At its January 31, 2024, meeting, the City Commission adopted the above referenced
agenda item, PH.1, ratifying, approving, and confirming the City Manager's finding and waiving
of the requirements for competitive sealed bidding procedures as not practicable or advantageous
to the City of Miami ("City"); authorizing the allocation of funds in the amount of $115,000.00
to Sunshine For All, Inc., a Florida not for profit organization for the administration of the City
of Miami's Senior Rental Assistance Program for one year of services with an option to enter
into a second year of services for an additional $115,000.00, at the discretion of the Department
of Housing and Community Development director or designee, subject to the availability of
funding.
The item was approved with amendments so that the exhibit could be modified to reflect
the update to the funding source. The item was inadvertently finalized without the updated
language reflecting that the funding source will come from the "City of Miami's Senior Rental
Assistance Program Administration Funds" referenced in the file.
The Exhibit to the Legislation has been corrected and the file incremented to Revision A.

A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR -FIFTHS
(4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING,
RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S
FINDING, ATTACHED AND INCORPORATED AS EXHIBIT "B," THAT
COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE NOT
PRACTICABLE OR ADVANTAGEOUS FOR THE CITY OF MIAMI, FLORIDA
("CITY") PURSUANT TO SECTIONS 18-85(A) OF THE CODE OF THE CITY OF
MIAMI, FLORIDA, AS AMENDED; WAIVING THE REQUIREMENTS FOR SAID
PROCEDURES; AUTHORIZING THE ALLOCATION OF FUNDS IN THE
AMOUNT OF $115,000.00 TO SUNSHINE FOR ALL, INC., A FLORIDA NOT
FOR PROFIT ORGANIZATION FOR THE ADMINISTRATION OF THE CITY OF
MIAMI'S SENIOR RENTAL ASSISTANCE PROGRAM ("PROGRAM") FOR ONE

THE NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS,
AND MODIFICATIONS, ALL IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, SUBJECT TO ALL FEDERAL, STATE AND LOCAL LAWS THAT
REGULATE THE USE OF SUCH FUNDS, FOR SAID PURPOSE.

WHEREAS, pursuant to Resolution No. R-19-0516 adopted on December 12, 2019, the
City Commission authorized the establishment of a permanent Senior Rental Assistance
Program ("Program") to assist eligible low-income City of Miami ("City") senior residents to
mitigate rent increases; and
WHEREAS, on October 12, 2023, pursuant to Resolution No. R-23-0459; the City
Commission approved an amendment to the established Program policies and guidelines; and
WHEREAS, the amendment included an allocation of funds to be used for the
administration of the Program to better serve eligible seniors with low income in the community;
and
WHEREAS, Sunshine for All, Inc. ("Sunshine for All") is a non -for -profit 501(c)(3)
organization established in December 2004 whose mission is dedicated to serving the needs of
the City's and Miami -Dade County's vulnerable residents through the delivery and
administration of social services programs to low income and at -risk segments of society; and

WHEREAS, Sunshine for All has worked successfully with the City over the past 10
years in different projects, including relief funding for the Emergency Rental Assistance Program
("ERAP") during the Novel Coronavirus ("COVID-19") pandemic; and
WHEREAS, the City's Administration recommends the allocation of funds in the amount
of $115,000.00 to Sunshine for All, Inc., for one year of services, with an option to enter into a
second year of services for an additional $115,000.00, at the sole discretion of the Department
of Housing and Community Development's Director or designee, for the administration of the
City's Senior Rental Assistance program as specified in Exhibit "A," attached and incorporated,
subject to the availability of funding;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the
City Manager's finding, attached and incorporated as Exhibit "B," that competitive negotiation
methods and procedures are not practicable or advantageous to the City pursuant to Section
18-85(a) of the City Code, waiving the requirements for said procedures, is ratified, approved,
and confirmed.
Section 3. The City Manager is authorized' to allocate funds, in the amount of
$115,000.00 to Sunshine for All, Inc., for the administration of the City's Senior Rental
Assistance program.
Section 4. The City Manager is authorized' to negotiate and execute any and all
necessary documents in forms acceptable to the City Attorney, for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
