DEVELOPMENT AGREEMENT
THIS DEVELOPMENT AGREEMENT is made as of this _ day of ,2006, by
and between The City of Miami, Florida, a municipal corporation ("City"), and Camillus House, Inc.
("Camillus House" or "Applicant").
The property that is the subject of this Agreement lies in the City of Miami, Miami -Dade
County, Florida. This Agreement, among other things, is intended to and shall constitute a
development agreement among the parties pursuant to the Florida Local Government Development
Agreement Act, Section 163.3223, et seq., Florida Statutes.
Applicant hereby voluntarily makes, declares, and imposes on the property described below,
this agreement running with the title to the land, which shall be binding on the Applicant, successors
and assigns, mortgagees, lessees, and against all persons claiming by, through, or under them until
such time as this Development Agreement ("Development Agreement") is released in writing as
hereinafter provided.
WHEREAS, the property legally described in attached Exhibit "A" (the "Property") is
comprised of two (2) parcels, the Glass Houses Property owned by University of Miami, who is not
a party to this Agreement, and the South Property presently under the control of FDOT, and
WHEREAS; Camillus House will acquire a leasehold interest in the Property, which is
located in the City, in Miami -Dade County, Florida, and which after a land swap will be under the
control of another state agency; and
WHEREAS, the City is desirous of implementing a Homeless Plan ("City's Homeless Plan");
and
WHEREAS, Camillus House intends to develop and construct a building on the Property to
provide a continuum of services including, but not limited to, emergency, transitional and permanent
housing; food, day shelter services, and outreach services; substance abuse treatment; individual
assistance and homeless prevention; work training and community -wide health care (collectively,
"Camillus House's Mission") and be an integral part of the City's Homeless Plan; and

WHEREAS, the City is a Florida municipal corporation with powers and authority conferred
under the Florida Constitution, the Municipal Home Rule Powers Act, Florida Statutes and the City
of Miami Charter, City Code and Zoning Code. The City has all governmental, corporate and
proprietary powers to enable it to conduct municipal services, including the authority to adopt,
implement and enforce (together with any other required governmental approvals) comprehensive
plans, zoning ordinances, redevelopment plans and other police power and legislative measures
necessary to assure the health, safety and general welfare of City and its inhabitants; and
WHEREAS, the Florida Local Government Development Agreement Act, set forth in
sections 163.3220--163.3243, Florida Statutes, (the "Act") provides for the execution of
development agreements to insure that the law in effect at the time of the execution of the
development agreement shall govern the development of the land for the duration of the agreement;
and
WHEREAS, the City has determined to enter into this Agreement, having fully considered
this Agreement at two duly conducted public hearings in compliance with Section 163.3225 of the
Act, having determined that the Proposed development that is described in this Agreement and this
Agreement are in compliance with the Comprehensive Plan and the City's land development
regulations as of the date of the approval of this Agreement at the second public hearing, and having
further determined that it is in the City's best interest to deal with the issues covered by the
Agreement in a comprehensive manner, in compliance with all applicable laws, ordinances, plans,
rules and regulations of the City, while allowing the Owner to proceed in the development of the
Proposed development in accordance with existing laws and policies, subject to the terms hereof, and
WHEREAS, the City has broad authority to conduct municipal government, perform
municipal functions, render municipal services, and exercise any power for municipal purposes,
except when expressly prohibited by law, pursuant to Section 166.021(1), Florida Statues; and
WHEREAS, the City has determined that the proposed use on the Property and the Camillus
House's Mission will have certain benefits to the City including, but not limited to, Camillus House
carrying out key components of the City's Homeless Plan; and
WHEREAS, Camillus House shall proceed to obtain the following City public hearing
approvals, which are collectively referred to as the "fs":
(i) Special Exception to allow use as a Rescue Mission;
(ii) Rezoning of Property to C-2 to allow use as a Community Based Residential
Facility and for Transitional Housing;
(iii) Amend the City's comprehensive plan from Industrial to Commercial allow
for a Community Based Residential Facility and for Transitional Housing;
(iv) Special Exception to allow Community Based Residential Facility;
(v) Closure of any alleys or rights of way located on the Property;

WHEREAS, all capitalized terms used in this Introduction and Background are defined in
Section 3 or elsewhere in this Agreement.
NOW, THEREFORE, in consideration of the covenants, conditions, and promises herein
contained, the receipt and sufficiency of which are expressly acknowledged, Camillus House and the
City hereby agree as follows:
1. Recitations. The foregoing recitations are true and correct and are incorporated herein
by this reference.
2. Authority. This Agreement is entered into pursuant to the authority and procedures
provided by the Act and the Home Rule Powers of the City of Miami.
3. Definitions. All capitalized terms in this Agreement shall have the definitions set
forth in this Section unless such terms are defined elsewhere in the body of this Agreement.
3.1 "Act" shall mean the Florida Local Government Development Agreement Act
(Section 163.3220, et. seq., Florida Statutes (2005).
3.2 "Comprehensive Plan" shall mean the comprehensive plan which the City has
adopted and implemented for the redevelopment and continuing development of the City pursuant to
Chapter 163 Part II, of the Florida Statutes.
3.3 "Development Approvals" shall mean all Development Permits, and all
approvals which require approval through public hearing, including but not limited to special
exceptions, variances, rezoning, comprehensive plan amendments, as well as other official actions of
the federal, state or county governments or other governmental agencies that are needed to be
approvec,for the development of the Proposed development.
3.4 "Development Permits" shall mean any building permit, zoning permits,
subdivision approval, zoning certification, special exceptions, variances issued or granted by the City
or any other official actions of the City (whether by the City Commission or any City board,
department or agency) having the effect of permitting the development of the Proposed development.
3.5 "Master Site Plan" shall mean that the uses contemplated for each Site (as
defined in paragraphs 3.6 and 3.7 below) shall be considered as a unified development plan.
3.6 "Camillus House Site" shall mean that property described in Exhibit A, which
will be in control of Camillus House.
5. Special Exception to Allow Rescue Mission. Camillus House must obtain a Special
Exception to operate a Rescue Mission. Upon submittal of the application for Special Exception by
Camillus House, the City shall review and process such application within sixty (60) days from the
date that a completed application, pursuant to all applicable zoning ordinances, is submitted to the
City (subject to noticing requirements and scheduling restrictions applicable to the City's Zoning

Board hearings). City Staff acknowledges that it has reviewed the substance of said application, and
that it shall recommend in favor of approval of said application with conditions, a copy of which
conditions are attached as Exhibit "C" (the "Conditions"). Notwithstanding the foregoing, any City
board (including the City Commission) having jurisdiction over said application shall have complete
discretion to approve, deny, or approve application with modifications.
b. Rezoning & Comprehensive Plan Amendment Applications. Concurrently with the
Special Exception to Allow Rescue Mission application, Camillus House shall file Rezoning and
Comprehensive Plan Amendment applications, as set forth above. City Staff acknowledges that it has
reviewed the substance of said application, and that it shall recommend in favor of approval of said
application. Notwithstanding the foregoing, any City board having jurisdiction over said
applications shall have complete discretion to approve, deny, or approve applications with
modifications, or recommend approval, denial, or approval with modifications.
7. Special Exception to Allow Community Based Residential Facility. At Camillus
House's discretion, upon securing approval of the Rezoning and Comprehensive Plan Amendment
applications, Camillus House may file a Special Exception application to allow Community Based
Residential Facilities. City Staff acknowledges that it has reviewed the substance of said application,
and that it shall recommend in favor of approval of said application with Conditions.
Notwithstanding the foregoing, any City board having jurisdiction over said application shall have
complete discretion to approve, deny, or approve said application with modifications.
8. Special Exception to Allow Kennel. At Camillus House's discretion, Camillus House
may file a Special Exception application to allow a kennel. Upon City Staff acknowledging that it
has reviewed the substance of said application, it shall recommend in favor of approval of said
application with conditions. Notwithstanding the foregoing, any City board having jurisdiction over
said application shall have complete discretion to approve, deny, or approve said application with
modifications.
9. Sign Off on Program Overview. The City of Miami shall provide Camillus House
with a clear sign -off approving the proposed use of the Property pursuant to the Program Overview
as referred to on the attached agenda ("Exhibit C") and as may be considered and approved by City
Commission. Such approval, however, if granted, shall not alter or excuse any legal requirements
pursuant to state and local law, including, without limitation, adherence to the City Code and Zoning
Ordinances.
10. In consideration of the public benefits inuring to the City and the benefits inuring to
Camillus House that are described in this Agreement, the receipt and sufficiency of which are
acknowledged by the City and Camillus House, the parties agree that:
(a) Camillus House shall direct the construction process and shall be responsible
for entering into all contracts necessary for the construction on the Camillus House Site.
Camillus House shall secure all required permits and approvals for construction on its own
behalf and, to the extent appropriate, on behalf of the City and with the City's cooperation.

Zoning and Other Approvals.

