A RESOLUTION OF THE MIAMI CITY COMMISSION EXPRESSING DEEPEST
SYMPATHY AND SINCEREST CONDOLENCES ON BEHALF OF THE CITY OF
MIAMI AND ITS CITIZENS TO THE FAMILY AND FRIENDS OF LUIS PENELAS, JR.
UPON HIS UNTIMELY DEATH.
WHEREAS, the City of Miami ("City"), cognizant of the glory of the human spirit, today grieves the
untimely death of historic preservationist, South Florida community activist, and spokesperson for
HIV/AIDS and civil rights, Luis Penelas Jr.; and
WHEREAS, Luis Penelas Jr. was a kind, compassionate and loving individual with an enormous
heart and zest for life, and who demonstrated his love for our commmunity through his activism,
dedication, and determination to improving the qualifty of life for everyone in our community; and
WHEREAS, Luis Penelas Jr. came to Miami from Cuba, his homeland, when he was seven years
old, graduated from Hialeah High, moved to San Francisco where he sharpened his skills in
community activism while working with the AIDS activist group ACT -UP, and subsequently moved
back to Miami in 1996 where he bought a home in Miami's historic Buena Vista district; and
WHEREAS, Luis Penelas Jr. served his community with zeal as an active member of the City
of Miami's Historic and Environmental Preservation Board and the Buena Vista Homeowner's
Association, lobbied the Legislature for anti -bullying legislation for children, and joined two other
organizations in which he immersed himself, the Dade Heritage Trust and Union Positiva, a Latino
HIV/AIDS awareness organization where he served as executive director; and
WHEREAS, Luis Penelas Jr., who had a strong sense of caring and courage, and through his
leadership and advocacy left this world a better place, died on Tuesday, June 27, 2006, leaving a
compellingly powerful legacy in family, friends, colleagues, and good works;
NOW THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The authorities of the City of Miami, in the State of Florida, on behalf of our citizens,
pause in our official deliberations to express our deepest sympathy to his brothers, Alex and Peter
Penelas, his father, Luis Penelas Sr., Alex Penelas' two sons, and his partner, Devilliere, as well as
other bereaved family, colleagues and friends, and to record for posterity this tribute to the memory of
Luis Penelas Jr., a thoughtful and caring human being who fought for justice and the dignity of
human beings (1953-2006).
Section 2. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City
