As a civilian that works within the City of Miami, I feel that my professional
knowledge and lifetime experiences as a devoted servant of the community will help to
benefit the prestigious committee that will compose the Civilian Investigative Panel
(CIP) I would like to serve as a member of the CIP because I fee] that I can enhance a
better relationship between the officials, the police department, and the multi -cultural
community that composes the Greater City of Miami My experiences on both sides of
the criminal justice system, currently, as an Investigator for the Public Defender, and in
the past as a Criminal Investigator for U S Customs and as an Investigator/Auditor for
the Florida Department of Professional Regulation, will help to offer impartial
recommendations to benefit the City of Miami Police Department as well as the
community
If 1 am selected as a member of the CIP, one of my many duties is to contribute
recommendations related to the Police Department policies and procedures concerning
but not limited to training, recruitment, and notification systems for corrective
disciplinary procedures Unfortunately, we live in a more violent society, which
pervades every aspect of our society I also feel that the community has a skeptical view
of the police department, which needs to be changed My professional experiences will
help the CIP to educate members of the police department about nonviolent crisis
interventions The reality is that we need to focus on alternatives to stop a threatening
situation without killing an alleged offender I know that I can help create new and
improved ideas that will help instruct the police department on techniques to control their
own anxieties during a hostile situation For example, one of the ideas that I have been
researching is the use of non -lethal weapons, such as the bean bags bullets These
weapons could be used during a riot or to control a hostile situation The bean bag bullets
are shells containing a sock -like bag filled with small beans. These bullets can be
compared to being hit with a fast -pitched baseball at 100 miles per hour With these ideas
in mind perhaps we can regain the trust of the community and look forward to strong
relationship between the community and the City of Miami Police Department.
I also feel that because of my background experience as an investigator on both
sides of the criminal justice system, I can help to conduct investigations against
allegations of misconduct by any sworn officer My knowledge can help propose
unbiased recommendations that will facilitate a resolution Once again, assuring the
citizens of the City of Miami that we are working to form an alliance with them
Although, the respect and the admiration for police department has been lost
through incidents like Elian, I feel that with my knowledge and experience within the
community can help to better service the CIP, the police department, the officials, and
the community of the City of Miami My goal is help the community envision the police
department as a confidante and guardian of the community I look forward to helping the
community and the police department unite, as a mediator between the two I want for the
community to see the police department as they should be seen "To protect and serve "

Responsible for conducting criminal defense felony investigations related to
alleged violations of the Florida Penal Code. Duties include conducting complex
criminal defense investigations, locating and interviewing witnesses, serving legal
documents, interviewing law enforcement personnel and prospective witnesses,

currency. These investigations resulted in recoveries of currency and seizure of