11.1 Development Permits. Certain provisions of this Agreement require that the
City and/or its boards, departments or agencies take certain governmental actions, acting in their
governmental capacity and issue Development Permits in order to accomplish the following:
11.2 Application for Development Approvals. Promptly following the Effective
Date of this Agreement, Camillus House will initiate and diligently pursue all Development
Approval applications which were not previously initiated. All such Development Approvals shall
be pursued at Camillus House's sole cost, expense and risk. Camillus House agrees to waive any
equitable estoppel arguments that could arise from this Agreement and further agrees to protect and
to hold the City, its officials and employees, harmless from any and all claims of equitable estoppel
or vested rights should the City, in its capacity as a regulatory body, deny any Development
Approval sought by Camillus House. The City shall process all Development Permit applications in
a timely fashion and the City shall cooperate with Camillus House, at no cost to the City, in
processing all Development Approvals from all governmental agencies as needed.
11.3 Vesting: Laws Governing this Agreement: The City's laws and policies
governing the development of the Property at the time of the execution of this Agreement by both the
parties hereto shall govern the development of the Property for the duration of this Agreement. The
City may apply subsequently adopted laws and policies to the Property only as otherwise permitted
or required by the Act. All development on the Property must be in compliance with this
Development Agreement, and all applicable laws, ordinances, codes, and policies in existence at the
time of the execution of this Development Agreement as well as other requirements imposed by the
City Commission upon any approval of the rezoning or the site plan approval on the Property. The
Property shall not be the subject of any change to the City Code, Land Development Regulations, or
Comprehensive Plan, which would render the proposed uses under this Agreement as illegal or
legally nonconforming, nor shall it be subject to any development moratorium, referenda action,
ordinances (including zoning -in -progress ordinances), policies, or procedures enacted by the City
that limits the development approved by the City and this Agreement and depicted in the
Comprehensive Plan. Amendments or modifications to this Development Agreement must comply
with presently existing laws.
11.4 Comprehensive Plan, Zoning and Other Approvals. The parties recognize and
agree that certain provisions of this Agreement will require the City and/or its boards, departments or
agencies, acting in their governmental capacities, to consider governmental action as set forth in this
Agreement. All considerations and actions shall be undertaken in strict accordance with established
requirements of state statute and City ordinances, in the exercise of the City's jurisdiction under the
police power. The parties further recognize and agree that these proceedings shall be conducted
openly, fully, freely and fairly in full accordance with law and with both procedural and substantive
due process to be accorded to the applicant and any member of the public. Nothing containedin this
Agreement shall entitle Camillus House to compel the City to take any such actions except save and
except the consents, if applicable, to the filing of such applications for Development Permits or other
required Development Approvals, as more fully set forth herein, and the timely processing of such
applications, except such actions it expressly undertakes in this Agreement or under applicable law.
A proposed time line for obtaining approvals and permits is attached as Exhibit "B".

Notwithstanding any statement to the contrary contained in this Agreement, the parties agree
that this Agreement shall not be deemed as approval of any land use or zoning requirements which
may be required by the City's Code or ordinances.
12. Completion of the Proposed Development. Camillus House shall cause the
completion of construction on the Property and shall obtain a certificate of occupancy or certificate
of completion, as applicable, no later than the date that is five (5) years after the Effective Date of
this Agreement. Such five (5) year term is subject to the parties' ability to request an extension of
such period under this Agreement, by mutual consent of the City Commission and Camillus House,
subject to a public hearing and in accordance with Fla. Stat. 163.3225.
13. Reservation of Rights. This Agreement shall not affect any rights which may have
accrued to any party to this Agreement under applicable law. Each of the City and Camillus House
reserves any and all such rights. All approvals referenced in this Agreement are subordinate to
compliance with all applicable laws, codes, and land development regulations and permits, except to
the extent otherwise provided for in this Agreement.
14. No Permit. This Agreement is not and shall not be construed as a Development
Permit, Development Approval or authorization to commence development, nor shall it relieve
Camillus House of the obligations to obtain necessary Development Approvals that are required
under applicable law and under and pursuant to the terms of this Agreement.
15. Good Faith; Further Assurances; No Cost. The parties to this Agreement have
negotiated in good faith. It is the intent and agreement of the parties that they shall cooperate with
each other in good faith to effectuate the purposes and intent of, and to satisfy their obligations
under, this Agreement in order to secure to themselves the mutual benefits created under this
Agreement. The parties agree to execute such further documents as may be reasonably necessary to
effectuate the provisions of this Agreement; provided that the foregoing shall in no way be deemed
to inhibit, restrict or require the exercise of the City's police power or actions of the City when acting
in a quasi-judicial capacity. Wherever in this Agreement a provision requires cooperation, good faith
or similar effort to be undertaken at no cost to a party, the party co-operating, reviewing or
undertaking the effort shall, nonetheless, bear its cost of attendance at meetings, hearings or
proceedings and comment and/or execution of documents, inclusive of the expense of its counsel.
16. Consistency with the City's Comprehensive Plan. The City has adopted and
implemented the Comprehensive Plan. The City hereby finds and declares that the provisions of this
Agreement are subject to issuance of Development Approvals, consistent with the City's adopted
Comprehensive Plan and land development regulations.
17. Concurrency. The City hereby finds and declares that, based on its review, the
proposed development meets concurrency with respect to traffic, sanitary sewer, solid waste,
drainage, potable water, parks and recreation, and mass transit.
18. Authorization to Withhold Permits and Inspections. In the event the Applicant is
obligated to make payments or improvements under the terms of this Development Agreement and
such payments are not made as required, or is otherwise in default of this Agreement or any other

other remedies available, the City of Miami is hereby authorized to withhold any further permits on
the portion of the Property failing to comply with this Development Agreement, and refuse to grant
any inspections, any approvals, or any certificates of occupancy with regard to that portion of the
Property until such time this Development Agreement is complied with.
19. Inspection. Nothing in this Agreement shall be construed to waive or limit the City's
governmental authority as a municipal corporation and political subdivision of the State of Florida.
The Applicant, therefore understands and agrees that any official inspector of the City of Miami, or
its agents duly authorized, may have the privilege at any time during normal working hours of
entering and investigating the use of the promises to determine whether the Property complies with
building and zoning regulations and the conditions herein.
20. Recording of the Development Agreement. Within fourteen (14) days after the City
executes this Agreement, the City shall record this Agreement with the Clerk of the Circuit Court of
Miami -Dade County. The Applicant shall submit a copy of the recorded Agreement to the State of
Florida's land planning agency within fourteen (14) days after this Agreement is recorded. This
Agreement shall become effective only after (i) it has been recorded in the public records of Miami -
Dade County, and (ii) thirty (30) days have elapsed after the State of Florida land planning agency's
receipt of a copy of the recorded Agreement. The Applicant agrees that it shall be responsible for all
recording fees and other related fees and costs related to the recording and delivery of this
Agreement as described in this section. The provisions hereof shall remain in full force and effect
during the term hereof and shall be binding upon all successors in interest to the parties to this
Agreement. Whenever an extension of any deadline is permitted or provided for under the terms of
this Agreement, at the request of either party, the other parties shall join in a short -form recordable
memorandum confirming such extension that shall be recorded in the Public Records of Miami -Dade
County.
21. Term of this Agreement. If this Agreement is formally approved by °the City
Commission after public hearings, then the City shall promptly take all appropriate actions and the
City and Camillus House shall execute and deliver this Agreement thereafter in accordance with all
requirements of law. Subject to the extension provisions below in this Section, this Agreement shall
terminate on the date which is five (5) years from the Effective Date hereof, provided that it may be
further extended, after public hearing, by mutual consent of the City and Camillus House, at each
party's sole discretion. If on the expiration date hereof Camillus House has not completed the
construction of the proposed development and complied with all terms of this Agreement, but is
diligently pursuing same, then the term of this Agreement shall be extended for an additional one (1)
year period by providing written notice of the extension to the City prior to the expiration of the
original term. No notice of termination shall be required by any party upon the expiration of this
Agreement and the parties hereto shall have no further obligations under this Agreement except as
provided in Sections 7 and 16 hereof.
22. Public Facilities to Serve the Property. The public facilities that service the Property
consist of roadways, fire, police, potable water and sanitary sewer service. Roadway maintenance,
fire and police services are all provided by the City. All such public facilities are constructed and are
available to service the Property. Potable water and sanitary sewer are available to Camillus House

or adjacent to the Property and no construction is necessary. With respect to the Property, Camillus
House shall obtain:
(a) Water and Sewer services that comply with all requirements of Miami -Dade
County for any building prior to issuance of a final Certificate of Use and Occupancy.
(b) Solid Waste services that comply with all requirements of Miami -Dade
County for any building prior to issuance of a final Certificate of Use and Occupancy.
(c) Drainage services that comply with all requirements of the Florida Building
Code prior to the occupancy of any buildings.
23. Required Development Permits and Approvals. Attached to this Agreement as
Exhibit "B" is a list of all development permits approved or needed to be approved for the
development of the proposed developments and the approximate time line in which those permits
and approvals will be obtained. The failure of this Agreement to address a particular permit,
condition or restriction, shall not relieve Camillus House of the necessity of complying with the law
governing said permitting requirements, conditions or restrictions.
24. Omissions. The parties hereto recognize and agree that the failure of this Agreement
to address a particular permit, condition, terms, or restriction shall not relieve Camillus House of the
necessity of complying with the law governing said permitting requirements, conditions, term, or
restriction notwithstanding any such omission.
25. Relocation and Closure of Existing Facility. Camillus House shall have not more
than one hundred twenty (120) days after obtaining final Certificates of Use and Occupancy for the
rescue mission on the Future Camillus House Properties in which to fully relocate the current
Camillus House operation presently located at approximately 726 Northeast lst Street (the "Existing
Camillus House Facility"). Camillus House, its agents, subsidiaries, or affrliates,oshall not provide
any facilities, services, or programs at the Existing Camillus House Facility and will close the
Existing Camillus House Facility as provided above, and within the time provided above. The City
is relying on this material representation by Camillus House in approving this Agreement.
26. Camillus House's Interest in the Property. This Development Agreement shall
become null and void if the sublease between Camillus House and the State for the Property is not
consummated within two (2) years from the issue of the final non -appealable order on the last of the
Camillus Approvals.
27. Notices. Any notices required or permitted to be given under this Agreement shall be
in writing and shall be deemed to have been given if delivered by hand, sent by recognized overnight
courier (such as Federal Express), or mailed by certified or registered mail, return receipt requested,
in a postage prepaid envelope, and addressed as follows:

Notices shall be deemed effective on the earlier to occur of: (i) their receipt; (ii) the next
successive business day after the date of the courier waybill, if sent by overnight courier; or (iii) five
(5) business days after the date of the postmark, if sent by certified mail. The terms of this Section
25 shall survive the termination of this Agreement.
28. Radon Gas. Radon is a naturally occurring radioactive gas that, when it has
accumulated in a building in sufficient quantities, may present health risks to persons who are
exposed to it over time. Levels of radon that exceed federal and state guidelines have been found in
building in Florida. Additional information regarding radon and radon testing may be obtained from
your county public health unit. Note: This paragraph is provided for informational purposes
pursuant to Section 404.056(7), Florida Statutes (2002).
29. Construction.
(a) This Agreement shall be construed in accordance and with the laws of the
State of Florida. All of the parties to this Agreement have participated fully in the
negotiation and preparation hereof; and, accordingly, this Agreement shall not be more
strictly construed against any one of the parties hereto.
(b) In construing this Agreement, the use of any gender shall include every other
and all genders, and captions and section and paragraph headings shall be disregarded.
(c) All of the exhibits attached to this Agreement are incorporated in, and made a
part of, this Agreement.

