A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO PREPARE A LETTER OF SUPPORT FOR MIAMI-DADE COUNTY'S
PROACTIVE APPROACH TO EXPANDING SHELTER AND SERVICES FOR THE
BENEFIT OF INDIVIDUALS EXPERIENCING HOMELESSNESS; DIRECTING THE
CITY CLERK TO TRANSMIT A CERTIFIED COPY OF THIS RESOLUTION TO THE
OFFICIALS NAMED HEREIN.
WHEREAS, the City of Miami ("City") recognizes the ongoing crisis of unsheltered
persons experiencing homelessness within the Health District where the proliferation of
encampments signifies a dire need for additional shelter support and wraparound services; and
WHEREAS, this crisis has created unacceptable conditions to surrounding residents,
businesses and visitors of the Health District where streets, sidewalks, and parks are littered
with trash, human waste, and discarded used syringes; and
WHEREAS, the current state of available shelter and services providers in the City are
overwhelmed, necessitating immediate and effective action to alleviate the situation; and
WHEREAS, homelessness is a complex issue that requires a collaborative effort beyond
the confines of municipal and county jurisdictions, demanding a unified response from all
sectors of government; and
WHEREAS, the City has invested significant funds and resources to provide shelter and
services to individuals experiencing homelessness; and
WHEREAS, despite these efforts and increased resources in recent years, the problem
facing the City have only continued to grow and therefore it is apparent that the City's current
resources alone cannot resolve homelessness; and
WHEREAS, the City is committed to creating additional innovative measures, in
partnership with Miami -Dade County ("County"), to identify and establish alternative locations
throughout the County that can provide shelter and essential services to those in need; and
WHEREAS, it is imperative to approach the issue of homelessness with compassion and
pragmatism, ensuring that every individual has the opportunity to access the necessary
resources to improve their living conditions and reintegrate into society; and
WHEREAS, the purpose of this Resolution is to improve the coordination, integration,
and frequency of collaborations amongst the City, County, and all municipalities in the County to
reduce the population of unsheltered homeless persons Countywide;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby directed to create a Letter of Support urging
Miami -Dade County Mayor Daniella Levine Cava ("Mayor Levine Cava") and the members of
the Miami -Dade Board of County Commissioners to undertake a proactive approach towards
expanding shelters and services for the benefit of individuals experiencing homelessness.
Section 3. The City Clerk is directed to transmit a certified copy of this Resolution to the
Mayor Levine Cava; the members of the Miami -Dade Board of County Commissioners; Victoria
L. Mallette, executive Director of the Miami -Dade Homeless Trust; and the City Clerks of all
municipalities within Miami -Dade County.
Section 4. This Resolution shall become effective immediately upon its adoption.
