A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING AN INCREASE IN THE ALLOCATION OF HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM ("HOPWA") FUNDS
FOR FISCAL YEAR 2006-2007 TO SPANISH AMERICAN BASIC EDUCATION &
REHABILITATION, INC. ("SABER"), IN AN AMOUNT NOT TO EXCEED $17,000,
INCREASING THE FUNDS FROM $384,750 TO $555,750 TO PROVIDE LONG
TERM RENTAL ASSISTANCE; AUTHORIZING THE TRANSFER OF HOPWA
FUNDS, IN THE AMOUNT OF $171,000, FROM CITY OF MIAMI DEPARTMENT
OF COMMUNITY DEVELOPMENT LONG TERM RENTAL ASSISTANCE
PROGRAM, FOR SAID PURPOSE; ALLOCATING SAID FUNDS TO SABER TO
PROVIDE SAID SERVICE; FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT(S), IN SUBSTANTIALLY THE ATTACHED FORM(S),
WITH SAID AGENCY FOR SAID PURPOSE; AMENDING RESOLUTION NO.
06-0367, ADOPTED JUNE 8, 2006, TO REFLECT SAID INCREASE.
WHEREAS, pursuant to Resolution No. 06-0367, adopted June 8, 2006, the City Commission
approved the allocation of Housing Opportunities for Persons with Aids ("HOPWA") funds, in the
amount of $384,750, to Spanish American Basic Education and Rehabilitation Inc. ("SABER") to
provide Long Term Rental Assistance for low-income individuals living with HIV/AIDS; and
WHEREAS, the Administration is recommending increasing the allocation of HOPWA funds for
fiscal year 2006-2007 to SABER from $384,750 to $555,750 to provide Long Term Rental Assistance;
and
WHEREAS, the Administration is recommending the transfer of HOPWA funds, in the amount of
$171,000, from the City of Miami Department of Community Development Long Term Rental
Assistance Program ("LTRA") and allocate said funds to SABER to provide said service;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. An increase in the allocation of HOPWA funds for fiscal year 2006-2007 to SABER from
$384,750 to $555,750 to provide Long Term Rental Assistance, is authorized.
Section 3. The transfer of HOPWA funds, in the amount of $171,000, from City of Miami
Department of Community Development Long Term Rental Assistance Program and allocation of said
funds to SABER to provide said service, is authorized.
Section 4. The City Manager is further authorized{1} to execute Agreement(s), in substantially the

attached form(s), with each agency, as specified in "Attachment A," for said purpose.
Section 5. Resolution No. 06-0367, adopted June 8, 2006, to reflect for said increase.
Section 6. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
