It will be located on the Delaware Parkway just to the West of NW 27h Avenue. The general location and approximate study area for this project are shown in Figure 1. The Miami River Rapids Project will contain up to 2,100 residential condominium units, approximately 61,500 sf of specialty retail uses and up to 20,000 sf of office space. The office space is associated with 20 work -live condominium units. A site plan for the development is shown in Figure 2. Turning movement count data were collected between 4:00 and 6:00 PM at the NW 27th Avenue and 17th Street intersection in October 2005 on a typical weekday and the NW 27th Avenue and 20th Street/N. River Drive intersection was counted in early November 2005, also on a weekday. These traffic volumes were increased to convert measured traffic to peak season traffic using standard Florida Department of Transportation (FDOT) adjustment factors. Existing (2005) traffic volumes are shown in Figure 4. Traffic counts are found in Appendix A to this report, signal operating data is found in Appendix B and FDOT seasonal adjustment factors are in Appendix C. Existing peak season traffic on NW 27th Avenue at 17th Street and at 20th Street was evaluated using Highway Capacity software consistent with the latest edition of the Highway Capacity Manual. NW 27th Avenue and 17th Street operates at Level of Service (LOS) "C" and NW 27th Avenue and 20th Street/N. River Drive operates at LOS "E". Existing and projected intersection LOS is described in more detail under Intersection Capacity later in this report. Corridor capacity and level of service on NW 27th Avenue, on NW 17th Street and on NW 20th Street are described later in this report under Corridor Capacity. Transportation improvements in the general area of NW 27th Avenue and 17th Street are as follows: Table 1 Planned and Programmed Roadway Improvements • SR 112/SR 836 Connector • I,nterconnector Ramps from MLA to SR112; from NW 21st Street to SR112/NW 27th Avenue La SR 112/NW 36th Street Interchange; from S. River Drive to NW 37th Avenue • SR 112 Westbound Off -Ramp to Okeechobee Road These projects plus the just completed Okeechobee Road and LeJeune interchange will serve to draw traffic from NW 27th Avenue in the arena of this project and also provide better project access from/to the West. TRIP GENERATION AND DISTRIBUTION • • • As stated earlier, the Miami River Rapids Project will have up to 2,100 residential condominium units, approximately 50,000 sf of retail and up to 26,000 sf of office. The retail uses will be specialty retail which are oriented toward serving the residential portion of the development. The office space is associated with 20 work -live condominium units. In these units a small studio/office is connected to the residential unit. There is frequent bus service on NW 27th Avenue and on NW 20th Street, close to the project along with bus routes on several other streets within a few blocks of the project. For this reason, it is assumed that transit use will result in a 10% reduction in vehicle trips to and from this project. Internal Capture, i.e. trips between the retail, office and residential uses on -site was calculated to be 28% using the procedures found in the ITE Trip Generation Manual. Details of these calculations can be found in Appendix F. Percentage distribution of project trips per the Cardinal Distribution can be found in Appendix E. The distribution of project vehicle trips during the PM peak hour is shown graphically in Figure 5 and is described in Appendix B, Table B-1. It should be noted that the Miami River Rapids Project can be readily accessed from/to NW 27th Avenue through existing ramps on NW 27th avenue at NW South River Drive. This allows a significant portion of proj ect traffic to avoid turns at the NW 17th Street signal. 8 TRANSSOI T ANALYSIS PRDSESSIONA,S Miami River Rapids Traffic Impact Analyses Figure 5 Project Trip Distribution 9 • • BACKGROUND TRAFFIC GROWTH AND OTHER PROPOSED PROJECTS Construction of the Miami River Rapids Project is scheduled for completion during the year 2009. As stated earlier in this report, new transportation projects between Miami International Airport and this project should result in a reduction in through traffic on NW 27t1i Avenue. However, for purposes of this preliminary report, background traffic on NW 27th avenue was conservatively assumed to increase at 1% per year. The traffic projections associated with three proposed projects; Brisas del Rio, Coastal on the River and Hurricane Cove were checked to determine what impact, if any, these projects had on the intersections and roads studied. Hurricane Cove is the only