A RESOLUTION OF THE MIAMI CITY COMMISSION SUPPORTING THE
INTERNATIONAL MUNICIPAL LAWYERS ASSOCIATION ("IMLA") AND URGING
THE ORGANIZATION TO HOLD ITS 2009 ANNUAL CONVENTION IN THE CITY
OF MIAMI ("CITY"); FINDING THAT SUCH AN EVENT HAS A SIGNIFICANT
ECONOMIC IMPACT ON AND BRINGS PRESTIGE TO THE CITY AND ITS
BUSINESSES AND HIGHLIGHTS THE IMAGE OF THE CITY IN A POSITIVE WAY;
AUTHORIZING A DONATION OF FUNDS, IN THE AMOUNT OF $50,000, TO THE
"2009 ANNUAL IMLA CONFERENCE" IN MIAMI, A WORLD -CLASS EVENT;
ALLOCATING FUNDS FROM AN ACCOUNT TO BE IDENTIFIED BY THE CITY
MANAGER.
WHEREAS, the International Municipal Lawyers Association ("IMLA") is a non-profit, professional
organization that has been an advocate and resource for local government attorneys since 1935 and is
thelegal voice for the nation's local governments; and
WHEREAS, IMLA serves as a clearinghouse of local law information and develops fair and realistic
legal solutions and helps governmental officials prepare for litigation and develop new local laws; and
WHEREAS, the City of Miami ("City") has been a member of IMLA for many years; and
WHEREAS, in 2005, the City Attorney, Jorge L. Fernandez was elected to the Board of Directors
of IMLA; and
WHEREAS, each year IMLA showcases one of its member cities during the annual conference of
its participants, which provides local hotels, restaurants, retail stores, attractions, service industries
and other businesses with revenue sources and national exposure; and
WHEREAS, the IMLA Annual Conference has a significant economic impact on and brings
prestige to the city where it is held and to its businesses and highlights the image of the city in a
positive way; and
WHEREAS, the City's endorsement and support of the 2009 Annual IMLA Conference assures
that the site selected would be Miami for the conference to be held in September or October of 2009;
and
WHEREAS, it is anticipated that the 2009 Annual IMLA Conference will receive funding from both
private and public entities including law firms and corporations; and
WHEREAS, it is in the best interests of the citizens of Miami that $50,000 be allocated to support
the 2009 Annual IMLA Conference if it is to be held in Miami;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,

FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted and
incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission supports IMLA and urges the organization to hold its 2009
Annual Conference in Miami, finding that such an event has a significant economic impact on and
brings prestige to the City and its businesses and highlights the image of the City in a positive way.
Section 3. The donation of funds, in the amount of $50,000, to co-sponsor the "2009 Annual IMLA
Conference" in Miami, a world -class event, is authorized, with funds allocated from an account to be
identified by the City Manager.
Section 4. The Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
