The Miami Sports and Exhibition Authority (MSEA) was created to promote sports, conventions and
exhibitions and to strive to generate and further community support to achieve this purpose. The Authority
shall endeavor to attract professional sports franchises to utilize facilities in the City.
Members of MSEA shall be qualified electors of Miami -Dade County. One member shall be the Mayor
who shall be a voting ex-officio member and the chairperson thereof. One voting member shall be a City
Commissioner appointed by the City Commission to serve as acting chairperson of the authority in the
absence of the Mayor and not be reappointed for another immediately succeeding year until each
Commissioner has served or has declined to serve. Each City Commissioner shall nominate two members,
except for the City Commissioner appointed as a voting member, who shall nominate only one member. Of
the two members nominated by each City Commissioner, one may be the Commissioner, as an ex-officio
voting member, representing that Commissioner's specific district.
The following appointments are required at this time:
• Vice Chairman Sanchez has one nomination for a seat currently held by:
1. Diego Garcia, whose term expired January 12, 2006, has served as a member
since January 13, 1998. City Code Section 2-885(b) provides that no member
shall serve more than eight consecutive years on any one board. This
provision may be waived by a unanimous (5/5) affirmative vote of the members
of the Commission. Mr. Garcia is currently serving his 9th term
• Commissioner Spence -Jones has one nomination for a seat currently held by:
1. Bob Beamon, whose term expired January 12, 2006 (requires a 4/5ths waiver of
residency/elector requirement).
• Commissioner Regalado has one nomination due to the resignation of Carlos Zaldivar.
• Commissioner Haskins has one nomination, as former Vice Chairman Winton
appointed Allen Rubin on January 12, 2006, however, Mr. Rubin requires a waiver
of the elector requirement.
REVISED
For your convenience, we are including a copy of the current membership of said board. By copy
of this memorandum to the Agenda Office, we are requesting that this issue be placed on the July
13, 2006 Commission agenda. This matter was deferred from the January 12, 2006, March 9, 2006
and May 11, 2006 Commission meetings.
