Director Public Works Department DATE : November 18, 2005' FILE SUBJECT :Large Scale Development Review- Brickell Flatiron REFERENCES: ENCLOSURES: The Public Works Department has reviewed the Large Scale Development plans for the development entitled Brickell Flatiron, located at 1000/1100 S.E. 1 Avenue and has the following comments. Scheme A (Self Parking): 1. Standard parking stalls are 8.5 feet wide and 18 feet long and require 23 feet of back-up distance. A Special Class II permit is required to reduce the back-up distance. 2. The maximum driveway width is 40 feet. Adjustments to this requirement must be approved by the Director of Public Works. Scheme B (Robotic Parking): 1. The maximum driveway width is 40 feet. Adjustments to this requirement must be approved by the Director of Public Works. Scheme C (Valet Parking): 1. The valet drop-off area must be located on the private development site property and not infringe on the public right-of-way. Adequate "queue" lanes must be provided on -site. 2. Additional truck maneuvering clearance is recommended in the loading area for the building columns. All Schemes: 1. The property must be replatted to close and vacate S.E. 11 Street. The proposed structure extends beyond the limits of the approved tentative plat and onto City owned park property. The tentative plat must be resubmitted to the Plat and Street Committee if a boundary change is anticipated along the north side of the project site. Since the proposed tract lines must follow the zoning district boundary line, a change in zoning will be required for this project or the entire City owned parcel must be included in the development site. The proposed building (ground floor) encroaches into the visibility triangle on the southeast corner of the intersection of S.E. 10 Street and South Miami Avenue. This vision encroachment is not permitted. 3. Driveway visibility triangles, 10 feet by 10 feet, are required at all driveway exits, including the "S.E. 11 Street" access. 4. Dedication of five feet of right-of-way is required along portions of South Miami Avenue, a 25 foot comer radius at the intersection of S.W. 10 Street and South Miami Avenue is required and a 4 foot comer radius at the intersection of South Miami Avenue and S.E. 1 Avenue is required. 5. All transitions from the established street profile grade to the building flood elevation must be accomplished on private property. Stairs, ramps, retaining walls, etc. will not be permitted in the public right-of-way and the record profile street grade can not be changed to acconunodate the proposed building ground floor elevation. 6. All stormwater must be retained on site including the driveways and plazas on private property adjacent to the public streets. All plazas and driveway must be graded or trench drains provided to prevent "sheet flow" from entering the right-of-way. If deep drainage wells are selected from stormwater disposal, they must be located on -site in an open area to accommodate future maintenance access. 7. An agreement between the City of Miami and the property owner is required for any landscaping and decorative sidewalk treatment located in the public right-of-way. Public Works approval and permit is required for any landscaping improvements in the right-of- way. 8. Public Works policy requires that no closures of vehicular travel lanes will be permitted during the course of construction unless a temporary replacement lane, approved by the Public Works Department, is constructed and maintained by the Contractor throughout the duration of the lane closure. A maintenance of traffic plan is required for any temporary right-of-way closure request. 9. In order to mitigate traffic congestion and problems associated with unregulated parking throughout the neighborhood, the Contractor/Developer shall be required to provide approved, designated off -site parking for workers and a shuttle service to the work site. The parking/shuttle plan shall be coordinated with the local City of Miami NET Service Center. 10. Continuous pedestrian sidewalk is required within the public right-of-way abutting the project site without requiring pedestrians to enter private property. The sidewalk width must maintain 5 feet in order to comply with A.D.A. clearance requirements. All greenspace and Ana Gelabert-Sanchez Director Planning Department Page 3 landscaping required by the Zoning Ordinance must be accommodated on private property. Greenspace and landscaping within the public -right -of way cannot be included in the calculations for meeting greenspace zoning requirements. 11. City of Miami driveway entrances, in compliance with A.D.A. standards, shall be required. Continuous sidewalk is required across driveway entrances. 12. Since this project is more than one acre in total construction area, the methods of construction must comply with the City of Miami Separate Storm Sewer Permit (MS4). This project will require a Florida Department of Environmental Protection (DEP) Stormwater, Erosion and Sediment permit. For information on a DEP permit application, please contact the Public Works Department at (305) 416-1200 or www. dep . state. fl. us/water/stonnwater/npdes. In addition to these comments, the Public Works Department will require the following street improvements: South Miami Avenue: Construct sidewalk, curb and gutter to the proper line and grade adjacent to the project site. Mill and resurface the entire width, curb to curb, of South Miami Avenue between S.E. 10 Street and S.E. 12 Street. S.E. 10 Street: Construct the "Brickell Promenade" on the south side of the street. Replace broken sidewalk, curb and gutter on the remainder of the street and mill and resurface the entire width, curb to curb, of S.E. 10 Street between South Miami Avenue and S.E. 1 Avenue. S.E. 1 Avenue: Replace broken sidewalk, curb and gutter on both sides of the avenue adjacent to the project site. Mill and resurface the entire width, curb to curb, of SE. 1 Avenue between S.E. 10 Street and S.E. 12 Street. In addition, pavement restoration for all water and sewer extensions, existing damaged pavement and pavement damaged during construction, as determined by the City inspector, shall include milling and resurfacing of the full pavement width, curb to curb, along the entire length of excavation and/or damaged pavement area. Handicap ramps, in compliance with A.D.A. standards, are required on all three corners adjacent to the project site and across the "S.E. 11 Street" access. A thorough cleaning of all stormwater drainage inlets and storm sewer pipes adjacent to the building site shall be required at the completion of the project. The streets and avenues adjacent to the project site must be clear of dust and construction debris at all times.
