Subject: Interlocal agreement between Broward County on behalf of the Broward Sheriffs Office and the City of Miami to
establish a Disaster Recovery Site
Purpose of Item:
It is respectfully requested that the City Commission approve the attached Resolution authorizing the City Manager to
execute an Interlocal Agreement, in substantially the attached form, with Broward County, on behalf of the Broward
Sheriffs Office (BSO) for a period of one-year with the option to renew for five (5) additional one-year periods, for the
purpose of establishing and operating a Disaster Recovery Site,
Background Information:
The purpose of this interlocal agreement with BSO is to provide at a minimum cost a mutual support Disaster Recovery
hot site program to benefit the City of Miami and BSO. The City's site will be located at the Miami Police Department,
and the Broward site will be located at the Broward Sheriffs Office. Each entity will place Information Technology
hardware (servers, SANs, tape libraries, networking equipment, etc.) at the Production IT facilities of the other agency.
Neither agency will charge a fee for hosting the equipment. Each agency will provide a comprehensive list of equipment
to be located at each host site. Each agency will be responsible for providing an access list of authorize agency personnel
which should have access to the "guest equipment" at the host site. The establishment of a backup recovery infrastructure
at the proposed BSO site would allow the City to enhance its disaster recovery preparedness by establishing a secondary,
hardened recovery facility 22 miles from its primary facility; allow the City to reduce the recovery time associated with its
IT infrastructure from days to hours; and allow the City to cost effectively leverage existing IT development/staging
infrastructure to establish a secondary operational site without ,incurring the costs associated with a similar commercial
site.
