As the facilitator for the Evaluation Committee ("Committee") for the above services for the Civilian
Investigative Panel (CIP), it is my responsibility to offer the findings and recommendation of the Committee.
The City issued RFLI No. 05-06-064, Private Investigation Services for the Civilian Investigative Panel (CIF)
and eight (8) Proposals were received.
The Committee, appointed by the City Manager, was comprised of the following individuals:
1. Rudy de la Guardia, Civilian Inv. Panel Member, Attorney -at -Law with law firm of Brooks,
Frank & de la Guardia.
2. Brenda Shapiro, Civilian Inv. Panel Member, Attorney -at -Law, Law Offices of Brenda, Berstein,
Shapiro
3. Otis Davis, Civilian Inv. Panel Member, retired City of Miami Police Officer
4. Thomas Rebull, Civilian Inv. Panel Member, Attorney -at -Law with law fine of Broad and Cassel
5. Charles C. Mays, Civilian Investigative Panel Independent Counsel
Following discussion, evaluation and deliberation, the Committee recommends the following top three '(3)
Proposers, in rank order:
1. KWIC, Inc
2, Art Hall Protection Service, Inc.
3. Proedge Group
The Civilian Investigative Panel desires to contract with two (2) firms. Based on this, the Committee
recommends negotiating contracts with the two highest ranked firms, KWIC, Inc., and Art Halt Protection
Service, Inc. Should contract negotiations fail with either of these firms, the Committee recommends the City
negotiate with the third ranked firm, Proedge Group.
