The Mayor's International Council was created to (1) plan and implement the City's
International Trade promotion policies for the purposes of stimulating commercial and residential
development and expanding the City's tax base through the promotion of foreign trade and local
investment in accordance with the bylaws adopted by the Council; (2) serve in an advisory
capacity for the City of Miami Sister Cities Program to plan, implement, and oversee the City's
international, professional, and technical educational and cultural exchanges, promotion and
policies to create and stimulate friendly and meaningful relationships; and (3) coordinate protocol
requirements for national and international events and dignitaries pursuant to the standard and
practices adopted by the Council.
Eleven (11) appointments are needed at this time for members whose terms expired on April 22,
2006 or May 18, 2006:
• Vice Chairman Sanchez has one nomination for seat currently held by Eduardo Padron.
• Commissioner Haskins has one nomination for seat currently held by Ramon (Ray)
Flores.
• Commissioner Spence -Jones has one nomination for seat currently held by Najib
Tayara.
• Commission At -Large has one appointment for seat currently held by Maria Dreyfus-
Ulvert, who would require a 4/5ths waiver of the residency requirement.
• Mayor Diaz has seven (7) appointments for seats currently held by:
1. Dr. Guy Rudolph Moise
2. Dwayne Wynn
3. Edgardo Fortuna
4. Julian Linares
5. Luis Lauredo
6. Luiz Augusto Rocha
7. Steven Handel
For your convenience, we are including a copy of the current membership list of the council. By
copy of this memorandum, we are requesting that the Agenda Office place this issue on the July
13, 2006 Commission agenda.
