Mentoring Services for Miami Learning
Zone
This memorandum seeks your approval and the City Commission adoption by Resolution, of the
below -described findings justifying the waiver of competitive procurement procedures and the
selection of the community -based organization identified herein to implement the mentoring
services at the Miami Learning Zone at Holmes Elementary School.
FINDINGS
• Big Brothers, Big Sisters of Greater Miami inc. already provides mentoring services at
the Miami Learning Zone at Holmes Elementary School funded through the 21m Century
Community Learning Center Grant awarded xa the Miami Dade County Public School
System during the 2004-2005 school year.
• The City of Miami was awarded an enhancement grant from the Children's Trust to
enhance services provided to the students participating in the Miami Learning Zone at
Holmes Elementary School. The grant includes $34,650.04 to increase mentoring
services for the students.
• Big Brothers, Big Sisters of Greater Miami Inc- will be able to increase mentor matches
by 50% with the enhancement of funds.
• Big Brothers, Big Sisters of Greater Miami Inc. is already present in over 11 .elementary
schools as part of the Mayor's Meriloring Initiative and are part of the Education
Compact between the City of Miami and the ]Miami -Dade County Public Schools.
• I3ig Brothers, Big Sisters of Greater Miami, Inc. provides an extensive interview and
background check process to assure that all participants are matched appropriately and
consistent wrap -around services arc provided to all participants.
• The Office of the Mayor has investigated and identified Big Brothers, Big Sisters of
Greater Miami as having excellent qualifications uniquely geared to the project for
which they are recommended, possessing substantial record of experience in programs
similar to the Miami Learning Zone.
• We find that it is practicable and most advantageous to the City to waive the:
requirements for competitive sealed bid procedure provided in the code and engage Big
Brothers, B is Sisters of Greater Miami, Inc. to provide mentoring services for the Miami
Learning Zone for an amount not to exceed 34,650.00 per year with an option to renew
for two additional one-year periods.
