RFLI ##05-06-064 Private Investigation Services
RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the
City to accept the selection of the two pre -qualified Proposers listed on the attached qualified Proposers'
list, to provide private investigation services, for the City of Miami Civilian Investigative Panel for two
(2) years, with the option to extend for three (3) additional one (1) year periods, for an annual amount not
to exceed $ 210,000. Funding is available from Account Code No. 604001.830201.6.340.
BACKGROUND
The City of Miami Civilian Investigative Panel (CIP), in an effort to provide civilian oversight of the
Miami Police Department through independent investigations into allegations of police misconduct,
issued a Request for Letters of Interest (RFLI) No. 05-06-064 establishing term contracts for qualified and
experienced individuals and/or firms capable of providing private investigation services.
Copies of the RFLI were sent to approximately twelve (12) individuals and/or firms and a copy posted on
the City's website and made available via download. Seven (7) Proposals were received. The Evaluation
Committee, comprised of Rudy de la Guardia, Esq./CIP Member & Treasurer; Brenda Shapiro, Esq./CIP
Member; Otis Davis/CIP Member; Thomas Rebull, Esq./CIF Member & Secretary and Charles C. Mays,
Esq./CIP Independent Counsel evaluated a total of seven Proposals initially deemed responsive based on
the qualification criteria established within the RFLI.
Following one (1) evaluation meeting, the Committee short-listed to three (3) individuals/firms. One (1)
of the three (3) Proposals was subsequently deemed non -responsive for failure to successfully pass a
background investigation, thus not meeting minimum qualification. Two firms, KWIC Inc. and Proedge
Group are therefore recommended.
Based on the above stated grounds, the CIP respectfully recommends that the City Commission adopt the
attached resolution authorizing the City to negotiate and execute professional service agreements with the
two (2) named qualified firms to provide private investigation services.
