Purpose of Item: - It is respectfully recommended that the City Commission adopt the attached resolution which provides for the expansion of the City of Miami's designated Brownfields Area into the recently augmented (01/01/06) Enterprise Zone that now includes Mell Reese Park and sections of West Flagler, SW 8th Street, SW 27th Avenue, SW 17th Avenue & SW 12th Avenue as illustrated in Exhibit "A", attached hereto and made a part hereof. This designation recommendation is in accordance with Chapter 376.80, Florida Statutes (Brownfield Program Administration Process of the Brownfields Redevelopment Act as illustrated in Exhibit "B"), and will facilitate and encourage rehabilitation and redevelopment of properties that may otherwise remain underutilized or abandoned. - The resolution will authorize the City Manager to notify the Florida Depaitiiient of Environmental Protection (FDEP) and the Miami -Dade County Department of Environmental Resources Management (DERM) of the City's decision to expand the designated Brownfields Area. Since this Brownfields Area expansion falls within the existing boundaries of the Enterprise Zone, a public a public hearing is not required per Florida Statute 376.80 (2)(a). Director City Manager Patna 1 of 1 N/A N/A BROWNFIELDS AREA EXPANSION AGENDA SUMMARY ATTACHMENT BACKGROUND INFORMATION -The Miami City Commission previously designated certain areas within the City of Miami to be Brownfields Areas, which were determined to have redevelopment potential that might be limited by actual or perceived environmental issues, pursuant to Resolution 98-242, adopted March 10, 1998, Resolution 99-197, adopted March 23, 1999 and Resolution 05-0117, adopted February 24, 2005. However, these areas do not comprehensively cover all existing and potential Brownfields Sites within the City of Miami. - After further analyses, the Department of Economic Development (the "Department") has determined that expansion of the Brownfields Area is warranted to facilitate and encourage rehabilitation and redevelopment of additional existing and potential Brownfields Sites in areas located outside the original designation boundaries. - The current Brownfields Area expansion within the recently (01/01/06) augmented Enterprise Zone will encompass Mell Reese Park and approximately 27 other known environmentally contaminated sites located on sections of West Flagler, SW 8th street, SW 27th Avenue, SW 17th Avenue & SW 12th Avenue without the requirement of a public hearing, immediately providing stakeholders access to incentives foriremediation and redevelopment. The total proposed Brownfields Area will cover additional known contaminated sites located in Virginia Key, and sections of Allapattah, however these areas are outside the Enterprise Zone boundary and each will require a public hearing before the additional expansion can occur.
