HEREOF.
AREAS, the State of Florida has provided 'in Sections
376.77-376.94, Florida Statutes (The Brownfield: Redevelopment
Act),, for the designation, by resolution, of contiguous areas
consisting of one or more brownfields sites to be known as
brownfields areas, and for the provision of environmental
remediation, rehabilitation and economic development of such
areas: and
WHEREAS, brownfields sited contain abandoned, Idled, or
underussd industrial and commercial properties where expansion or
redevelopment is complicated by real or perceived environmental
contamination: and
WHEREAS, the Florida Legislature recognises that the United
States Environmental Protection Agency has created several pilot
projects for redevelopment of brownfield areas to gather

contamination; and
WHEREAS, The City of Miami was designated as a Brownfields
Pilot. Project pursuant to the 8nvireonmental Protection Agency
(EPA) Brownfiolds initiative; and
WHEREAS, pursuant to Resolution No. 98-242, adopted March
10, 1999, the City Commission designated a brownfields area for
remediation and rehabilitation which included Wynwood, and
certain areas within Overtown and Allapattah, and
WHEREAS, after, further analyses, the Emspowerment Zone. and
two adjacent areas were identified for inclusion within 'the
brownfields areal and
WHEREAS, the City wishes to expand the boundaries of the
original brownfields area to include the above sites and to
notify the Florida Department of Environmental Protection of
such; and
WHEREAS,. the City of Miami has additionally considered ths.
criteria set forth in Section 376.80(2)(a)1-4, Florida Statutes,
to wit; (1) whether the proposed brownfields area, as revised and
illustrated on Exhibit A attached hereto, warrants economics
development and has a reasonable potential for such activities,
(2) whether the brownfielda area repreaente a reasonably focused
approach and is not overly large in geographic coverage, (3)
whether the brownfielda area Me potential to interest the
private sector in participating in remediation,rehabilitation

historical preservation

NOW THEREFORE, BE IT RESOLVED BY THE ,CCt4MISSION OF THE CITY
OF MIAMI, FLORIDA:

notify the Florida Department of Environmental Protection of the
City's decision to expand and designate a Brownfield' Area to
