A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE OFFICE OF
THE INDEPENDENT AUDITOR GENERAL TO CONDUCT A COMPLETE AUDIT OF
THE CITY OF MIAMI'S HOUSING PROGRAMS FUNDED WITH HOME
INVESTMENT PARTNERSHIPS, STATE HOUSING INITIATIVE PARTNERSHIPS,
COMMUNITY DEVELOPMENT BLOCK GRANT, HOUSING OPPORTUNITIES FOR
PERSONS WITH AIDS, AFFORDABLE HOUSING TRUST, AND OTHER
LOANS/GRANTS, FOR THE PERIOD JANUARY, 2000 THROUGH AUGUST, 2006;
SAID AUDIT SHOULD INCLUDE AUDIT PROCEDURES TO DETERMINE
COMPLIANCE WITH ALL APPLICABLE RULES AND RESTRICTIONS RELATIVE
TO ALL THE PROGRAM FUNDING TYPES PROCESSED AND DISBURSED.
WHEREAS, pursuant to Section 2-530 of the City Code of the City of Miami, audits to be
performed by the Independent Auditor General ("IAG") shall be requested by the City Commission, or
any member of the City Commission, at a City Commission meeting; and
WHEREAS, at the City Commission meeting on July 27, 2006, the City Commission requested
an audit of the City of Miami's Housing Programs funded with Home Investment Partnerships
("HOME"), State Housing Initiative Partnerships ("SHIP"), Community Development Block Grant
("CDBG"), Housing Opportunities for Persons with AIDS ("HOPWA"), Affordable Housing Trust, and
other loans/grants for the period January, 2000 through August , 2006;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted and
incorporated as if fully set forth in this Section.
Section 2. The Office of the IAG is directed to conduct a complete audit of the City of Miami's
Housing Programs funded with HOME, SHIP, CDBG, HOPWA, Affordable Housing Trust, and other
loans/grants, for the period January, 2000 through August, 2006, with said audit including audit
procedures to determine compliance with all applicable rules and restrictions relative to all the
program funding types processed and disbursed.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
