Schembri May 22, 2006 Mr. Raul Herbello CHOICE - DP522 400 NW 2nd Avenue Room 406 Miami, FL 33128 Dear Mr. Herbello: On behalf of the Florida Department of Juvenile Justice, I am pleased to endorse and extend to you my sincerest congratulations on your decision to implement CHOICE for fiscal year 2006- 07. I have asked the Delinquency Prevention Specialist to provide technical assistance to you and assist with programmatic budgetary amendments to your proposal. When this process is completed, you will be required to sign the Delinquency Prevention Grant Apreement, which will formally create the contractual relationship between your organization and the Department. The grant award, which is contingent on the amendatory process, as well as legislative funding, is not final until the Department has signed the agreement. Please be reminded that your program should help fulfill the goals of the Department's Delinquency Prevention Plan and its mission to reduce juvenile crim. Your program should serve school-11 th most like) to enter or re-enter t 'le ' 'ce s ste , as well als thefamilies. Each youth mus meet at east three of the following four risk factors: 1) Significant family problems; 2) Significant problems at school; 3) Pattern of substance abuse, including drugs, alcohol or smoking cigarettes; and 4) Pre -delinquent behavior as evidenced by gang membership, or chronic running away. Furthermore, you are encouraged to work with struggling schools in your area and with the Department's Juvenile Probation Officers to assist with appropriate referrals to your program. The Department encourages you to build partnerships with other community service agencies that can provide meaningful mental health and substance abuse treatment and other needed services. Youth and their families may need extensive services that your agency alone is not prepared to deliver. Youth served should come from those communities where significant populations of delinquent youth reside. Your efforts can help break the cycle of delinquency that permeates these traditionally under -served neighborhoods. Accountability is very important to the Department, the Legislature, and the public. The department will reimburse up to tWo 2) attendees perprozam: ➢ Advise the Program Director and the Fiscal Agent ➢ Hotel rooms will be available for those traveling more than 50 miles (one-way) Travel shall be in accordance to Florida statute 112.061, using the most economical means of travel. Please call your local Delinquency Prevention Specialist if you have any additional questions. This training will cover several important issues for which you will be responsible in order to be reimbursed. Training topics include how to: ■ Target your efforts and secure referrals; • Get reimbursed for expenses related to delivery of services; ■ Conform with employee criminal background screening requirements; ■ Establish a JJIS account and enter data; • Report incidents to the DJJ Inspector General; and • Comply with grant program monitoring.