30. Severability. In the event any term or provision o ttinsgreement ns ;emne:.y
appropriate judicial authority to be illegal or otherwise invalid, such provision shall be given its
nearest legal meaning or construed as deleted as such authority determines, and the remainder of this
Agreement shall be construed to be in full force and effect.
31. Joint Preparation. This Agreement has been drafted with the participation of the City
and Applicant and their counsel, and shall not be construed against any party on account of
draftsmanship. The captions of each article, section and subsection contained in this Agreement are
for ease of reference only and shall not affect the interpretational meaning of this Agreement.
Whenever the term "included" is used in this Agreement, it shall mean that the included items ,or
terms are included without limitation as to any other items or terms which may fall within the listed
category.
32. Litigation. In the event of any litigation between the parties under this Agreement for
a breach hereof, each party shall bear its own costs in connection with the transactions described
herein.
33. Time of Essence. Time shall be of the essence for each and every provision hereof.
34. Entire Agreement. This Agreement, together with the documents referenced herein,
constitute the entire agreement and understanding among the parties with respect to the subject
matter hereof, and there are no other agreements, representations or warranties other than as set forth
herein. This Agreement may not be changed, altered or modified except by an instrument in writing
signed by the party against whom enforcement of such change would be sought and subject to the
requirements for the amendment of development agreements in the Act.
35. Counterparts. This Agreement may be executed (including by facsimile) in one or
more counterparts, and by the different parties hereto in separate ounterparts, each of which when
executed shall be deemed to be an original but all of which taken together shall constitute one and
the same agreement.
36. Force Majeure. Any prevention, delay or stoppage due to strikes, lockouts, labor
disputes, acts of God, inability to obtain labor or materials or reasonable substitutes therefore, riot,
civil commotion, fire or other casualty and other causes beyond the reasonable control of the party
obligated to perform, excluding the financial inability of such party to perform and excluding delays
resulting from appeals or rehearing commenced by Camillus House, shall excuse the performance by
such party for a period equal to any such period of prevention, delay or stoppage. In order to avail
itself of this force majeure provision, the party invoking the same shall provide the other party with a
written notice that shall consist of a recitation of all events that constitute force majeure events under
this Section 34, together with the beginning and ending dates of such events.
37. Effectiveness. This Agreement shall become effective after the approval of the
applications for special exception, rezoning, comprehensive plan amendment, and/or site plan
approval for the Camillus House Site and the University Site and the expiration of any appeal
periods.

CONDITIONS TO SPECIAL EXCEPTION FOR RESCUE MISSION
1. Camillus House has always and will always enforce a curfew.
2. Camillus House will feed only those individuals who are clients of Camillus House.
3. " No Loitering" signs will be posted on the perimeter of the buildings.
4. As always, Camillus House will prohibit alcohol, drugs, fighting, and all threatening or
potentially threatening behavior. To that end, Camillus House has armed security in the form
of off -duty Miami police officers during the busiest part of the day.
5. Camillus House will maintain an adequate number of trash receptacles on site.
6. Camillus House will give priority for the beds available at the facility to the homeless of
the City of Miami and to homeless persons residing on the streets within a one and a half
mile radius of the facility.

PROGRAM OVERVIEW FOR THE NEW CAMILLUS CENTER
INTRODUCTION
Camillus House, Inc. (Camillus) has provided humanitarian services to persons in Miami -Dade County, Florida
who are poor and homeless for 45 years. Established by the Brothers of the Good Shepherd in 1960 to meet
the needs of newly arrived Cubans, Camillus has grown from a small soup kitchen into a full service center
offering comprehensive services countywide, helping thousands of individuals and families achieve lives of
self-sufficiency and independence. In 2006, Camillus operates more than 780 emergency, transitional, and
permanent beds, and reaches more than 10,000 persons per year. Services include basic emergency services
such as food and shelter, substance abuse treatment, health and mental health care, housing and career
development at 13 sites around Miami -Dade County.
It is the expressed goal of the Board of Directors of Camillus House to end chronic homelessness) in the City
of Miami. Once Camillus is able to relocate and expand its current short-term housing and substance
abuse/mental illness treatment programs, this goal can be achieved in less than 10 years. Without the
opportunity to relocate and expand, this goal will take twice as long.
Camillus is committed to ending chronic homelessness in Miami within the next 10 years. In order to achieve
this goal, Camillus must relocate its current main center of operations, located at 726 NE 1 s` Avenue, to a new
site able to accommodate larger number of clients in a clean and dignified setting. The organization has
negotiated an agreement with the University of Miami, the City of Miami, and the State of Florida, whereby
Camillus will attain a 60-year lease on a 3.1 acre plot of land located at NW 7rh Avenue and NW 16t1 Street.
On this site Camillus will construct a campus including three to four separate but connected buildings,
constructed around an open-air courtyard. Multiple services will be offered in "shops" located directly off of
the courtyard, with residential areas located on upper levels. Particular emphasis will be placed on creating a
welcoming, safe, and dignified environment.
In developing this plan, Camillus has attempted to address multiple factors relating to homelessness in Miami.
In particular, Camillus is focusing on persons who are "chronically homeless." Because this population tends to
be difficult to engage and retain in services, Camillus will incorporate innovative outreach models at this site.
TARGET POPULATION
In the new Camillus Center beds will be reserved solely for adults, including both men and women. Camillus
will work with the City of Miami Homeless Outreach Teams to provide priority placements for persons who
are homeless living within the City of Miami. Families with children will be able to engage in general social
services aimed at helping them to get off the streets and/or prevent homelessness, but will be referred to other
providers, such as the Homeless Assistance Center, for emergency housing. In order to receive services at the
new Camillus Center, recipients will need to be registered as a Camillus House client. All registered clients
will receive a photo identification card.

have been homeless for more than a year or have had four or more episodes of homelessness over three years and
who are suffering from a disabling condition such as substance abuse, mental illness, HIV/AIDS or other serious

HOUSING AND SERVICES PROVIDED
A total of 340 beds will be located on -site, integrated with a variety of social services and clinical treatment
options. This represents an increase of 138 beds over the current number of 202 beds operated at Camillus'
main center and Beckham Hall facilities. Of particular importance is the addition of residential treatment and
emergency housing for women.
The primary goal of the Center will be to engage persons who are living on the streets or in other places not
meant for human habitation, and then provide the support and clinically -based treatment services required to
help them begin the transition to a life of self-sufficiency. The Center will work closely with the wide range of
providers participating in the Homeless Trust's Continuum of Care, as well as other providers, in order to
ensure client access to an integrated, coordinated, and seamless continuum of services. Services will be
available in English, Spanish, and Haitian Creole. Signage and written materials will also be printed in all three
languages.

*Beckham Hall currently operates 50 JOB beds, plus another 50 non -JOB beds (including 12 pre-treatment).
In the new facility, the 100 Beckham funded beds will be divided between 64 JOB beds, 16 Pre -Treatment
beds, and 20 Emergency Shelter).

treatment program, funded through Federal, State, and Miami -Dade County grants.
Following is an overview of the services to be provided on -site:
SOCIAL SERVICES AND SHORTER TERM HOUSING
The Direct Emergency Services department helps meet the basic human needs of persons accustomed to living
on the street, while also serving as important first step in engaging persons into effective services. These
services are provided under the direction of members of the Brothers of the Good Shepherd, the religious
congregation that owns and operates Camillus House. The Brothers provide a special focus on offering
compassionate services in a non judgmental manner.
• Direct Emergency Services will provide for the basic human needs of persons living on the streets.
Services include: referrals, transportation tokens, mail service, telephones, lockers, restrooms, showers
and clothing exchange, identification cards, and case management. This program will operate at least five
days per week, Monday through Friday, with some services also available on Saturday and Sunday as
needed.
The Client Services area will serve as the central entry point for all clients, and will include a clean and
comfortable interior waiting area. Clients will be able to see Client Services Specialists in order to obtain
basic information, request personal care items, obtain transportation tokens, or seek other basic assistance.
Case Managers will be available for persons requiring more in-depth assistance, or who wish to enter a
specific program.
■ Food Services will provide free, nutritious meals for Camillus clients. The kitchen will prepare a
minimum of three meals per day, serving in-house residents as well as other registered clients of the
Center. The dinner meal includes a special early seating for clients who are elderly, sick, disabled, or
otherwise unable to wait in line with the other clients. In order to ensure that Day Shelter and other
registered clients who are waiting for the daily meal do not congregate outside ofthe facility, Camillus will
provide a waiting area inside the building or within the enclosed courtyard. Clients waiting in these areas
will be offered additional services while they wait.
The facility's kitchen will be designed to accommodate the daily meal preparation, a catering business that
will serve as a job training program, and a teaching program that includes a culinary arts certification
course for clients.
• Overnight/Emergency Shelter will include 48 BEDS in dormitory -style facilities, housing 16 bed per room,
with separate facilities for adult men and women. Clients will not be required to participate in supportive
services, but will be encouraged to engage in additional services that will help them end the cycle of
homelessness. Overnight shelter will be provided 7 days per week. Camillus will work with the City of
Miami Outreach Team to coordinate placement into these beds. Clients will be encouraged to remain on -
site and participate in services during the day.
Intake to these beds will be conducted according to a regularly established schedule. All emergency
housing clients may take a shower and obtain an exchange of clean clothing after checking in. Once they
have checked in, clients must remain on the premises or they will not be allowed back in. A "Late Check -

