GENERAL MINIMUM SUGGESTED SPECIFICATIONS
Diesel Tandem Truck with 9 Yard Mobile Concrete Mixing Unit
G.V.W.:
• 79,000 lb minimum
C.A.IW.B:
■ Approximately 226 in. cab -to -axle length or as required to maintain proper weight
distribution
■ Manufacturer shall be responsible for proper weight distribution of all components and
when fully loaded (material, fuel, operator) shall not exceed GVWR as specified in this
specification.
ENGINE:
• Shall be an electronically controlled diesel fuel internal combustion engine.
• Engine shall have a minimum of 350 HP with 1450ft.Ibs of torque.
• Approved engine shall be equipped with a fuel water separator, with replaceable filter
element, a spin -on full flow by-pass oil filter and spin -on fuel filters.
• Single element air cleaner is required with air restriction indicator.
COOLING SYSTEM:
• System shall be equipped with a sight glass for visual inspection of coolant level.
■ All coolant hoses must be silicone rubber with constant torque clamps and bracketed
to prevent damage from vibration or chafing.
• Cooling system to be filled with SCA ethylene glycol 50/50 mix with freeze protection
to -30 degrees F , or approved equal.
• System shall be equipped with spin -on coolant filter.
ELECTRICALICHARGING:
= Alternator shall be Leece Neville 130 amp minimum.
• Alternator must be capable of maintaining a minimum 13.5 volts under maximum
charging system load capacity.
= Batteries shall be minimum 1400 CCA.
TRANSMISSION:
• Shall be a electronically controlled Allison (6) speed automatic Model # 4500RDS with
PTO (no approved equals accepted).
• Transmission shall be equipped with electronic shift pad diagnostics.
STEERING:
■ Shall be frame mounted model TRW THP-60 power steering with RH ram.
PTO:
• Shall be an electric shift Chelsea Hot Shift P.T.O.
• P.T.O. shall be air actuated from within the cab. Switch mounted in or under dash.
AIR SYSTEM:
• System shall be equipped with an engine driven gear drive, Bendix Westinghouse
model TuFlo 75015.9 CFM compressor minimum.
• System shall be equipped with a Bendix AD-9 air dryer
■ Air dryer shall be frame mounted with easy service access between the compressor
and all air reservoirs.
• All air reservoirs shall be equipped with automatic drain valves (Bendix DV-2) and

check valves for each tank to prevent complete system air loss.
• Air system low pressure alarm shall be set to activate at 60 PSI.
BRAKES:
• Brakes shall be air -actuated.
• Front brakes shall be 6 in. X16.5 in. S cam type
• Rear brakes shall be 7in. X 16.5in. S cam type.
• Dust shields are required on all front and rear brakes.
• Automatic Haladex slack adjusters required on all brakes.
SPRINGS:
• FRONT: Shall be 20,000 Ib flat leaf.
• REAR: Shall be Tuftrac 46,000 Ib. 2 stage rear leaf spring suspension
AXLES:
• FRONT:
o Shall be a Meritor MFS-20-133a FL 20,000 Ib.
o 26" minimum clearance must exist between center of axle and front of truck.
REAR:
o Shall be a Meritor RT-46-160 R-series tandem
o Rear axle ratio must provide maximum pulling power and acceleration as per
loaded vehicle GVW and provide a minimum road speed of 55 MPH on level
road surface.
PUSHER/TAG AXLE
o Shall have a Hendrickson HLM-2 13,200 Ib non -steer pusher R-series drop
axle
a Must have a cab mounted control for up/down operation with external gauge
and air regulator.
o Shall have a Meritor 16.5 x 7 Q+ S cam brakes (no approved equals
accepted)
WHEELS & TIRES:
• Shall have 10 hole 8.25 x 22.5 steel disc single piece rims for rear
• Shall have 10 hole 12 x 22.5 steel disc single piece rims for front
■ All rims must be white in color
■ Front tires shall be G357 295/75R22.5 14 ply conventional tread tubeless radials.
■ Rear tires shall be11 R-22.5 16 PR on-road/off-road tread tubeless radial tires in the
rear.
■ Pusher/Tag axle shall be equipped with 11 R22.5 16 ply on/off road tread tubeless
radial tires.
BODY/FRAME:
• Truck frame shall be fabricated from heat -treated rails with inner liner or outer wrap
from the front axle to frame end.
• Must have a nine (9) cubic yard mobile mixer body mounted to truck as per attached
specification
BUMPERS & HOOKS:
• Shall have frame mounted tow hooks mounted in front and rear of unit.
FUEL TANK:
• 50 gallons minimum capacity.
WINDSHIELD WIPERS:
■ Shall have intermittent wipers

CAB & MISCELLANEOUS:
■ Shall be a standard all -steel cab with all manufacturer's standard equipment to include
all the following:
o Grab handles on both sides of the cab and locking doors.
o Daytime running lamps.
o Mirrors on both doors to include auxiliary convex spot
o Sun visors
o Tilt wheel
o Bostrom air -suspended driver's seat and heavy duty passenger seat, left and
right arm rest for driver. (or approved equal)
o Interior dome Tight
o Factory air conditioning (HVAC shall be capable of maintaining 68 degrees
cab temp @ 95 degrees 100% humidity), A/C system to meet all applicable
Federal, State and Local EPA regulations. NO_ADD ON A/C ACCEPTABLE.

