ATTACHMENT A - SCOPE OF WORK
ARTICLE Al GENERAL
The Consultant shall provide comprehensive professional Land Surveying Services with a Land Surveyor as the
prime professional, for the Project for which the Consultant was selected in accordance with Section 287.055 Florida
Statutes, as amended, Consultants Competitive Negotiations Act (CCNA).
A1.01 RANGE OF SERVICES
The Consultant shall furnish, as Basic Services, comprehensive professional services for the Project including, but
not limited to providing topographic survey and utility investigation along the proposed Miami Streetcar Alignment.
Professional services will be limited to providing surveying and mapping services for the City of Miami Streetcar
Corridor. Consultant shall be responsible for all basic services include in Article A2 below.
A1.02 NON-EXCLUSIVE RIGHT
It is understood that the Notice to Proceed will be issued under this Agreement at the sole discretion of the City
Manager or Director and that the Consultant has no expectation, entitlement, right to or privilege to receive a Notice
to Proceed for the Project. The City reserves at all times the right to perform any and all Professional Services in-
house, or with other private professional architects or engineers as provided by Section 287.055, Florida Statutes,
(Consultants' Competitive Negotiation Act) or to discontinue or withdraw the Project or to exercise every other choice
allowed by law. This Agreement does not confer on the Consultant any particular, exclusive or special rights to Work
required by the City.
A1.03 PAYMENTS
The City will pay the Consultant the stipulated amount for the Work required, in accordance with provisions and
limitations of Attachment B. No payment will be made for the Consultant's time or services in connection with the
preparation of any such proposal or for any Work done in the absence of an executed Work Order, Notice to
Proceed or Purchase Order.
ARTICLE A2 BASIC SERVICES
The Consultant agrees to provide complete professional surveying and mapping services as set forth hereinafter, in
accordance with the Florida Building Code, latest edition, all federal, state, county and City of Miami, Florida. The
Consultant shall maintain an adequate staff of qualified personnel on the Work at all times to ensure its performance
as specified in the Agreement. These services are hereinafter referred to as "Basic Services" shall include the
following:
A2.01 PROJECT LIMITS
The Consultant shall investigate and become familiar with the project limits as described herein to perform the
required surveying services. The Consultant shall provide topographic survey along the proposed Miami Streetcar
Alignment. The alignment is divided into two different loops. The North -South loop and the East-West loop.
The Streetcar will travel the North -South loop as follows:

The Streetcar will travel the East West loop as follows:

3. East on NW 17th Street from NW 10th Avenue to NW 7st Avenue
4. North on NW 7th Avenue from NW 17th Street to NW 20th Street
5. East on NW 20th Street from NW 7th Avenue to NW 1st Avenue
6. South on NW 1st Avenue from NW 20th Street to NW 14th Street
7, East on NW 14th Street from NW lst Avenue to NE 1st Avenue
A2.02 Project Schedule
Within ten (10) days after issuance of the Notice -To -Proceed (NTP), and prior to the Consultant beginning work, the
Consultant shall provide a detailed project activity/event schedule for City's approval. The consultant shall complete
all required services and provide all required deliverables within 120 calendar days after receipt of the NTP. The
approved schedule along with a progress/status reports shall be submitted on a monthly basis. The schedule shall
be submitted in Suretrak or P3 format.
A203 Submittals
The Consultant shall submit to the City signed and sealed maps of all surveys performed as required by the scope of
work, as well as all field books certified by the surveyor in charge.
In addition, the Consultant shall submit to the City electronic files all of the information gathered to produce said
maps of the survey, including but limited the electronic files for existing topography, existing utilities, existing
drainage features, existing elevation points, existing right of way and monument lines, reference points, horizontal
project network control, vertical project network control, a certified digital terrain model (DTM) all in MicroStation®
format. The Consultant shall also provide Geopak® chains developed for survey baselines and monument lines.
A2.04 Design Survey
The Consultant shall perform survey tasks in accordance with all applicable statutes, manuals, guidelines,
standards, handbooks, procedures, including but not limited to FDOT Right of Way Mapping Handbook, FDOT
Surveying Handbook and FS Chapter 61 G17-6 Minimum Technical Standards,
The Consultant shall comply at all times with applicable Federal, State, local laws and provisions and policies
governing safety and health. This includes Title 29, Code of Federal regulations, Parts 1910 and 1976, Occupational