In" program will allow for placement into an overnight bed 24-hours a day, including at any time during
the night, as long as a bed is available. Placement into these beds will be coordinated through the City of
Miami Outreach team. Walk-ins will not be allowed for Late Check -In.
Evening activities provided after clients have checked in will include individual case management services
and group educational opportunities. Housing monitors will have offices located within the dormitory
areas, ensuring constant supervision of clients. Laundry facilities will be located on -site, and linens will be
washed every day.
• Medical Respite will include 20 BEDS for single adult men and women. Beds will be located in a 16-bed
dormitory and 4 private rooms, with clients placed according to level of care required. These beds are
reserved for individuals too infirm to handle a community placement, but who do not qualify for a hospital
stay. Placement into these beds is coordinated by Camillus Health Concern, which is also responsible for
providing healthcare and medical oversight to these clients.
• The Courtyard will be a 10-12,000 SQUARE FOOT, OUTDOOR, ENCLOSED COURTYARD, providing a safe
haven for persons who are homeless but are not ready or able to sleep indoors. The open-air courtyard will
provide a park -like setting where persons can get off the streets, without the confines of an indoor shelter.
Clients will need to obtain a "Courtyard Pass" in order to be granted access. The Courtyard Pass will be
provided by a Camillus Case Manager or Client Services Specialist, and will be revoked upon
inappropriate behavior including on -site alcohol/drug use or violence. Housing monitors and security
personnel will be provided during all hours of operation. Particular emphasis will be placed on providing
outreach services aimed at encouraging clients to enter a mental health or drug treatment program to help
them get off the streets.
• A Kennel will ensure that persons with pets are able to participate in on -site programs.
EMPLOYMENT PROGRAMS
• The Job Opportunity Bureau (JOB), a newer program of Camillus House, will offer hands-on
employment training through multiple sector -specific career tracks, including food preparation, warehouse
operations, and hospitality services. On -site educational facilities will include classrooms, computer labs,
and a library. Camillus is also working with South Florida Workforce to co -locate a One -Stop Employment
Center on -site.
• JOB Housing, will include 64 BEDS for single, adult men and women, offering housing for a period of 1-
90 days in semi -private, suite -style units where clients share common living areas and cooking facilities.
The program will operate in tandem with the other emergency programs described in this document.
Clients receive case management, employment counseling, and life skills education during participation in
the program. The goal is for clients to stabilize, obtain employment, and prepare to move into independent
housing. These beds will replace a portion of the beds currently operated at the Beckham Hall facility,
another facility located in Miami. The Beckham Hall facility is rapidly deteriorating and relocating the
program to the new facility will allow the current Beckham Hall facility to be demolished or used for other
purposes.
BEHAVIORAL HEALTH/HEALTH TREATMENT AND SERVICES
Camillus' behavioral health treatment program, the Institute for Social and Personal Adjustment (CH-ISPA),
will operate numerous expanded programs on -site at the new location. CH-ISPA provides state-of-the-art
behavioral health treatment for persons who are homeless and suffering from addiction, mental illness, and co -

occurring disorders. The program incorporates self-help philosophies with clinical expertise, providing
treatment through a mix of individual and group therapy, work training, and social activities. Recognizing that
treatment must be tailored to the individual needs and preferences of the client, CH-ISPA employs multiple
approaches and modalities, emphasizing development of client -centered plans that are culturally, racially, and
ethnically appropriate. Co-occurring disorders are treated as separate, primary, chronic disorders. Specific CH-
ISPA program components will include:
• Residential Treatment: CH-ISPA will operate a total of 128 RESIDENTIAL TREATMENT BEDS for adult
men and women on -site. Treatment will address addiction, mental illness, and co-occurring disorders. The
average length of stay in the CH-ISPA residential treatment program is 6-9 months, with clients
progressing at their own pace. The 128 beds will be segregated into programs targeting specific
subpopulations, including: English-speaking males; English-speaking women, Spanish-speaking women,
and persons who are Gay/Lesbian/Bisexual/Transgender. Housing will be provided in semi -private, suite -
style units, with two persons per bedroom and common living rooms and kitchen areas.
• Outpatient Treatment: Case management services help clients develop individualized plans to address their
situation, and then help guide clients through implementing those plans and accessing services. Outpatient
treatment is closely coordinated with the case management services. Individual treatment plans include
counseling, one-on-one therapy, psychiatric evaluations, medication maintenance, and physical exams and health
care. Camillus' large number of partners, as well as the organization's participation in the Homeless Trust's
Continuum of Care network, ensures that Case Managers have access to the services and resources that clients
need. Case Managers also work closely with Camillus' drug and mental health treatment programs, participating
in weekly joint case conferences and sharing resources as needed.
Menial Health Day Center: CH-ISPA's Day Center offers a low -demand model with emphasis on
outreach, socialization, life skills education, and case management services. The daily drop -in program
offers a range of structured activities designed to engage persons living on the streets into services. Self-
help groups, psychoeducational groups, art and music activities, and fun and educational activities. The
program is linked closely with mental health case management and outpatient treatment programs,
ensuring access to quality, integrated care. Psychiatric services are available via a subcontract Psychiatrist.
• Primary Health Care: Camillus Health Concern, a sister organization to Camillus House, will offer
primary health care services on -site. Services will be available to all in-house and registered clients. CHC
providers will offer services on -site in two exam rooms and a private waiting area, for two -three days per
week. Services will include TB and other health screenings, physical exams, and care for episodic illness.
Additional services will be available through Camillus Health Concern's main facility at 336 NW 5th
Street.
• HIV/AIDS Services: Prevention Case Management (PCM) services will be offered to adults who are
homeless and living with HIV, and who are also suffering from mental illness and/or addiction. PCM
provides an intensive level of case management, HIV/AIDs prevention education, and mental health
counseling through individual and group sessions. In addition, Ryan White Case Management services are
provided to help persons living with HIV to access benefits and medical care.
• Homeless Prevention: Camillus offers one-time rental assistance for persons at risk of eviction, who are
not eligible for assistance through other rental assistance programs. Clients must agree to participate in
case management services, aimed at helping them increase their income or reduce their housing expenses,
so that they do not face eviction again in the future. Camillus is also able to place homeless families into
motels on a temporary basis when shelter beds are all full.

PERMANENT HOUSING
■ Permanent Efficiencies: Camillus will operate 32 EFFICIENCY APARTMENTS offering permanent,
supportive housing to adults who are chronically homeless. Each unit will contain its own kitchen,
bathroom and living facilities so that the residents are able to live as independently as their mental and
physical status allows. While located on the same campus as other facilities, these efficiencies will be
clearly separated from other program areas. Residents will have access to the full array of treatment options
available on -site.
• Save Haven: Camillus will operate 48 Save Haven units. These will consist of individual efficiency
apartments offering permanent supportive housing to adults who are chronically homeless and
suffering from mental illness. Each unit will contain its own kitchen, bathroom and living facilities so
that the residents are able to live as independently as their mental and physical status allows. While
located on the same campus as other facilities, these efficiencies will be clearly separated from other
program areas. Residents will have access to the frill array of treatment options available on -site.
ADMINISTRATIVE/ EDUCATIONAL/ OTHER FACILITIES
• Administrative offices will include all of Camillus' central administrative offices, through which all of its
countywide programs will be administered. The facility will include approximately 8,000 square feet for
administrative offices and conference rooms.
• Educational facilities available to all Camillus programs on -site will include several classrooms, a
computer lab, and a library. Classes will include GED preparation, adult literacy, basic computer skills,
English as a Second Language, and a range of life skills and employment skills classes.
• The Institute of Homeless Studies, a new division of Camillus House, will also be located on -site,
including educational, research, and media -related facilities aimed at raising the capacity of the Miami
community to end homelessness.
■ A Kennel will be provided for pets, so that persons who are homeless and have pets do not have to give up
their animal companions in order to enter our program.
REFERRAL MECHANISMS AND CLIENT ACCESS
Camillus House utilizes multiple outreach mechanisms in order to reach persons who are homeless. Outreach
efforts take a two -pronged approach to engaging persons in services. First, persons who are homeless need to
be made aware of the services available to them. Second, provider organizations must establish trusting
relationships with persons who are homeless, so that the potential clients feel safe and become willing to
actually engage in services. Specific outreach mechanisms include:
• Outreach Teams: Camillus works with two outreach teams within the City of Miami area. The City of
Miami Office of Homeless Programs is the primary outreach program for the entire city area, and works
closely with all of the local provider organizations. Camillus has an excellent relationship with the City
outreach teams. At the new center, Camillus would work with the City to provide priority placement for
City clients, and would also offer space to the outreach teams on -site. Camillus will also begin providing
24-hour access to emergency shelter beds, for clients placed by the City teams.
Additionally, Camillus Health Concern, the sister agency to Camillus Ilouse, operates the Project
SafeStreet outreach program, an HIV/AIDS education outreach team which works countywide. Although

