DISCUSSION OF THE CIVILIAN INVESTIGATIVE PANEL RESOLUTION OF THE
MIAMI CITY COMMISSION, WITH ATTACHMENT (S), APPROVING THE
PROPOSED BUDGET FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2007.
WHEREAS, the City of Miami approved and adopted the Civilian Investigative Panel pursuant to
Ordinance No. 12188; and
WHEREAS, the Civilian Investigative Panel serves as independent citizens' oversight with authority to
conduct investigations related to allegations of police misconduct; review policies of the police
department; and empowered to issue subpoenas for police related investigations; and
WHEREAS, Section 11.5-10 of the Civilian Investigative Panel Ordinance, requires that a budget,
pertaining to the management, operations, maintenance and capital expenditures for the Civilian
Investigative Panel, be approved by the City Commission; and
WHEREAS, the Civilian Investigative Panel adopted the attached Annual Plan and Budget for the
Fiscal Year ending September 30, 2007.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1.. The recitals and findings contained in the Preamble to this Resolution are incorporated
as if fully set forth in this Section.
Section 2. The City Commission adopts the proposed Annual Plan and Budget for the Civilian
Investigative Panel's fiscal year ending September 30, 2006.
Section 3. This resolution shall be effective immediately upon its adoption.1

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
