevertheless an approved equal model as the
specification is written could also be bid. Section 3.1 reads 'Specifications for purchase of two (2) vacuum
trucks (VACTOR model 2115-16 or approved equal with options)
Q2. The specification requires operators to be subjected to excessive noise levels and heat. Have the
Safety and Risk Management departments reviewed and consented to thls specification as written?
A2. The Public Works Department currently operates five vacuum trucks, and our crew are well aware of
the safety procedures.
Q3. The chassis portion of the solicitation Is not industry standard based upon commodity weight
considerations. Has the city researched legal weight Issues Including distribution of load requirements?
A3. The truck specified is similar to one currently in service. Further, in the truck specification section 3.1.16
the front and rear axle requirement is specified.
Q4. Per 3.1.2.2 — Vac -Con uses Corten steel, which has higher abrasion resistance.
A4. COR-TEN steel is acceptable provided that it will be also coated against corrosion. COR-TEN steel, in
our experience, has a tendency of corroding if exposed to wet conditions for a long period of time.
Q5. Per 3.1.2.7 — Vac-Con's design incorporates metal plates for mounting water tanks. The J-Straps as
specified are not required.
A5. Metal plates in lieu of straps are acceptable.
Q6. Per 3.1.2.11 — Vac -Can's exhaust ports are rectangle, and are designed to exhaust a larger volume of
air than round ports.

AB. Rectangle ports are acceptable. However the air flow statement is subject to discussion. A round port is
more hydraulically efficient than a rectangular port.
Q7. Per 3.1.4.2 — A hydrostatic drive system is utilized to power our vacuum system.
A7. This eliminates the need for transfer cases and gear boxes. Hydrostatic drive system is acceptable.
Q8. Per 3.1.4.4 — Our final filter is mounted horizontally rather than vertically mounted.
A8. Horizontally mounted filter is acceptable.
Q9. Per 3.1.5.2 — Vac-Con's water tanks are 3/8" rotary molded, cross -linked polyethylene. This material
offers superior UV protection, corrosion resistance, as well as, weight savings.
A9. Polyethylene tanks are acceptable.
Q10. Per 3.1.5.4 — Vac -Can's water tanks are not cylindrical. Because of the difference in design, Vac -Can's
water tanks are molded to fit the design of the truck and do not need baffles.
A10. Molded tanks are acceptable.
Q11. Per 3.1.6.3 — For operator safety, Vac -Con uses a hydraulic driven worm gear design. This worm gear
design does not present the same safety concerns as a hydraulic cylinder driven system in the unfortunate
event of hydraulic component failure.
All. Worm gear is acceptable.
Q12. Per 3.1.6.9 — Vac -Con uses hydraulically activated fold down pipe racks.
Al2. The City would prefer a manual fold down pipe rack. These pipe racks can be installed on both sides of
the truck or on the rear.
Q13. Per 3.1.7.3 — Vac -Con uses a multi -piston triplex water pump. Only one manufacturer solely produces
equipment with single piston water pumps. All other manufacturers of this type equipment utilize multi -piston
water systems. This is the same style pump as on the Vac -Cons the City presently owns.
A13. Multi -piston pump is acceptable.
Q14. Per 3.1.7.4 — Vac -Con uses a hydrostatic drive system to power the high pressure water system (the
same as the vacuum system.) This eliminates the need for transfer cases and gear boxes.
A14. Alternate drive system is acceptable.
Q15. Per 3.1.7.9 - Vac -Con water pump location does not require a flooded head as does the single piston
pump specified. The Vac -Con water pump mounting location is approved by the pump manufacturer. This is the
same design as on the City's present Vac -Con sewer cleaners.
A15. This style pump is acceptable.
Q16. Per 3.1.8.4 - Our hose reel articulates 180 degrees.
A.16. 180 degree hose reel is acceptable.
Q17. Per 3.1.8.5 — The outrigger leg used on Vac -Con hose reel Is set up for the safety of the operator.
A.17. Outrigger leg Is acceptable.
Q18. Per 3.1.8.6 — Vac-Con's hose reel extends during articulation.

A18. Hose reel extension is acceptable.
Q.19. Per 3.1.8.7 — Vac-Con's hose reel design articulates In an arc in front of the vehicle.
A.19. Hose reel articulation is acceptable.
Q20. Per 3.1.8.8 — Dual controls are not required with the Vac -Con hose reel design. The controls stay in the
same relationship to the operator in any position.
A20. Dual control location Is acceptable.
Q21. In section 3.1.17.1 should Lateral Cleaning Kit be included?
A21. This subsection should be completely eliminated. Please delete from your Bid.
ALL OTHER TERMS AND CONDITIONS OF THIS IFB REMAIN THE SAME.
