Pursuant to Section 401 of Ordinance 11000, as amended, the Zoning Ordinance of the
City of Miami, Florida, the subject proposal has been reviewed to allow the following
Special Exceptions:
• Special Exception as per Article 4, Section 401 as amended to allow a Rescue
Mission in the C-2 "Liberal Commercial" zoning designation and subject to
applicable criteria under Section 1305.
• Special Exception as per Article 4, Section 401 as amended to allow a Transient
Residential Facilities with 340 beds in C-2 "Liberal Commercial" zoning designation
and subject to criteria of Section 1305.
The requested facility for Camillus House Rescue Mission development will be
comprised of a building structure with approximately 73, 068 Square Feet of floor area,
approximately 119, 620 square feet of open space, approximately 73, 838 square feet of
recreational open space with 95 parking spaces and a maximum height of 95 feet
(NGVD) to the top of the building (see attached legal description, location maps and
aerial photographs for exact property boundaries).
NOTE: This Special Exception also encompasses the following special permit:
Class II Special Permit, as per Article 9, Section 922.4(c), to allow
maneuvering of trucks on the public rights -of —way.
Class I Special Permit, as per Article 9, Section 927, to allow temporary
structures, occupancies, and uses reasonably necessary for construction.
Class I Special Permit, as per Article 9, Section 906, to allow temporary
special events such as ground breaking ceremony.
Class I Special Permit, as per Article 9, Section 918.2, for parking and
staging of construction.
Class I Special Permit, as per Article 9, Section 920.1.2, to allow parking of
mobile homes, trailers during construction for offices and watchman's
quarters.
The following findings have been made:
• It is found that the proposed use could be beneficial to the area in providing a needed
service to the community. This Special Exception permit will allow the relocation of
Camillus House and it services from its current location.
• It is also found that the City of Miami has agreed with Camillus House on the
Development Agreement to this new location.
• It is found that the design of the proposed facility is in scale and character with the
surrounding area.
• It is found that the submitted plans depict the required landscaping and open space to
serve the residents of the proposed project.
• It is found with respect to all additional criteria as specified in Section 1305 of the
Zoning Ordinance 11000, the proposal has been reviewed and found to be adequate.
Based on these findings, the Department of Planning is recommending approval of
the application as presented.