the programs primary focus is HIV/AIDS education, the ' teams also provide referrals and assistance to get
clients off of the streets. Camillus 1-louse works closely with SafeStreet in order to ensure clients have
access to a complete continuum of services. Project SafeStreet would also have space on -site at the new
Center.
■ Mail Services: Persons who are homeless may use Camillus House as a mailing address, so that they can
receive personal mail, job information, and S SI or other checks. Each day hundreds of individuals come by
to check for any mail. In addition to providing a valuable service to the on -street population, this program
serves as an excellent outreach tool. Many clients who come to pick up mail are then engaged in other
services aimed at getting them off of the streets.
Many of the basic emergency services offered by Camillus House serve as "inreach" mechanisms. The
daily meal service, the shower program, the clothing exchange, and case management services all provide
ways for Camillus to build relationships with persons who are homeless over a long period of time. Many
persons who come to Camillus for basic assistance eventually decide to enter drug treatment or other
programs that help address the root cause of their homeless situation.
■ Provider Referrals: Camillus utilizes a wide network of provider organizations in order to ensure that
persons who are homeless and receive services elsewhere still have access to the full array of services
offered at Camillus. Camillus staff members are required to make presentations to other providers on a
monthly basis. A Camillus staff member currently chairs the Miami Homeless Provider's Forum. Camillus
also maintains an active role in numerous planning and advocacy organizations, helping to ensure that
providers countywide are aware of Camillus' services. Camillus has established a new relationship with
the Mental Health Court system, in order to begin providing special identification cards (client
participation is voluntary) for indigent clients involved the mental health court system. As these new
clients are referred for ID's or other services, Camillus will make every effort to engage them in additional,
long-term services.
■ Word of Mouth: It is also important to note that word-of-mouth on the streets continues to serve as one of
Camillus' largest referral sources. Like their counterparts in the general, housed, community, few persons
who are homeless in the City of Miami are unaware of Camillus House and the services it provides.
Camillus recently completed a survey of 133 clients accessing the daily meal service, which showed that
most clients had learned of Camillus House from other persons who are homeless or provider agencies.
Ultimately, one of the most important aspects of effective outreach to persons who are homeless is attitude.
Persons who are homeless must feel that the provider organization truly cares about and respects the
individual needing assistance. Respect for the dignity of every human being is an integral component of
Camillus' mission, and it shows in every service provided. Clients know that they are cared for, and this
makes all of the difference.
SECURITY, STAFFING AND MANAGEMENT
The Camillus organization encompasses more than 150 staff persons, including a culturally diverse mix of
professionals and persons who are formerly homeless. The racial and ethnic backgrounds of staff members is
representative of the Miami community and target population of persons who are homeless, being 39% Black,
38% Hispanic, and 23% White Non -Hispanic. The Board of Directors is composed of persons from a wide
range of backgrounds, including management, social services, faith -based organizations, finance, architecture,
health care and law.

Camillus anticipates adding another 50-60 staff members as the organization expands with this new location. In
hiring these new positions, Camillus will continue its tradition of hiring persons representative of the
community served and persons with advanced training and professional degrees.
Camillus' Executive Management team is led by its President, Paul R. Ahr, Ph.D., who has more than 30 years
experience in the design and management of facilities for persons with social, vocational/educational, health,
mental health and substance abuse services. Camillus -wide clinical services are overseen by Patricia A.
Cawley, LCSW, BCD, Clinical Director. Emergency services and Direct Service Ministries are overseen by
Brother Majella Marchand, BGS, Director of Direct Service Ministries. Each of these positions will have
significant involvement in oversight of the new facility.
In addition, case management and clinical services will be provided by professional staff members, including
Licensed Clinical Social Workers and Licensed Mental Health Counselors. Program Managers oversee daily
operations of specific program areas. Staffing coverage will be provided 24 hours a day, seven days per week,
including the use of awake Housing Monitors during nighttime hours. The employment of persons who are
formerly homeless at multiple levels within the organization helps ensure that staff members are able to build
trust and establish rapport with the target population.
Security measures will include surveillance cameras, staff security officers, and off -duty police officers.
INTEGRATION WITH COMMUNITY
Camillus will work extensively with the surrounding community to ensure that the facility is appropriately
integrated into the neighborhood. The building itself will be designed to ensure that persons who are homeless
and awaiting services are inside, and Camillus will maintain an ongoing effort to prevent persons who are
homeless from congregating on the streets and sidewalks surrounding the facility. Neighbors will be provided
with ongoing opportunities to address their concerns or issues with Camillus House.
Camillus will continue its vast array of partnerships with other community organizations, through formal and
informal linkage agreements. This network of provider organizations is an integral component of Camillus'
ability to ensure clients' access to complete continuum of care services. Office space will be allocated within
the new facility for other provider organizations with whom Camillus works on a frequent basis.
Camillus remains an active participant is numerous coalitions and networks addressing homelessness,
substance abuse, mental health, and social service needs countywide, ensuring that the organization's services
continue to meet established community needs and are fully integrated into existing community networks. The
organization is an Executive Board Member of the Homeless Trust, chairs the Homeless Providers Forum, and
is a Board Member of the South Florida Provider Coalition (behavioral health).
OPERATIONAL RULES
Camillus is committed to operating the new center in a manner that ensures the safety and comfort of
clients as well as that of the surrounding community. In addition to the operating procedures described
throughout this document, Camillus has committed to operate its new facility in conformance with the
following conditions:
1. Camillus House shall enforce a curfew on all residents of the Camillus Center.

Camillus House shall provide meals only to persons who are registered clients of Camillus House, or are

3. Camillus House shall post "No Loitering" signs on the perimeter of the buildings that make up the center

VELOPMENT AGREEMENT
THIS DEVELOPMENT AEEMENT is made as of this _ day of ,2006,by
and between The City of Miami, Flo a, a municipal corporation ("City"), Charity Unlimited of
Florida ("Camillus House" or "Applica ;").
The property that is the subject oft�.�s Agreement lies in the City of Miami, Miami -Dade
County, Florida. This Agreement, amongther things, is intended to and shall constitute a
development agreement among the parties purs : nt to the Florida Local Government Development
Agreement Act, Section 163.3223, et seq., FloriStatutes.
Applicant hereby voluntarily makes, declares, nd imposes on the property described below,
this agreement running with the title to the land, which all be binding on the Applicant, successors
and assigns, mortgagees, lessees, and against all persons -laiming by, through, or under them until
such time as this Development Agreement ("DevelopmenAgreement") is released in writing as
hereinafter provided.
WHEREAS, the property legally described in attache.': xhibit "A" (the "Property") is
comprised of two (2) parcels, the Glass Houses Property owned by niversity of Miami, who is not
a party to this Agreement, and the South Property presently under t control of FDOT, and
WHEREAS; Camillus House will acquire a leasehold interest`'n the Property, which is
located in the City, in Miami -Dade County, Florida, and which after a lanswap will be under the
control of another state agency; and
WHEREAS, the City is desirous of implementing a Homeless Plan ("Cit `, Homeless Plan");
and
WHEREAS, Camillus House intends to develop and construct a building on t e Property to
provide a continuum of services including, but not limited to, emergency, transitional an permanent
housing; food, day shelter services, and outreach services; substance abuse treatment; sdividual
assistance and homeless prevention; work training and community -wide health care (cola. tively,
"Camillus House's Mission") and be an integral part of the City's Homeless Plan; and

WH... AS, the City is a Florida municipal corporation with powers and authority conferred
under the Flori Constitution, the Municipal Home Rule Powers Act, Florida Statutes and the City
of Miami Char City Code and Zoning Code. The City has all governmental, corporate and
proprietary powers o enable it to conduct municipal services, including the authority to adopt,
implement and enfor• (together with any other required governmental approvals) comprehensive
plans, zoning ordinanc redevelopment plans and other police power and legislative measures
necessary to assure the h ; lth, safety and general welfare of City and its inhabitants; and

sections 163.3220--163.3243, Florida Statutes, (the "Act") provides for the execution of

WHEREAS, the City has deten ,ned to enter into this Agreement, having fully considered
this Agreement at two duly conducted pu c hearings in compliance with Section 163.3225 of the
Act, having determined that the Proposed d elopment that is described in this Agreement and this
Agreement are in compliance with the Co rehensive Plan and the City's land development
regulations as of the date of the approval of this Agreement at the second public hearing, and having
further determined that it is in the City's bestipterest to deal with the issues covered by the
Agreement in a comprehensive manner, in compliace with all applicable laws, ordinances, plans,
rules and regulations of the City, while allowing the'Owner to proceed in the development of the
Proposed development in accordance with existing law4ndpolicies, subject to the terms hereof, and
WHEREAS, the City has broad authority to conduct municipal government, perform
municipal functions, render municipal services, and exerci any power for municipal purposes,
except when expressly prohibited by law, pursuant to Section `de66.021(1), Florida Statues; and
WHEREAS, the City has determined that the proposed use the Property and the Camillus
House's Mission will have certain benefits to the City including, but` of limited to, Camillus House
carrying out key components of the City's Homeless Plan; and
WHEREAS, Camillus House shall proceed to obtain the folloing City public hearing
approvals, which are collectively referred to as the "Camillus Approvals":\
(i) Special Exception to allow use as a Rescue Mission; "
(ii) Rezoning of Property to C-2 to allow use as a Community Ised Residential
Facility and for Transitional Housing;
(iii)
Amend the City's comprehensive plan from Industrial to Comm': cial allow
for a Community Based Residential Facility and for Transitional ousing;
(iv) Special Exception to allow Community Based Residential Facility;