CONCRETE MOBILE MIXER:
• Shall be nine (9) cubic yard capacity
• Must produce 0-30 cubic yards per hour and meeting the requirements of ASTM C-685.
• The mobile unit shall be mounted on the truck, cab and chassis described in Part I of these specifications.
■ Must meet all Local, Federal and State noise pollution and safety standards.
COLOR:
• White (base coaticlear coat)
DRIVE:
• The mobile mixer hydraulic system shall be set-up to be driven by the PTO driven off
transmission.
■ Hydraulic system must feature full -flow 20 micron spin -on filter with replaceable
element and hydraulic oil temperature is not to exceed 180 degrees Fahrenheit at the
sump.
MATERIAL MIXING BINS:
■ Shall be a nine (9) cubic yard capacity, divided sand and coarse aggregate bins.

CAPACITIES:
• Aggregates bin shall have a total volume of 225 cubic feet with a sand compartment
volume of 97 cubic feet, and a coarse aggregate compartment volume of 128 cubic
feet.
• The aggregate bin shall have external structural supports to provide structural stability
for expected loadings and to permit smooth flow of aggregate on the interior surfaces.
o The bin will also be sealed its entire length to prevent spillage of aggregates
and eliminate leaks.
o The sand compartment and the coarse aggregate compartment shall have
two (2) vibrators on each compartment to provide continuous feed through the
gates of the material feed chain_system,
o The back of the aggregate compartments shall have gates to adjust the
volume of aggregate flow.
CAPACITIES:
■ The aggregate bin shall be equipped with a weather resistant electric tam for
complete covering of the aggregates.
CEMENT BIN:
• Shall have volume of 100 cubic feet.
• The cement bin shall be water tight with bin vibrator and rotating tines to eliminate bridging and ensure continuous
flow of cement.
• The cement bin shall have a top, silo loading opening with a weather resistant electric taro.
• The cement bin shall have a cement metering feed chain system which will continually permit feed of cement in
accordance with the tolerance requirement of ASTM-C-685.
WATER RESERVOIR:
■ Shall be constructed of a polymer material and have a volume of 600 gallons for
mixing and wash -out operation.
WATER RESERVOIR:
a Reservoir shall have a visible non -breakable level gauge.
+ The water reservoir shall have structural support design sufficient to withstand expected loadings.
ADMIXTURE RESERVOIRS:
• Shall have two (2) pressurized, galvanized steel admixture tanks.

PRODUCTION, CONTROLS AND SYSTEMS:
• Preset, governor controlled engine speed to permit the unit to maintain mixing speeds under all load conditions.
■ All controls shall be grouped conveniently at an operator's station electrically controlled. Remote control for all
functions required.
■ Variable Production Rate: Speed control shall vary concrete production from 5 to 30 cubic yards of concrete per
hour.
• Cement ratio/selector controls with indication shall produce 1 to 8 sack/cubic yard.