project to add traffic to this study area. Accordingly, Hurricane Cove traffic was added to the future background traffic for these analyses. The 2009 peak hour traffic volumes consist of estimated background traffic and external vehicle trips from the Miami River Rapids Project. Calculation of these projected volumes can be found in Table A-1, Appendix A. Intersection capacity analyses were performed for the NW 27th Avenue intersections at 17th Street and at NW 20th Street to analyze levels of service associated with the projected 2009 PM peak hour; both with and without this project. The analyses show that both of these intersections operate and will continue to operate at levels of service, which meet City of Miami requirements. It should be noted that some movements at these intersections are very congested, however this can be mitigated somewhat by modifications to the signal timing. The results are shown below in Table 4. The table shows all drives will operate at Level of Service C or higher and that queuing will not be a problem. Future conditions are for the year 2009 and include background traffic growth and traffic from other proposed projects along with associated person trip growth and the impact in person trips of this project. Existing and projected corridor capacity and Levels of Service for these 3 roadways are described in Tables 5, 6, 7, 8, 9 and 10. In reviewing Tables 6, 8 and 10, it can be seen that all 3 corridors will operate at Level of Service D or better in the year 2009. Metrobus has routes that serve NW 27th Avenue. This service will reduce the volume of primary auto trips to and from this project. There are other traffic reduction measures, which may reduce primary trip making as well. Suggested measures include, but are not limited to, the following: Encourage car-pooling and vanpooling Post mass transit schedules, maps and related information in the public areas of the new facility Provide bicycle storage racks near the retail uses 22 • • CONCLUSIONS AND RECOMMENDATIONS The proposed development falls within the traffic concuxrency exception area established by the South Florida Regional Planning Council and the Florida Department of Community Affairs. The roadways and intersections studied for these analyses will operate at acceptable Levels of Service after the Miami River Rapids project has been fully constructed and occupied. It is Iikely that the external traffic impacts described in this report are greater than the impacts, which are likely to occur. This is because the new SR836ISR112 Connector and other projects in the area are likely to cause in a reduction in traffic on this proportion of NW 27th Avenue. I propose the following scope of services for the traffic study: The study area for this project will be defined by NW 23rd Street and the Miami River to the North, SR 836 to the • South, NW 22nd Avenue to the East and NW 37th Avenue to the West. Data Collection/TMC's Turning movements at the following intersections will be counted: NW 27th Avenue and 17th Street NW 27th Avenue and 20th Street/N. River Drive Corridor Analysis will be performed for NW 27th Avenue (north/south), NW 17th Street (east -west) and NW 20th Street (east -west) A review of the City of Miami's project list followed by discussion with City of Miami staff indicated that there were 3 active or approved MUSP projects within the general proximity to this project. These projects are Brisas del Rio. Coastal on the River and Hurricane Cove. I obtained the traffic projections for all 3 projects; however only Hurricane Cove added traffic to the corridors and/or intersections studied We will use a 1 %/yr. growth rate for background traffic. However, significant roadway improvements near the airport should result in an actual reduction in future background traffic. *Peak season traffic will be used in the analysis of existing and future (with project) conditions. Capacity Analyses Intersection analysis will be performed per the procedures in the HCM. The analyses will be performed on the 12/3/2005 two study intersections and all 6 project driveways, Existing traffic signal timing and phasing will be used for analysis of signalized intersections. The City's Corridor Analysis procedure will be used for the two study corridors. Trip Generation and Distribution Trip generation for the facility will be performed using the equations found in The ITE Report: Trip Generation, 7th Edition. The Cardinal Distribution from the County's MUATS model will be used for site traffic distribution, Miscellaneous The updated report will include a summary of proposed land uses with the site plan per your request.