Closure of any alleys or rights of way located on the Property;
Special Exception for a kennel; and
WHEREAS, capitalized terms used in this Introduction and Background are defined in
Section 3 or elsewhere 1 this Agreement.
NOW, TJ-IEREFOin consideration of the covenants, conditions, and promises herein
contained, the receipt and su ciency of which are expressly acknowledged, Camillus House and the
City hereby agree as follows:
1. Recitations. The fo going recitations are true and correct and are incorporated herein
by this reference.
2. Authority. This Agreem t is entered into pursuant to the authority and procedures
• provided by the Act and the Home Rule 'ewers of the City of Miami.
3. Definitions. All capitalized t . s in this Agreement shall have the definitions set
forth in this Section unless such terms are defi d elsewhere in the body of this Agreement.
3.1 "Act" shall mean the Florida : ocal Government Development Agreement Act
(Section 163.3220, et. seq., Florida Statutes (2005).
3.2 "Comprehensive Plan" shall mean e comprehensive plan which the City has
adopted and implemented for the redevelopment and conti ` ing development of the City pursuant to
Chapter 163 Part Il, o f the Florida Statutes.
3.3 "Development Approvals" shall mean ,. l Development Pemuts, and all
approvals which require approval through public hearing, incl +. ing but not limited to special
exceptions, variances, rezoning, comprehensive plan amendments, a well as other official actions of
the federal, state or county governments other governmental ag=,cies that are needed to be
approved for the development of the Propos d development.
3.4 "Development Permits" shall mean any building p it, zoning permits,
subdivision approval, zoning certification, special exceptions, variances issue + r granted by the City
or any other official actions of the City (whether by the City Commission +r any City board,
department or agency) having the effect of permitting the development of the Propped development.
3.5 "Master Site Plan" shall mean that the uses contemplated fo each Site (as
defined in paragraphs 3.6 and 3.7 below) shall be considered as a unified developme plan.
3.6 "Camillus House Site" shall mean that property described in Exhibit , which
will be in control of Camillus House.
5. Special Exception to Allow Rescue Mission. Camillus House must obtain a Sp,, ial
Exception to operate a Rescue Mission. Upon submittal of the application for Special Exception

date that completed application, pursuant to all applicable zoning ordinances, is submitted to the
City- (suhc, to noticing requirements and scheduling restrictions applicable to the City's Zoning
Board hearing. ). City Staff acknowledges that it has reviewed the substance of said application, and
that it shall rec mend in favor of approval of said application with conditions, a copy of which
conditions are atthed as Exhibit "C" (the "Conditions"). Notwithstanding the foregoing, any City
board (including the City Commission) having jurisdiction over said application shall have complete
discretion to approve;. seny, or approve application with modifications.
6, Rezoning''r Corn srehensive Plan Amendment. Applications. Concurrently with the
Special Exception to Alio\ ,,Rescue Mission application, Camillus house shall file Rezoning and
Comprehensive Plan Amend'°' ent applications, as set forth above. City Staffacknowledges that it has
reviewed the substance of said :.plication, and that it shall recommend in favor of approval of said
application. Notwithstanding e foregoing, any City board having jurisdiction over said
applications shall have completeiscretion to approve, deny, or approve applications with
modifications, or recommend approv`°.denial, or approval with modifications.
Ssecial Excestion to Al,v Community Based Residential Facility. At Camillus
House's discretion, upon securing approva' .fthe Rezoning and Comprehensive Plan Amendment
applications, Camillus House may file a Spec 1 Exception application to allow Community Based
Residential Facilities. City Staff acknowledges at it has reviewed the substance of said application,
and that it shall recommend in favor of a",sroval of said application with Conditions.
Notwithstanding the foregoing, any City board hav`�.: jurisdiction over said application shall have
complete discretion to approve, deny, or approve sapplication with modifications.
8. Special Exception to Allow Kennel. At Ca` "' illus House's discretion, Camillus House
may file a Special Exception application to allow a kennel.`, pon City Staff acknowledging that it
has reviewed the substance of said application, it shall recomend in favor of approval of said
application with conditions. Notwithstanding the foregoing, an t City board having jurisdiction over
said application shall have complete discretion to approve, deny,`•r approve said application with
modifications.
9. Sign Off on Program Overview. The City of Miami sh:x 1 provide Camillus House
with a clear sign -off approving the proposed use of the Property pursuant the Program Overview
as referred to on the attached agenda ("Exhibit C") and as may be considere`k and approved by City
Commission. Such approval, however, if granted, shall not alter or excuse a ,. ' legal requirements
pursuant to state and local law, including, without limitation, adherence to the C 'Code and Zoning
Ordinances.
10. In consideration of the public benefits inuring to the City and the be is inuring to
Camillus House that are described in this Agreement, the receipt and sufficiency o which are
acknowledged by the City and Camillus House, the parties agree that:
(a) Camillus House shall direct the construction process and shall be resp. " sible
for entering into all contracts necessary for the construction on the Camillus House " ;te.

1 l . Zonin = and Other Approvals.
11. Development 'Permits, Certain provisions of this Agreement require that the
City and%or its boa departments or agencies take certain governmental actions, acting in their
governmental capacit and issue Development Perrnits in order to accomplish the following:
1 1.2 A 'cation for Development Approvals. Promptly following the ,Effective
Date of this Agreement, millus House will initiate and diligently pursue all Development
Approval applications which e not previously initiated. All such Development Approvals shall
be pursued at Camillus Houseale cost, expense and risk. Camillus House agrees to waive any
equitable estoppel arguments that;, uld arise from this Agreement and further agrees to protect and
to hold the City, its officials and emyees, harmless from any and all claims of equitable estoppel
or vested rights should the City, in . capacity as a regulatory body, deny any Development
Approval sought by Camillus House. Th<,City shall process all Development Permit applications in
a timely fashion and the City shall coop`.,. ate with Camillus House, at no cost to the City, in
processing all Development Approvals from 11 governmental agencies as needed.
11.3 Vestin : Laws Gave in this A reement: The City's laws and policies
governing the development of the Property at the ti e ofthe execution of this Agreement by both the
parties hereto shall govern the development of the Prerty for the duration of this Agreement. The
City may apply subsequently adopted laws and policies o the Property only as otherwise pezrnitted
or required by the Act. All development on the Prorty must be in compliance with this
Development Agreement, and all applicable laws, ordinanc s, codes, and policies in existence at the
time of the execution of this Development Agreement as well . other requirements imposed by the
City Commission upon any approval of the rezoning or the site plan approval on the Property. The
Property shall not be the subject of any change to the City Code, Ld Development Regulations, or
Comprehensive Plan, which would render the proposed uses undk this Agreement as illegal or
legally nonconforming, nor shall it be subject to any development rAoratoriurn, referenda action,
ordinances (including zoning -in -progress ordinances), policies, or procedures enacted by the City
that limits the development approved by the City and this Agreemt and depicted in the
Comprehensive Plan. Amendments or modifications to this Development Areement must comply
with presently existing laws.
11.4 Comprehensive Plan, Zoning and Other Approvals. The parties recognize and
agree that certain provisions of this Agreement will require the City and/or its boardsepartments or
agencies, acting in their governmental capacities, to consider governmental action as s forth in this
Agreement. All considerations and actions shall be undertaken in strict accordance with tablished
requirements of state statute and City ordinances, in the exercise of the City's jurisdiction ticider the
police power. The parties further recognize and agree that these proceedings shall be coriiucted
openly, fully, freely and fairly in full accordance with law and with both procedural and substettive
due process to be accorded to the applicant and any member of the public. Nothing contained in tis
Agreement shall entitle Camillus House to compel the City to take any such actions except save an

except e consents, if applicable, to the :filing of such applications for Development :Permits or other
required evelopment Approvals, as more fully set forth herein, and the timely processing of such
application except such actions it expressly undertakes in this Agreement or under applicable law.

Notwiths ding any statement to the contrary contained in this Agreement, the parties agree
that. this Agreemen<hall not he deemed as approval of any land use or zoning requirements which
may be required by th City's Code or ordinances.
12. Corn letio'` of the Pro posed Develo ment. Camillus House shall cause the
completion of construction i the Property and shall obtain a certificate of occupancy or certi ficate
of completion, as applicable, ; later than the date that is five (5) years after the Effective .Date of
this Agreement. Such five (5) yterm is subject to the parties' ability to request an extension of
such period under this Agreement, mutual consent of the City Commission and Camillus House,
subject. to a public hearing and in acr.rdance with Fla. Stat. 163.3225.
13. Reservation of Rights. s Agreement shall not affect any rights which may have
accrued to any party to this Agreement uns • applicable law. Each of the City and Camillus House
reserves any and all such rights. All appro+, is referenced in this Agreement are subordinate to
compliance with all applicable laws, codes, an nd development regulations and permits, except to
the extent otherwise provided for in this Agreement.
14. No Perrnit. This Agreement is not a -. shall not be construed as a Development
Permit, Development Approval or authorization to co rnence development, nor shall it relieve
Camillus House of the obligations to obtain necessary velopment Approvals that are required
under applicable law and under and pursuant to the terms o this Agreement,
15. Good Faith; Further Assurances; No Cost. T`e parties to this Agreement have
negotiated in good faith. It is the intent and agreement of the parts that they shall cooperate with
each other in good faith to effectuate the purposes and intent of, kd to satisfy their obligations
under, this Agreement in order to secure to themselves the mutua t enefits created under this
Agreement. The parties agree to execute such further documents as may reasonably necessary to
effectuate the provisions of this Agreement; provided that the foregoing sh11 in no way be deemed
to inhibit, restrict or require the exercise of the City's police power or actions 6fthe City when acting
in a quasi-judicial capacity. Wherever in this Agreement a provision requires co eration, good faith
or similar effort to be undertaken at no cost to a party, the party co-operat , reviewing or
undertaking the effort shall, nonetheless, bear its cost of attendance at meetin , hearings or
proceedings and comment and/or execution of documents, inclusive of the expense its counsel.
16. Consistency with the City's Comprehensive Plan. The City has ad ed and
implemented the Comprehensive Plan. The City hereby finds and declares that the provision ;dofthis
Agreement are subject to issuance of Development Approvals, consistent with the City's as .ted
Comprehensive Plan and land development regulations.
17. Concurrency. The City hereby finds and declares that, based on its review, the

