and Members of the City Commission:
Thank you for your past and continued support. The great strides made in Bayfront and
Bicentennial Parks during the pass twelve months would not have been possible without Bayfront
Chairperson Commissioner Joe Sanchez's leadership and the ongoing support of the Mayor and
the Miami City Commission.
The Bayfront Park Management Trust (Tryst) is pleased to 'submit its Fiscal -Year 2006-2007
Operating and Capital Budgets for City Commission approval. The Trust unanimously approved
these budgets at a regularly scheduled meeting held on July 24, 2006, and we respectfully request
that you do the same.
The Miami City Commission created the Trust in 1987 to "direct, manage and maintain all
aspects of Bayfront Park for the purposes of ensuring maximum community utilization and
enjoyment." City Commission Resolution No. 94-204 added Bicentennial Park to the Trust's
management portfolio in March of 1994. In addition to "ensuring maximum community
utilization," the founding legislation included a further directive: "The Trust shall, to the greatest
extent it determines to be feasible, implement the exercise of its powers in a manner which
utilizes and encourages the fullest and most active participation and cooperation of private
enterprise." The Trust remains mindful of the balance it must strike between managing public
parks and -encouraging private enterprise.
We are pleased to report that the goals outlined in our letter of last fiscal year have been realized.
Our efforts at beautifying Bayfront Park are proceeding apace, with regular flower plantings and
improved site furnishings. The pastel -colored Adirondack chairs installed -along Bayfront Park's
"beach" have achieved near iconic status in a very short time. The fifty -foot Holiday Tree that
brightened Bayfront Park from Thanksgiving through New Year's attracted both residents and
tourists, and in FY 2006/2007 the Trust intends to install a Menorah as well, to continue our
efforts to include all members of our community. Our free yoga classes became so popular they
have been expanded to thrice weekly and were named Best of Miami by The Miami New Times.
The weekly young professionals' kickball league, sponsored by World Adult Kickball
Association (WAKA), proved so popular that the national league championships were hosted by
the Trust in Bicentennial Park this past July, with over 1,200 participants from a number of cities
throughout the United States. Pollstar magazine, the entertainnaent industry bible, in their mid-
year 2006 edition, identified the Bayfront Park Amphitheater as the 31 s` most popular
amphitheater worldwide, and recognized Bicentennial Park as ninth worldwide for event -related,
mid -year ticket sales. The category (outdoor stadiums/festival sites) reflects the top 25 venues
worldwide. Bicentennial Park ranked second in the United States, surpassed only by Giants
Stadium in New Jersey.
Last year was not without its challenges for the Trust and the community. Hurricanes Katrina,
Rita and Wilma proved particularly difficult. Bayfront and Bicentennial Parks re spectacular
waterfront facilities and that which makes them so attractive also puts them at special risk during
hurricane season. The foss of specimen trees as well as damages to the built infrastructure,
totaling over S4 ] 7.000, challenged the board and the staff. Down time and the clean-up process
resulting from the storms disrupted timelines on construction projects.
The ability to host events in the immediate aftermath of the storms proved particttlarly difficult.
A bright note from that period, if we can identify one, was the ability to -host 3,000 paint ball
participants al Super 7 World Paintball Series. The competition took place in Bicentennial Park
on November 4-6, 2005, and the videotape of that event continues to air on ESPN.
Additionally in the past year the Trust:
• Renegotiated an agreement with a gaming vessel operator,
• Completed negotiations for the tethered balloon operation, the installationof which should
begin in August of this year,
• Served as host site for the National Foundation for the Advancement ofthe Arts annual
awards ceremony,
• Accepted the management functions of the Miami Sports and Exhibition Authority,
• Replaced damaged canopies resulting from storms,
• Continued organizing downtown waterfront interests through the Entities ofComrnon
Interest,
• Lent staff expertise to City departments and partner organizations through participation in
committees, workshops and focus groups to help improve our community,
• Hosted a spectacular run of Cirque du Soleil in Bicentennial Park and,
• Negotiated a contract for a new marquee sign for Bayfront Park.
For the new fiscal year the Trust will endeavor to:
• Create a farmers market, with a primary goal of increasing the exposure of downtown
workers and residents to healthy, locally grown fruits and vegetables and the people who
grow them,
• Host the Pirates Mutiny in Bicentennial Park. Thrilling audiences in Europe for more than
20 years, this show is an innovative blend of music, comedy and drama coupled with
death -defying stunts, incredible acts of strength and balance and electrifying special
effects. Their appearance, under the "big top" at Bicentennial Park, marks their American
debut.
• Complete the Rock Garden Renovation and Relighting Project, and
• Install a children's play .area adjacent to the Tina Hills Pavilion, in Bayfront Paark's south
end.
The Trust continued to plan, promote and coordinate two of our community's largest celebrations.
the America's Birthday Bash on July 4th and the Bayfront Park New Year's Eve Celebration. The
Trust is committed to providing these free, community inclusive celebrations for Miami's
residents and visitors. In July we reaffirmed the self evident truths: that we areal] created .equal
and in possession of the inalienable rights of life, liberty and the pursuit of happiness. On New
Year's Eve we celebrated the passing of a year while looking with optimism to the future. It is

that optimism about the future of downtown and al] of Miami that infuses the Trust and is
represented in this budget.
Downtown Miami is in the midst of the largest residential building boom since the 19]Os. To
meet the needs of the growing residential population, the Bayfront Park Management Trust
embarked on a long range panning process with the goal of creating a 12 — 16 hour a day facility
that would contribute to the long term economic and cultural growth of downtown Miami and its
surrounding communities. The capital budget reflects the Trust's plans to reinvigorate the park
through a relighting program for the entire facility, renovation of the Bayfront Park Rock Garden,
and a design project that will include additional pathways and new site furnishings.
The Trust recognized the need to support activities outside Bayfront and Bicentennial Park
boundaries. Throughout the year Bayfront staff lens their expertise to events held around the city,
from Ca1]e Ocho to Little Haiti to City Hall. The Bayfront Park portable stage, our festival on
wheels, was used in every commission district at parks .and community celebrations, for events
ranging from Viernes Culturales to the City's Summer Parks Program. Between June 2005 and
2006, the Bayfront Park portable stage was used 35 times.
The Bayfront Park Management Trust board of directors and staff recognize the accomplishments
of this past year as building blocks for downtown's future. Thank you for aIlowi.ng us the
