A Resolution of the Miami City Commission, authorizing the City Manager to execute a Revocable
License Agreement (the "Agreement"), in substantially the attached form, with Afterlife Services, a
corporation under the laws of the State of Florida (the "Licensee"), for the use of 10,000 square feet
(the "Premises") of City -owned property located at 3501 Rickenbacker Causeway known as Marine
Stadium Parking, Miami, Florida as a staging area for the purpose of making concrete slabs to be
loaded on a barge to create the Atlantis Reef Project, with payment of a use fee equal to $4.80 per
square foot or $4,000.00 per month plus State of Florida Use Tax, if applicable.

Subject: Revocable License Agreement with Afterlife Services, Inc
Background Information:
Afterlife Services, Inc., a Florida for -profit corporation, requests use of a portion of Marine Stadium
Parking to make and load the concrete base units for the Atlantis Reef Project, an artificial reef project
to be located 3.5 miles off shore, in federal waters.
The Licensee's use of the area will include pouring cement into 20' by 20' molds to create the base units
of the project, allowing them to dry, and storing up to 16 slabs at once. A crane and barge will be used
to load and carry the bases out to the intended area at sea. The Atlantis Reef Project will encompass 50
to 60 barge loads of deployed material. Reef material consisting of concrete and marble structures will
be placed over 6.2 acres of seafloor, at a depth of 45 feet.
The Licensee fully understands the revocability of our license agreement and agrees to relocate
operations if it is determined by the City that this project cannot continue on Virginia Key.
Afterlife Services, Inc. has obtained all required clearances from respective government agencies,
including: DERM, Fish and Wildlife, Army Corps of Engineers, National Marine Fisheries Service,
Florida Fish and Wildlife Conservation Commission, and the Florida Department of Environmental
Protection.
The Marine Stadium parking area provides the Atlantis Reef Project ideal accessibility to the location
where the reef will be placed. When completed, the Atlantis Reef Project will represent a world -class
international destination for divers from around the world.