propo: development meets concurrency with .respect to traffic, sanitary sewer, solid waste,
drainag ; otable water, parks and recreation, and mass transit.
18. Authorization to With.hold Permits and Inspections. In the event the Applicant is
obligated to to -;e payments or improvements under the terms of this Development Agreement and
such payments anot made as required, or is otherwise in default of this Agreement or any other
agreement between e parties, or such improvements are not made as required, in attention to any
other remedies availa - e, the City of Miami is hereby authorized to withhold any further permits on
the portion of the Prope , failing to comply with this Development Agreement, and refuse to grant
any inspections, any appri ,'als, or any certificates of occupancy with regard to that portion of the
Property until such time this -Development Agreement is complied with.
19. Inspection. Noth'w _ in this Agreement shall be construed to waive or limit the City's
governmental authority as a munic'al corporation and political subdivision of the State of Florida.
The Applicant, therefore understands' rd agrees that any official inspector of the City of Miami, or
its agents duly authorized, may have t privilege at any time during nonnal working hours of
entering and investigating the use of the p raises to determine whether the Property complies with
building and zoning regulations and the cozitions herein.
20. Recording of the Development Aeernent. Within fourteen (I4) days after the City
executes this Agreement, the City shall record this oreement with the Clerk of the Circuit Court of
Miami -Dade County. The Applicant shall submit a '' .y of the recorded Agreement to the State of
Florida's land planning agency within fourteen (14) d s after this Agreement is recorded. This
Agreement shall become effective only after (i ) it has bee `: ecorded in the public records ofMiami-
Dade County, and (ii) thirty (30) days have elapsed after the ate of Florida land planning agency's
receipt ofa copy of the recorded Agreement. The Applicant aes that it shall be responsible for all
recording fees and other related fees and costs related to t recording and delivery of this
Agreement as described in this section. The provisions hereof sha remain in full force and effect
during the term hereof and shall be binding upon all successors ir?'i nterest to the parties to this
Agreement. Whenever an extension of any deadline is permitted or proded for under the terms of
this Agreement, at the request of either party, the other parties shall join is short -form recordable
memorandum confirming such extension that shall be recorded in the Public cords of Miami -Dade
County.
21. Term of this Agreement. If this Agreement is formally appro ed by the City
Commission after public hearings, then the City shall promptly take all appropriate ' tions and the
City and Camillus House shall execute and deliver this Agreement thereafter in accordce with all
requirements of law. Subject to the extension provisions below in this Section, this Agree . ent shall
terminate on the date which is five (5) years from the Effective Date hereof, provided that ii ay be
further extended, after public hearing, by mutual consent of the City and Camillus House, a each
party's sole discretion. If on the expiration date hereof Camillus House has not completed�e
construction of the proposed development and complied with all terms of this Agreement, but
diligently pursuing same, then the term of this Agreement shall be extended for an additional one (1)
year period by providing written notice of the extension to the City prior to the expiration of the
original term. No notice of termination shall be required by any party upon the expiration of this

Public .Facilities to Serve the Property, The public facilities that service the
Property csist of roadways, fire, police, potable water and sanitary sewer service. Roadway
maintenance, ire and police services are all provided by the City. All such public facilities are
constructed an .re available to service the Property. Potable water and sanitary sewer are
available to Cam us House or adjacent to the Property and no construction is necessary. With
respect to the Prop`iy, Camillus House shall obtain:
(a) Water at , Sewer services that comply with all requirements of Miami -Dade
County for any building p or to issuance of a final Certificate of Use and Occupancy.
(b) Solid t' aste services that comply with all requirements of Miami -Dade
County for any building prior to;ssuance of a final Certificate of Use and Occupancy.
(c) Drainage sen'ces that comply with all requirements of the Florida Building
Code prior to the occupancy of any bdings.

Exhibit "B" is a list of all development ' rmits approved or needed to be approved for the
development of the proposed developments a" the approximate time line in which those permits
and approvals will be obtained. The failure o'G.;this Agreement to address a particular permit,
condition or restriction, shall not relieve Camillus '': use of the necessity of complying with the law
governing said permitting requirements, conditionsrestrictions.
24. Omissions. The parties hereto recognize aid agree that the failure of this Agreement
to address a particular permit, condition, terms, or restrctiorshall not relieve Camillus House of the
necessity of complying with the law governing said permitti requirements, conditions, terra, or
restriction notwithstanding any such omission.
25. Relocation and Closure of Existing Facility. Camiios House shall have not more
than one hundred twenty (120) days after obtaining final Certificates i;Use and Occupancy for the
rescue mission on the Future Camillus House Properties in which to u11y relocate the current
Camillus House operation presently located at approximately 726 Northea ' 1 S` Street (the "Existing
Camillus House Facility"). Camillus House, its agents, subsidiaries, or affifittIes, shall not provide
any facilities, services, or programs at the Existing Camillus House Facility and will close the
Existing Camillus House Facility as provided above, and within the time provide above. The City
is relying on this material representation by Camillus House in approving this A ement.
26. Camillus House's Interest in the Property. This Development Agrement shall
become null and void if the sublease between Camillus House and the State for the Prop is not
consummated.
27. Notices. Any notices required or permitted to be given under this Agreement shabe
in writing and shall be deemed to have been given if delivered by hand, sent by recognized ovens

building in Florida. Additional information regarding radon and radon testing maybe obtained from
your county public health unit. Note: This paragraph is provided for infonnat enal purposes
pursuant to Section 404.056(7), Florida Statutes (2002).
29. Construction.
(a) This Agreement shall be construed in accordance and with the laws oft
State of Florida. Ali of the parties to this Agreement have participated fully in th
negotiation and preparation hereof; and, accordingly, this Agreement shall not be more
strictly construed against any one of the parties hereto.

(b) In construing this Agreement, the use of any gender shall include every other
and all genders, and captions and section and paragraph headings shall be disregarded.

for ease of reference only and all not affect the interpretational meaning of this Agreement.
Whenever the term "included" is ed in this Agreement, it shall mean that the included items ,or
teens are included without limitatio �as to any other items or terms which may fall within the listed

32. Litigation. In the event of a litigation between the parties under this Agreement for
a breach hereof, each party shall bear its ovy costs in connection with the transactions described
herein.
33. Time of Essence. Time shall be of the essence for each and every provision hereof.
34. Entire Agreement. This Agreement, together with the documents referenced herein,
constitute the entire agreement and understanding among,the parties with respect to the subject
matter hereof, and there are no other agreements, representations or warranties other than as set forth
herein. This Agreement may not be changed, altered or modified except by an instrument in writing
signed by the party against whom enforcement of such change*ould be sought and subject to the
requirements for the amendment of development agreements in thy Act.
35. Counterparts. This Agreement may be executed (including by facsimile) in one or
more counterparts, and by the different parties hereto in separate countei,arts, each of which when
executed shall be deemed to be an original but all of which taken together' shall constitute one and
the same agreement.
36, Force Majeure. Any prevention, delay or stoppage due to strikes, lockouts, labor
disputes, acts of God, inability to obtain labor or materials or reasonable substitutetherefore, riot,
civil commotion, fire or other casualty and other causes beyond the reasonable contrel of the party
obligated to perform, excluding the financial inability of such party to perform and excluding delays
resulting from appeals or rehearing commenced by Camillus House, shall excuse the perforrnance by
such party for a period equal to any such period of prevention, delay or stoppage. In order 'to avail
itself of this force majeure provision, the party invoking the same shall provide the other party vith a

PROGRAM OVERVIEW FOR THE NEW CAMILLUS CENTER
INTRODUCTION
Camillus House, Inc, (Cami s) has provided humanitarian services to persons in Miami -Dade County, Florida
who are poor and homeless fo .5 years. Established by the Brothers of the Good Shepherd in 1960 to meet
the needs of newly arrived Cuba Camillus has grown from a small soup kitchen into a full service center
offering comprehensive services cotywide, helping thousands of individuals and families achieve lives of
self-sufficiency and independence. In'006, Camillus operates more than 780 emergency, transitional, and
permanent beds, and reaches more than 000 persons per year. Services include basic emergency services
such as food and shelter, substance abuse eatment, health and mental health care, housing and career
development at 13 sites around Miami -Dade 'unty.
It is the expressed goal of the Board of Directors o amillus House to end chronic homelessness] in the City
of Miami. Once Camillus is able to relocate and pand its current short-term housing and substance
abuse/mental illness treatment programs, this goal ca be achieved in less than 10 years. 'Without the
opportunity to relocate and expand, this goal will take twt• as long.
Camillus is committed to ending chronic homelessness in Mia within the next 10 years. In order to achieve
this goal, Camillus must relocate its current main center of operat s, located at 726 NE 151 Avenue, to a new
site able to accommodate larger number of clients in a clean an <ignified setting. The organization has
negotiated an agreement with the University of Miami, the City of Mi' . i, and the State of Florida, whereby
Camillus will attain a 60-year lease on a 3.1 acre plot of land located at W 7th Avenue and NW 16th Street.
On this site Camillus will construct a campus including three to four s- 'arate but connected buildings,
constnicted around an open-air courtyard. Multiple services will be offered in 'hops" located directly off of
the courtyard, with residential areas located on upper levels. Particular emphasis .'ill be placed on creating a
welcoming, safe, and dignified environment.
In developing this plan, Camillus has attempted to address multiple factors relating to h. + elessness in Miami.
In particular, Camillus is focusing on persons who are "chronically homeless." Because this •opulation tends to
be difficult to engage and retain in services, Camillus will incorporate innovative outreach m •els at this site.

have been homeless for more than a year or have had four or more episodes of homelessness over three year • nd
who are suffering from a disabling condition such as substance abuse, mental illness, HIV/AIDS or other serio

TARGET POPULATION
In the nu, amillus Center beds will be reserved solely for adults, including both men and women. Camillus
will work ' s th the City of Miami Homeless Outreach Teams to provide priority placements for persons who
are homeless ' ving within the City of Miami. Families with children will be able to engage in general social
services aimed', helping them to get off the streets and/or prevent homelessness, but will be referred to other
providers, such as . c Homeless Assistance Center, for emergency lousing. In order to receive services at the
new Camillus Ccnte recipients will need to be registered as a Camillus House client. All registered clients
will receive a photo id►.tification card.
USING AND SERVICES PROVIDED
A total of 340 beds will be located -site, integrated with a variety of social services and clinical treatment
options. This represents an increase o 38 beds over the current number of 202 beds operated at Camillus'
main center and Beckham Hall facilities, *fparticular importance is the addition of residential treatment and
emergency housing for women.
The primary goal of the Center will be to enga _ persons who are living on the streets or in other places not
meant for human habitation, and then provide th- upport and clinically -based treatment services required to
help them begin the transition to a life of self-suffici. cy. The Center will work closely with the wide range of
providers participating in the Homeless Trust's Cont , uum of Care, as well as other providers, in order to
ensure client access to an integrated, coordinated, and eamless continuum of services. Services will be
available in English, Spanish, and Haitian Creole. Signage .»id written materials will also be printed in all three
languages.

