A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
GRANTING SPECIAL EXCEPTIONS REQUIRING CITY COMMISSION APPROVAL,
AS LISTED IN ORDINANCE NO. 11000, AS AMENDED, THE ZONING ORDINANCE
OF THE CITY OF MIAMI, FLORIDA, ARTICLE 4, SECTION 401, SCHEDULE OF
DISTRICT REGULATIONS, TO ALLOW A RESCUE MISSION IN THE "C-2" LIBERAL
COMMERCIAL ZONING DISTRICT SUBJECT TO THE APPLICABLE CRITERIA IN
SECTION 1305 AND TO ALLOW A TRANSIENT RESIDENTIAL FACILITY WITH 340
BEDS IN THE "C-2" LIBERAL COMMERCIAL ZONING DISTRICT SUBJECT TO THE
APPLICABLE CRITERIA IN SECTION 1305, FOR THE PROPERTIES LOCATED AT
APPROXIMATELY 1603-27 NORTHWEST 7TH AVENUE AND 662 NORTHWEST
20TH STREET, MIAMI, FLORIDA, MORE PARTICULARLY DESCRIBED IN "EXHIBIT
A".
WHEREAS, the Miami Zoning Board at its meeting on July 10, 2006, Item No. Z.10, adopted
Resolution No. 06-1206 by a vote of eight to zero (8-0), RECOMMENDING APPROVAL of the
request for special exceptions as hereinafter set forth; and
WHEREAS, Zoning Ordinance No. 11000, as amended, the Zoning Ordinance of the City of
Miami, requires City Commission approval of the Special Exceptions as hereinafter set forth; and
WHEREAS, the City Commission after careful consideration of this matter, finds the application
for the Special Exceptions meet the applicable requirements of Zoning Ordinance No. 11000, as
amended, and deems it advisable and in the best interest of the general welfare of the City of Miami
and its inhabitants to grant the Special Exceptions as hereinafter set forth;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. After reviewing the record below and having heard argument of the parties, and being
otherwise duly advised in the premises, it is found that:
a. The proposed use could be beneficial to the area in providing a needed
service to the community. This Special Exception permit will allow the
relocation of Camillus House and its services from its current location.
b. The City of Miami has agreed to this new location with Camillus House
in the Development Agreement
c. The design of the proposed facility is in scale and character with the
surrounding area.

d. The submitted plans depict the required landscaping and open space to
serve the residents of the proposed project.
e. With respect to all additional criteria as specified in Section 1305 of the
Zoning Ordinance No. 11000, the proposal has been reviewed and found
to be adequate. (See attached matrix as "Exhibit B").
Section 3. Based upon the foregoing findings and determinations, the City Commission grants the
Special Exceptions as listed in Ordinance No. 11000, as amended, the Zoning Ordinance of the City
of Miami, Article 4, to allow a rescue mission in the "C-2" Liberal Commercial Zoning subject to the
applicable criteria in Section 1305 and to allow a transient residential facility with 340 beds in the
"C-2" Liberal Commercial Zoning District subject to the applicable criteria in Section 1305, for the
properties located at approximately 1603-27 Northwest 7th Avenue and 622 Northwest 20th Street,
Miami, Florida, more particularly described in "Exhibit A," pursuant to plans on file and subject to a
time limitation of twelve (12) months in which a building permit must be obtained, subject to the
following conditions which were voluntarily offered by the Applicant and accepted by the City
Commission:

a. Camillus House will always enforce a curfew.
b. Camillus House will provide meals only those individuals who are registered for
at Camillus House.
c. "No Loitering" signs will be posted on the perimeter of the buildings. There will be a
Loitering" area for 1.5 miles from the buildings. Camillus House will notify the
authorities of violations.
d. Camillus House will prohibit alcohol, drugs, fighting and all threatening or
potentially violent behavior.
e. Camillus House will employ at least one off -duty Miami police officer twenty-four hours
a day. During daytime hours, the off -duty Miami police officers shall patrol a perimeter
between Northwest 15th and 20th Streets, and between 7th Avenue and 1-95.

f. Camillus House will maintain an adequate number of trash receptacles
on site.
g. Camillus House will give priority for the beds available at the facility to the
homeless within the City of Miami and to homeless persons residing on the
streets within a one and a half mile radius of the facility.
h. Camillus House will maintain the premises in pristine condition, with
routine twice daily policing of all property and adjacent properties to make
sure no litter or unattractive conditions exist.
i. Camillus House will make good faith efforts to have the building constructed
and operational within thirty-six (36) months of approval.
j. Camillus House will make good faith efforts to enforce any and all laws regarding
sexual predators. Camillus House will alert the City of Miami if they become aware
of a sexual predator seeking overnight shelter or other residential services at this
Camillus House site. Camillus House will temporarily allow the sexual predator onto
the premises until the City of Miami Homeless Assistance Program or the Police
Department relocates the sexual predator to another area.

k. Camillus House will provide job training in the Camillus General Education Diploma
(GED) Program to anyone in the neighborhood residing within a one-half mile radius.
I. Camillus House will develop a Community Outreach Program.
m. Camillus House shall provide programs and services that help persons transition out
homelessness.
n. Camillus House shall participate as a member of a Community Advisory Board to be
created by the City Commission with the input of Camillus House Management and its
legal counsel.
o. Camillus House will comply with Florida Drug Free Workplace and Drug Free Zone
Laws.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