Safety and Health Regulations, including confined space entry requirements for General Industry and Construction,
including any subsequent revisions and updates. In order to safely conduct the traveling public through the work
area, full compliance with current FDOT Roadway and Traffic Design Standards (600 Series), Survey Safety
Handbook and current Maintenance of Traffic Training D.O.T. Topic No. 625-010-010-a are minimum requirements.
All field survey work shall be recorded in approved media. The Consultant shall submit all survey notes and
computations to document the surveys upon request by the City. All field books shall be certified by the surveyor in
responsible charge of the work being performed before the final product is submitted. The survey notes shall include
documentation of decisions reached from meetings, telephone conversations or site visits. All like work (such as
bench lines, reference points, etc.) shall be recorded contiguously.
A2.05 Horizontal Protect Network Control (HPNC)
The Consultant shall establish a HPNC for establishing horizontal control on the Florida State Plane Coordinate
System. The North American Datum of 1983 (NAD83), 1990 or later readjustment shall be used to establish the
horizontal control. The datum used shall be on all field notes, plans, drawings and map of surveys submitted to the
City. It shall also include the analysis and processing of all field collected data to prepare maps of the survey. It
shall also include the recovery of the historical monument line for all streets.
The HPNC shall include primary or secondary control points. The primary control points must be set near or at right
of way lines. The maximum distance between primary -control points is 1000 feet or as specified under FS Chapter
61 G17-6.007 Horizontal and Vertical Controls for Public and Private Construction Layout. The primary control points
must, also be inter -visible between each other. The Consultant shall supply monuments widely accepted through
out the industry.
A2.06 Vertical Project Network Control (VPNC)
The Consultant shall establish a VPNC, for establishing vertical control. The North American Vertical Datum (NAVD)
of 1988 shall be used to establish the vertical control. It shall also include the analysis and processing of all field
collected data to prepare maps of the survey.
If a local or regional datum is encountered the consultant shall be required to determine their relationship. The
datum used shall be noted on all field notes, plans, drawings and map of surveys submitted to the City. The primary
control points must be set near or at right of way lines at a distance no greater than 1000 feet intervals.
A2.07 Monument Line and Existing Right of Way Lines
The Consultant shall re-establish historic monument lines along City of Miami Streetcar alignment and intersecting
side streets. These lines must be placed in all maps of survey, CAD files, project network control sheets and field
books. This task shall also include analysis and processing of all field collected data, existing maps, and/or reports
for identifying monument lines for all streets.
The Consultant shall re-establish existing right of way lines along City of Miami Streetcar alignment and intersecting
side streets. These lines must be placed in all maps of survey, CAD files, project network control sheets and field
books. This task shall also include analysis and processing of all field collected data, existing maps, and/or reports
for identifying right of way lines for all streets.
The Consultant shall also locate and identify all existing platted utility easements and property lines along the
streetcar alignment. These lines must be placed in all maps of survey, CAD files, project network control sheets and
field books. This task shall also include analysis and processing of all field collected data, existing maps, and/or
reports for identifying property lines and utility easements on all the streets.
A2.08 Reference Points
Reference HPNC points, project alignment, vertical control points, section, % section and center of section corners
as required.
A2.09 Topography
The Consultant shall:
1. Locate and identify all above ground structures from right of way to right of way, including but not
limited to building, building overhangs and columns, guides for roll -up doors, planters, roadway
pavement, driveways, identify the type of driveways, sidewalks, walkways, concrete or asphalt slabs,
mailboxes, fences, columns, bus stop shelters and signs, trees including trunk diameter, shrubs,

