A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE CITY OF MIAMI'S ("CITY") ANNUAL PUBLIC HOUSING AGENCY
("PHA") PLAN FOR FISCAL YEAR 2006, IN CONNECTION WITH THE
IMPLEMENTATION AND ADMINISTRATION OF THE CITY'S SECTION 8 HOUSING
CHOICE VOUCHER PROGRAM; AUTHORIZING THE CITY MANAGER TO SUBMIT
THE ANNUAL PHA PLAN, ATTACHED AND INCORPORATED, FOR REVIEW AND
APPROVAL BY THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT ("U.S. HUD"), FOR THE CITY'S CONTINUED PARTICIPATION IN
SAID PROGRAM; AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENTS AND CERTIFICATIONS REQUIRED, FOR
SUBMISSION OF THE CITY'S PHA PLAN TO U.S. HUD.
WHEREAS, effective October 1, 1999, Section 8 of the United States Housing Act of 1937, was
amended by the Quality Housing and Work Responsibility Act of 1998, requiring public housing
agencies to develop an annual Public Housing Agency ("PHA") plan; and
WHEREAS, the City of Miami ("City") has been designated as the PHA to administer the Section 8
Housing Choice Voucher Program; and
WHEREAS, submission of the PHA Plans to the United States Department of Housing and Urban
Development ("U.S. HUD") is required to ensure the City's continued participation in the Section 8
Housing Choice Voucher Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this section.
Section 2. The City's Annual PHA plan for Fiscal Year 2006, in connection with the implementation
and administration of the City's Section 8 Housing Choice Voucher Program, is approved.
Section 3. The City Manager is authorized {1} to submit the Annual PHA Plan, attached and
incorporated, for review and approval by U.S. HUD for the City's continued participation in said
program.
Section 4. The City Manager is authorized {1} to execute the necessary documents and
certifications required, for submission of the City's PHA Plan to U.S. HUD.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
