HomeMy WebLinkAboutR-06-0491City of Miami Legislation Resolution: R-06-0491 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 06-01489 Final Action Date: 9/12/2006 A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER TO APPROVE THE FINDINGS OF THE EVALUATION COMMITTEE PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 05-06-089, THAT THE FIRMS MOST QUALIFIED TO PROVIDE ARCHITECTURAL/ENGINEERING SERVICES FOR THE "ORANGE BOWL REDEVELOPMENT PROJECT, B-30153B," IN RANK ORDER ARE: (1) HNTB, INC., WITH BERMELLO AJAMIL AND PARTNERS, INC., (2) LEO A. DALY, INC., A JOINT VENTURE WITH HEERY, INC., (3) HOK SPORT, INC., (4) ELLERBE BECKET, INC. WITH SPILLIS CANDELA & PARTNERS, INC., (5) EWING COLE, INC., WITH ARQUITECTONICA, INC., AND (6) RODRIGUEZ & QUIROGA ARCHITECTS CHARTERED, INC., WITH RTKL & ASSOCIATES, INC.; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH HNTB, INC., IN ASSOCIATION WITH BERMELLO AJAMIL AND PARTNERS, INC., THE TOP -RANKED FIRM; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH THE SECOND -RANKED FIRM, IN THE EVENT NEGOTIATIONS FAIL WITH THE TOP -RANKED FIRM, AND WITH THE THIRD -RANKED FIRM, IF NEGOTIATIONS WITH THE SECOND -RANKED FIRM FAIL; DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR CONSIDERATION AND APPROVAL. WHEREAS, the City of Miami's ("City's") Multi -Year Capital Plan includes the Orange Bowl Redevelopment Project, B-30153B; and WHEREAS, the City conducted a competitive selection process, and issued a Request for Qualifications ("RFQ") No. 05-06-089, in accordance with Florida Statute 287.055 and the Code 18- 87 of the City of Miami, Florida, as amended, to secure a qualified outside consultant to provide Architectural/Engineering Services ("Services") for said project; and WHEREAS, six proposals were received in response to the RFQ and were reviewed and ranked by an Evaluation Committee; and WHEREAS, the Evaluation Committee ranked the firms in the following order: (1) HNTB, Inc., with Bermello Ajamil and Partners, Inc., (2) Leo A. Daly, Inc., a joint venture with HEERY, Inc., (3) HOK Sport, Inc., (4) Ellerbe Becket, Inc., with Spillis Candela & Partners, Inc., (5) Ewing Cole, Inc., with Arquitectonica, Inc., and (6) Rodriguez & Quiroga Architects Chartered, Inc., with RTKL & Associates, Inc.; and WHEREAS, the Evaluation Committee recommended and the City Manager approved the recommendation to select the top three ranked firms to provide service : (1) HNTB, Inc., with Bermello Ajamil and Partners, Inc., (2) Leo A. Daly, Inc., a joint venture with HEERY, Inc., (3) HOK Sport, Inc.; and City of Miami Page 1 of 2 File Id: 06-01489 (Version: 2) Printed On: 2/14/2017 File Number: 06-01489 Enactment Number: R-06-0491 WHEREAS, with the City Commission's authorization the Department of Capital Improvements and Transportation ("Department") shall negotiate an Agreement with the highest -ranked firm; and WHEREAS, should negotiations fail with the highest -ranked firm, the Department will attempt to negotiate an Agreement with the second -ranked firm and the third -ranked firm respectively, until an Agreement is reached; and WHEREAS, upon completion of negotiations, the Department will request City Commission approval for the City Manager to execute an Agreement to commence work under the Agreement; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager's recommendation to approve the findings of the Evaluation Committee, pursuant to RFQ No. 05-06-089, that the top three firms most qualified to provide Architectural/Engineering Services for the Orange Bowl Redevelopment Project, B-30153B, in rank order are: (1) HNTB, Inc., with Bermello Ajamil and Partners, Inc., (2) Leo A. Daly, Inc., a joint venture with HEERY, Inc., (3) HOK Sport, Inc., is accepted. Section 3. The City Manager is authorized {1} to negotiate an Agreement with HNTB, Inc., with Bermello Ajamil and Partners, Inc., the top -ranked firm. Section 4. The City Manager is further authorized {1} to negotiate an Agreement with the second -ranked firm, in the event negotiations fail with the top -ranked firm and with the third -ranked firm, if negotiations with the second -ranked firm fail. Section 5. The City Manager is directed to present the negotiated Agreement to the City Commission for consideration and approval. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The authorization herein is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