landscaped areas, street signs, fire hydrants, etc. It shall also identify all surfaces as, sod, the kind of
pavement asphalt or concrete, rock and soil, decorative concrete pavers, be specific in the description.
2. Locate all utilities and their respective structures within the project limits, including all water mains,
sewer mains, drainage systems, power conduits and overhead lines, telephone conduits and overhead
lines, cable TV conduits and overhead lines, gas mains, concrete, wooden or metal poles, catches
basins, valves and valve boxes, manholes, cleanouts, etc. The city will provide the consultant with
plan views of all potential utilities along the streetcar corridor. See 2.5.9 for additional requirements.
3. Obtain invert elevations for existing storm water and/or existing inlets and catch basins, pipe size, type
and condition. In cases where structures are determined to be inaccessible, the Consultant shall notify
the City in writing. The Consultant will be notified once the structure has been made accessible.
4. Obtain finish floor elevations and elevations at the mid -point of doorways and elevations at 20-foot
intervals along the walls of all buildings with a building face at the right of way line.
5. Locate and identify all visible building storm water downspouts on private or public property within 10
feet of the R!W and the connection to the existing curb and gutter.
6. Locate and graphically depict all trees over 3 inches in diameter within the right of way, specify the size
of caliper and canopy.
A2.10 Digital Terrain Model (DTM).
Locate all above ground features and improvements for the limits of the project by collecting the required data for
creating a DTM with sufficient density. Shoot all break lines, high and low points. The Consultant shall provide
sufficient information when parabolic crowns are encountered to ensure these are not processed as break lines
when creating the DTM. Intersections shall be surveyed in a grid patterned to properly reflect the cross slopes
across the intersection and break lines. Effort includes field edits, analysis and processing of all field collected data,
existing maps, and/or reports.
A2.11 Roadway Cross Sections/Profiles
Obtain cross section elevations at 25-ft intervals along the City of Miami Streetcar Alignment and the side street.
The elevations shall be taken at:
1. Centerline of roadway
2. Crown of the road if different from centerline
3. Edge of pavements
4. Top of shoulderlswale
5. Bottom of shoulder/swale
6. Bottom of the gutter pan
7. Top of Curb
6. Front of sidewalk
9. Back of sidewalk
10. Right-of-way line
11. 10-feet outside of Right-of-way Line, where possible.
12. Longitudinal grade breaks
13. Any other grade breaks
14. Building face
A2.12 Side Street Surveys
The Consultant shall perform all of the surveying services described above on all intersecting side street along the
streetcar alignment. The survey shall be limited to a maximum of 100 feet from the intersection along the side street.
A2.13 Underground Utilities
The consultant shall contact Sunshine State One Call of Florida to mark existing underground utilities and collect 2-
dimensional information of marked utilities. The consultant shall also collect 3-dimensional information/verification of
all utilities as directed by the City and/or its designated consultant(s). Non-destructive excavation may be performed
as necessary to determine size, type and location of existing utilities for final 3-dimensional verification. Survey shall

include collection of data on points as needed for designates and locates. Electronic files of all collected field data
and any analysis shall be provided to the City as part of the required deliverables.
ARTICLE A3 ADDITIONAL SERVICES:
A3.01 GENERAL
Services categorized below as "Additional Services" may be specified and authorized by City and are normally
considered to be beyond the scope of the Basic Services. Additional Services shall either be identified in a Work
Order or shall be authorized by prior written approval of the Director or City Manager and will be compensated for as
provided in Attachment B, Section B3.05.
ARTICLE A4 REIMBURSABLE EXPENSES
A4.01 GENERAL
Reimbursable Expenses are covered by Attachment B, Section B2.03 Multiplier.
ARTICLE A5 CITY'S RESPONSIBILITIES
A5.01 PROJECT & SITE INFORMATION
The City, at its expense and insofar as performance under this Agreement may require, shall furnish the Consultant
with the information described below, or, if not readily available, may authorize the Consultant to provide such
information as an Additional Service..
A5.02 PROJECT MANAGEMENT
A5.02-(a) The Director or designee shall act on behalf of the City in all matters pertaining to this
Agreement. The Director or designee shall issue all Notices to Proceed to the Consultant. The Director or
designee shall approve all invoices for payment to the Consultant.
A5.02-(b) The Director shall designate a City Project Manager from staff to have general responsibility for
management of the Project. The Project Manager shall meet with the Consultant at periodic intervals
throughout the Work to assess the progress of the Work in accordance with approved schedules. The
Project Manager shall also examine documents submitted by the Consultant, including invoices, and shall
promptly render decisions and/or recommendations pertaining thereto, to avoid unreasonable delay in the
progress of the Work.
