A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE RECOMMENDATION OF THE EXECUTIVE DIRECTOR OF THE
CIVILIAN INVESTIGATIVE PANEL ("CIP"), APPROVING THE FINDINGS OF THE
EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR LETTERS OF
INTEREST NO. 05-06-064, THAT THE MOST QUALIFIED FIRMS TO REPLACE
TWO TERMINATED CONTRACTS TO PROVIDE PRIVATE INVESTIGATION
SERVICES FOR THE CIP, ON AN AS -NEEDED BASIS, IN RANK ORDER ARE: (1)
KWIC, INC., AND (2) PROEDGE GROUP; AUTHORIZING THE CIP'S EXECUTIVE
DIRECTOR TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT
("AGREEMENT"), IN SUBSTANTIALLY THE ATTACHED FORM, WITH EACH
TOP -RANKED FIRM, FOR AN INITIAL TWO-YEAR PERIOD, WITH THE OPTION TO
EXTEND FOR THREE (3) ADDITIONAL ONE-YEAR PERIODS, IN AN AGGREGATE
ANNUAL AMOUNT FOR ALL CONTRACTS, INCLUDING TWO CURRENT, CITY
COMMISSION APPROVED CONTRACTS, IN AN AMOUNT NOT TO EXCEED
$210,000; ALLOCATING FUNDS, FROM ACCOUNT CODE NO.
604001.830201.6.340.
WHEREAS, pursuant to Resolution No. 04-0401, adopted June 24, 2004, the City Commission
approved funds for private investigation services on an as -needed basis, from pre -qualified vendors,
for the Civilian Investigative Panel ("CIP"); and
WHEREAS, the Executive Director of the CIP has approved the findings of an Evaluation
Committee that identified the most qualified firms to provide private investigative services to the CIP
pursuant to a Request for Letters of Interests ("RFLI"), and recommends the approval of Professional
Service Agreements ("PSAs") with KWIC, Inc., and Proedge Group;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recommendation of the CIP's Executive Director, approving the findings of the
Evaluation Committee pursuant to RFLI No. 05-06-064, that the most qualified firms to replace two
terminated contracts, to provide private investigation services for the CIP, in rank order are: (1) KWIC,
Inc., and (2)Proedge Group, are accepted.
Section 2. The CIP's Executive Director is authorized{1} to execute PSAs, in substantially the
attached form, with each top -ranked firm for an initial two-year period, with the option to extend for
three (3) additional one-year periods, in an aggregate annual amount for all contracts, including two
current City Commission approved contracts, in an amount not to exceed $210,000, with funds
allocated from Account Code No. 604001.830201.6.340.
Section 3. This Resolution is shall become effective immediately upon its adoption and signature
of the Mayor.{1}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
