A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE PURCHASE OF TWO (2) NEW, PORT SECURITY VESSELS,
27' WALK AROUND CABIN SAFE VESSELS, INCLUDING THE INSTALLATION OF
FOUR (4), 4-STROKE MOTORS AND ACCESSORIES, AS LISTED IN
"ATTACHMENT 1," ATTACHED AND INCORPORATED, FROM SAFE VESSELS
INTERNATIONAL, LLC, FOR THE DEPARTMENT OF POLICE, AS AUTHORIZED
UNDER A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF MIAMI
AND THE STATE OF FLORIDA COUNTER -DRUG PROCUREMENT PROGRAM,
ESTABLISHED AND MAINTAINED PURSUANT TO THE NATIONAL DEFENSE
AUTHORIZATION ACT SECTION 1122, KNOWN AS THE "1122 PROGRAM," AND
UTILIZING FEDERAL CONTRACT GS-07F-0038H, IN AN AMOUNT NOT TO
EXCEED $341,100.64, WITH SAID PURCHASE PRICE INCLUDING TRAVEL
EXPENSES FOR FOUR (4) DAYS TO ALLOW FOR TRAINING AND INSPECTION
OF EACH PORT SECURITY VESSEL, PRIOR TO DELIVERY; ALLOCATING
FUNDS FROM THE PORT OF MIAMI RIVER SECURITY GRANT, ACCOUNT CODE
NO. 110172.291145.6.840.
WHEREAS, the City of Miami ("City") Department of Police was previously awarded a Port
Security Grant for the purchase of Port Security Vessels; and
WHEREAS, said vessels will be utilized by Marine Patrol Detail to patrol the Miami River and other
City waterways and waterfronts to enhance the Homeland Security Initiative; and
WHEREAS, said vessels will also be used by the Special Investigations Section, in joint
operations with various federal and local agencies to interdict drug traffickers; and
WHEREAS, the interdiction of drug traffickers clearly follows the edict of the "1122 Program,"
which requires that law enforcement agencies provide documentation that equipment purchases be
used in the support of counter -drug activities; and
WHEREAS, the two (2) new, Port Security Vessels, 27' Walk Around Cabin Safe Vessels, are
being purchased as authorized under the Memorandum of Agreement between the City and the State
of Florida Counter -Drug Procurement Program, established and maintained pursuant to the National
Defense Authorization Act Section 1122, known as the "1122 Program" and utilizing Federal Contract
GS-07F-0038; and
WHEREAS, funding is available from the Port of Miami River Security Grant, Account Code No.
110172.291145.6.840, in the amount of $341,100.64;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The purchase of two (2) new, Port Security Vessels, 27' Walk Around Cabin Safe
Vessels, including the installation of four (4), 4-stroke motors and accessories, from Safe Vessels
International, LLC, for the Department of Police, as authorized under a Memorandum of Agreement
between the City and the State of Florida Counter -Drug Procurement Program, established and
maintained pursuant to the National Defense Authorization Act Section 1122, known as the "1122
Program," and utilizing Federal Contract GS-07F-0038, at a cost of $341,100.64, with the purchase
price including travel expenses for four (4) days to allow for training and inspection of each Port
Security Vessel, prior to delivery, is authorized, with funds allocated from the Port of Miami River
Security Grant, Account Code No. 110172.291145.6.840.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