WATER AND ADMIXTURE SYSTEM:
• Must be pressurized systems for adding liquids.
• 600 gallons - water - powered by hydraulic driven water.
• 50 gallons (2-25 gallons) admixture - powered by "constant air pressure" system.
• Water pump to be hydraulically driven with 40 PSI water for mixing and 100 PSI to
wash out. The water pump shall have a water seal separate from the hydraulic motor
seal.
• The water metering for mix design shall meet the proportioning requirements of
ASTMC-685 with mister fin mixing bowel) being nart of the calibration.
• Each admixture tank shall have an admixture system.
■ The two admixture systems must operate independently of each other.
• One admixture system shall have an injector system that is capable of injecting up to
30 oz./min.
• The pressurized galvanized admixture tanks shall be equipped with appropriate
fittings, connections and pressure regulators for accurate control and dispensing of
admixture in accordance with the requirements of ASTM-C-685.
METERING:
• A meter register showing the amount of concrete produced shall be positioned where
it is clearly visible at the operator's station. Meter shall be capable of printing a ticket
to show the amount produced.
EQUIPMENT IDENTIFICATION
• All valves, switches, gauges andcontrols shall be labeled with permanent tags to
denote function.
TANK DECALS AND SIGNS:
■ The tanks shall have material warning decals or placards on both sides to alert nearby
personnel of tank contents and operational hazards.
PROPORTIONING SYSTEM:
• Unit shall meet the requirements of ASTM-C-685.Indexed, adjustable, hand controlled gates for proportioning.
• Calibrated cement metering feed chain system.
MATERIAL FEED:
• The sand and coarse aggregate must be carried by material feed chains bringing
aggregates separately to mix auger.
• The material feed chains shall be capable of operating singularly (as is the cement
chain) for ease of calibration.
MIXER AUGER:
• Length - 9 ft. minimum - 10 ft. maximum.
• Diameter - 9 in. minimum - 10 in. maximum.
• The auger must be lined with Nyhard wear blades to prevent fighting wear and to
maintain mix auger tolerance.
• The hydraulic motor must be mounted on the feed end of the auger to ensure the
most direct transfer of horse power to the "dry end" of the mix auger.
• Must have easy access for inspection and cleaning of the auger shall be made.
AUGER CAGE CONTROL/OPERATION:
• Auger cage lift and lower is to be accomplished via a hydraulic cylinder. The cylinder must be able to hold a load in
any position via a load holding valve. The shute shall be telesconinsl.
• Auger cage swing left and right is to be accomplished via a hydraulic motor and chain drive. The swing shall hold
the load in any position without drift due to the vehicle being on an uneven plane. The swing shall be approximately
180 degrees.
• Oil spray system with 10 gallon pressurized oil tank, hose, hose reel and adjustable spray nozzle to permit the

operator to coat bare metals with a thin oil film to prevent excessive cement accumulation. The placement of the
oil spray system and hose length must permit ease and accuracy in coating all bare metals and related equipment
on the truck.
TOOL BOX:
■ Two (2) tool boxes conveniently located, large enough to accommodate all required
tools for normal operation. The boxes shall be steel with locking features and weather
resistant lid.
LADDER:
• Ladder for access to top of bins shall be a minimum 24 inches wide,
• The below described schedule shall be followed by the County and the successful bidder in the delivery, inspection,
testing and technical services for machine purchased.
■ After the completion of the inspection of the mechanical components of the machines, the services of at least one
(1) competent technician, thoroughly trained in the use and operation of the mobile concrete mixing machine will be
required for a period of not less than three (3) working days.
GENERAL COND.:
• The mobile mixing machine, platform and related components to be supplied under
this bid specification must be of good quality, and ready for safe, useful and legal
service upon delivery.
• The mixing body must be square, and rigidly mounted to prevent flexing and
distortion.
• All welds must show evidence of adequate penetration.
• Prior to painting, all welds must be properly cleaned and dressed, and all exposed
burrs and sharp edges must be removed.
• All metal surfaces will be properly primed and painted; pitted finishes or ANY missed
surfaces are unacceptable.
• All design, material and workmanship shall in every respect be in accordance with the
best current tested practice in the industry and all materials used shall be new.
• All design, workmanship and materials shall be at all times and places, subject to the
inspection of the County personnel.
• Prior to and during the building of the bucket truck, it will be the responsibility of the successful bidder to notify
Pinellas County personnel when the unit is 60% complete to make arrangements to inspect the progress at the
factory prior to installation of the pedestal and prior to delivery of completed unit mounted to truck chassis and
completely functional. Should successful bidder fail to meet the approval of County representatives, all
discrepancies shall be forthwith made good, replaced or corrected, as the case may be, by the successful bidder at
their own expense, during the construction, inspection, testing and warranty period of machine.
TECHNICAL INFORMATION:
• For the purpose of determining the degree of standardization of unit, the availability of
replacement parts, and whether or not components meet the specifications, the bidder
must provide photographs, literature, and specifications of individual manufactured
components WITH THE BID.
• The successful bidder will provide three (3) complete sets of detailed repair/service
manuals covering all components of machine and truck.
• The complete machine and all components shall have the following protective
coatings applied.
o All metal parts and components, unless cadmium or chromium plated shall
have two (2) primer coats and two (2) finish coats of premium polyurethane
enamel to match the cab color. The primer coat material shall be specifically
compounded for the respective metals to which it is applied. Prior to painting,
all rust, scale, grease, welding slag, and surface contaminants must be
removed. Painting over rusted or corroded components is not acceptable.
o All exposed galvanized parts shall be properly treated, primed and painted for

permanent covering. All wooden components shall have two (2) coats of permanent seal and two (2)
finish coats of paint. All fasteners shall be chromium, zinc, or cadmium
plated.
NOTE: It will be the responsibility of successful vendor to insure when fully loaded with product, water, fuel, and two (2)
operators the axle ratings shall be in full compliance with Federal, State and Local weight limits.
OPTIONAL ITEMS: BODY MANUFACTURER'S ALUMINUM FIBER MESH FEEDER BIN TO BE INSTALLED AND
INCLUDED IN PRICE.
