HomeMy WebLinkAboutSynopsis of Evaluation CommitteeMiscellaneous Geotechnical and Construction Material Testing Services RFO NO. 05-06-077 SYNOPSIS OF EVALUATION COMMITTEE MEETING The following is a synopsis of the findings of the Evaluation Committee: Five firms responded to the Request for Qualifications. However, Intercounty Laboratories — USL, Inc., was considered non responsive and disqualified on June 28, 2006, because they did not submit their required Certificate of Authority as part of the Statement of Qualifications. Overall, the Evaluation Committee deemed the oral presentations from the top three ranked firms MACTEC, Ardaman & Associated and PSI to be very similar. Furthermore, their technical capabilities, engineering staff, testing facilities and experience in geotechnical investigation and material testing are very comparable. The committee determined that GEOSOL, Inc. did not posses the same level of expertise and in-house staff necessary to be considered for award. Therefore, the committee does not recommend the firm of GEOSOL, Inc. be included in the list of firms of the Miscellaneous and Material Construction Testing Services. MACTEC Engineering and Consultina. Inc. MACTEC conducted a slightly better oral presentation and adequately responded to the committee's questions. MACTEC will utilize HR Engineering, a local DBE firm, to perform all soil borings and sampling. Their approach showed a thorough understanding of the State, County and City requirements. Additionally, they showed a clear understanding of the geotechnical services that would be required along the Miami Streetcar corridor. Their local laboratories are all certified by FDOT as well as the US Army Corps of Engineers and the Construction Materials Engineering Council (CMEC). The team currently has on -going contracts with all the FDOT Districts. Ardaman & Associates, Inc. Ardaman submitted a well written proposal. The committee members stated that Ardaman was a close second to MACTEC, the highest ranked proposer. Adarman indicated that all work is done in-house, including their material testing, which will be performed at their Miami laboratory, which has been certified by CMEC. Ardaman demonstrated a clear understanding of the requirements to perform geotechnical investigation along the Miami Streetcar. Professional Services Industries, INC (PSI) PSI emphasized their thorough understanding of the FDOT and City of Miami policies and procedures. PSI currently has District -wide Geotechnical contracts with the FDOT Districts 1,4,5,6 and 7 and the Florida Turnpike. PSI demonstrated a clear understanding of the Geotechnical requirements along the Miami Streetcar corridor comparable to the other two higher ranked firms. PSI proposed one subcontractor, GEOSOL, to perform the Geotechnical Services. However, when asked by the committee, PSI was vague in their response as to when or why they would use GEOSOL. GEQSOL, Inc. Geosol is a small, local firm. The firm has been in business since the year 2000. The project manager has extensive experience in the field of Geotechnical engineering and testing. Geosol's presentation included their proposed approach to the Geotechnical Services for the Miami Streetcar corridor. As the prime, Geosol proposed three additional sub -consultants. The committee expressed concerns on the team composition since it would require additional coordination. It was apparent that depending on the size of the project, Geosol would have to rely on their subcontractors to accomplish the work.