Services include: referrals, transportation tokens, 'ail service, telephones, lockers, restrooms, showers
and clothing exchange, identification cards, and case ,anagement. This program will operate at least five
days per week, Monday through Friday, with some se 'ices also available on Saturday and Sunday as
needed.
The Client Services area will serve as the central entry point or all clients, and will include a clean and
comfortable interior waiting area. Clients will be able to see CI = t Services Specialists in order to obtain
basic information, request personal care items, obtain transportan'. tokens, or seek other basic assistance.
Case Managers will be available for persons requiring more in -de • -I assistance, or who wish to enter a
specific program.
• Food Services will provide free, nutritious meals for Camillus client; The kitchen will prepare a
minimum of three meals per day, serving in-house residents as well as .' er registered clients of the
Center. The dinner meal includes a special early seating for clients who ar elderly, sick, disabled, or
otherwise unable to wait in line with the other clients. In order to ensure th Day Shelter and other
registered clients who are waiting for the daily meal do not congregate outside oft' facility, Camillus will
provide a waiting area inside the building or within the enclosed courtyard. Clients c -aiting in these areas
will be offered additional services while they wait.
The facility's kitchen will be designed to accommodate the daily meal preparation, a cate •g business that
will serve as a job training program, and a teaching program that includes a culinary art certification
course for clients.
■ Overnight/Emergency Shelter will include 48 BEDS in dormitory -style facilities, housing 16 bed .-r room,
with separate facilities for adult men and women. Clients will not be required to participate in sup. +rtive
services, but will be encouraged to engage in additional services that will help them end the cyc • of
homelessness. Overnight shelter will be provided 7 days per week. Camillus will work with the City 'f

• Medical Respite will include 20 DS for single adult men and women. Beds will be located in a 16-bed
dormitory and 4 private rooms, wi clients placed according to level of care required. These beds are
reserved for individuals too infirm to ndle a community placement, but who do not qualify for a hospital
stay. Placement into these beds is coord ated by Camillus Health Concern, which is also responsible for
providing healthcare and medical oversig to these clients.
• The Courtyard will be a 10-12,000 SQUARE ` I OT, OUTDOOR, ENCLOSED COURTYARD, providing a safe
haven for persons who are homeless but are not -ady or able to sleep indoors. The open-air courtyard will
provide a park -like setting where persons can get . f the streets, without the confines of an indoor shelter.
Clients will need to obtain a "Courtyard Pass" in or&-r to be granted access. The Courtyard Pass will be
provided by a Camillus Case Manager or Client ' rvices Specialist, and will be revoked upon
inappropriate behavior including on -site alcohol/drug u'- or violence. Housing monitors and security
personnel will be provided during all hours of operation. P.' icular emphasis will be placed on providing
outreach services aimed at encouraging clients to enter a men1 health or drug treatment program to help
them get off the streets.
▪ A Kennet will ensure that persons with pets are able to participat= n on -site programs.
EMPLOYMENT PROGRAMS
• The Job Opportunity Bureau (JOB), a newer program of Camillu House, will offer hands-on
employment training through multiple sector -specific career tracks, includin_ ood preparation, warehouse
operations, and hospitality services. On -site educational facilities will include assrooms, computer labs,
and a library. Camillus is also working with South Florida Workforce to co -locate One -Stop Employment
Center on -site.
• JOB Housing, will include 64 BEDS for single, adult men and women, offering housi for a period of i
90 days in semi -private, suite -style units where clients share common living areas and c. oking facilities.
The program will operate in tandem with the other emergency programs described in is document.
Clients receive case management, employment counseling, and life skills education during paicipation in
the program. The goal is for clients to stabilize, obtain employment, and prepare to move into i 4 ependent
housing. These beds will replace a portion of the beds currently operated at the Beckham Hal acility,
another facility located in Miami. The Beckham Hall facility is rapidly deteriorating and relocat *g the
program to the new facility will allow the current Beckham Hall facility to be demolished or used for her
purposes.

Camillus' beh, 'ioral health treatment program, the Institute for Social and Personal Adjustment (CH -IS PA),
will operate nun °rous expanded programs on -site at the new location. CFI-ISPA provides state-of-the-art
behavioral health t •atnnent for persons who are homeless and suffering from addiction, mental illness, and co-
occurring disorders. The program incorporates self-help philosophies with clinical expertise, providing
treatment through a mi. of individual and group therapy, work training, and social activities. Recognizing that
treatment must he tailore. to the individual needs and preferences of the client, CH-ISPA employs multiple
approaches and modalities, -mphasizing development of client -centered plans that are culturally, racially, and
ethnically appropriate. Co-ocrring disorders are treated as separate, primary, chronic disorders. Specific Cli-
ISPA program components wi nelude:
• Residential Treatment: CH-1 A will operate a total of 128 RESIDENTIAL. TREATMENT BEDS for adult
men and women on -site. Treat -nt will address addiction, mental illness, and co-occurring disorders. The
average length of stay in the C ISPA residential treatment program is 6-9 months, with clients
progressing at their own pace. T - 128 beds will be segregated into programs targeting specific
subpopulati.ons, including: English-spking males; English-speaking women, Spanish-speaking women,
and persons who are Gay(Lesbian/Bisex ; liTransgender. Housing will be provided in semi -private, suite -
style units, with two persons per bedroom d common living rooms and kitchen areas.
• Outpatient Treatment: Case management sery es help clients develop individualized plans to address their
situation, and then help guide clients through imr -meeting those plans and accessing services. Outpatient
treatment is closely coordinated with the case magement services. individual treatment plans include
counseling, one-on-one therapy, psychiatric evaluations, i edication maintenance, and physical exams and health
care. Camillus' large number of partners, as well as the `'.rganization's participation in the Homeless Trust's
Continuum of Care network, ensures that Case Managers have access to the services and resources that clients
need. Case Managers also work closely with Camillus' drug . `. mental health treatment programs, participating
in weekly joint case conferences and sharing resources as need
• Mental Health Day Center: CH-ISPA's Day Center offers ".low -demand model with emphasis on
outreach, socialization, life skills education, and case manageme'., services. The daily drop -in program
offers a range of structured activities designed to engage persons li\g on the streets into services. Self-
help groups, ps_yrchoeducational groups, art and music activities, and n and educational activities. The
program is linked closely with mental health case management an•'•utpatient treatment programs,
ensuring access to quality, integrated care. Psychiatric services are availab . via a subcontract Psychiatrist.
• Primary Health Care: Camillus Health Concern, a sister organization to '\ amillus House, will offer
primary health care services on -site. Services will be available to all in-house a registered clients. CIiC
providers will offer services on -site in two exam rooms and a private waiting are.`, for two -three days per
week. Services will include TB and other health screenings, physical exams, and ca for episodic illness.
Additional services will be available through Camillus Health Concern's main fac'';ty at 336 NW 5th
Street.
HIV/AIDS Services: Prevention Case Management (PCM) services will be offered to °cults who are
homeless and living with HIV, and who are also suffering from mental illness andior add',tion. PCM
provides an intensive level of case management, HIV/AIDs prevention education, and me al health
counseling through individual and group sessions. In addition, Ryan White Case Management sex ` 'ces are
provided to help persons living with HIV to access benefits and medical care.
• Homeless Prevention: Camillus offers one-time rental assistance for persons at risk of eviction, who
not eligible for assistance through other rental assistance programs. Clients must agree to participate i
case management services, aimed at helping them increase their income or reduce their housing expenses,
so that they do not face eviction again in the future. Camillus is also able to place homeless families into
motels on a temporary basis when shelter beds are all full.

■ Permanent Effici cies: Camillus will operate 32 EFFICIENCY APARTMENTS offering permanent,
supportive housing tadults who are chronically, homeless. Each unit will contain its own kitchen,
bathroom and living fay lities so that the residents are able to live as independently as their mental and
physical status allows. ile located on the same campus as other facilities, these efficiencies will be
clearly separated from othe grogram areas. Residents will have access to the full array of treatment options
available on -site.
• Save Haven: Camillus will oper e 48 Save haven units. These will consist of individual efficiency
apartments offering permanent suportive housing to adults who are chronically homeless and
suffering from mental illness. Each u t will contain its own kitchen, bathroom and living facilities so
that the residents are able to live as in. • .endently as their mental and physical status allows. While
located on the same campus as other faci ' ies, these efficiencies will be clearly separated from other
program areas. Residents will have access : the full array of treatment options available on -site.
ADMINISTRATIVE/ EDUCATIONAL/ OTH FACILITIES
• Administrative offices will include all of Camillus .'entral administrative offices, through which all of its
countywide programs will be administered. The faci will include approximately 8,000 square feet for
administrative offices and conference rooms.
• Educational facilities available to all Camillus progra on -site will include several classrooms, a
computer lab, and a library. Classes will include GED prep ation, adult literacy, basic computer skills,
English as a Second Language, and a range of life skills and ployment skills classes.
■ The Institute of Homeless Studies, a new division of Camill House, will also be located on -site,
including educational, research, and media -related facilities aime ::t raising the capacity of the Miami
community to end homelessness.
• A Kennel will be provided for pets, so that persons who are homeless an. , ave pets do not have to give up
their animal companions in order to enter our program.
REFERRAL MECHANISMS AND CLIENT ACCESS
Camillus House utilizes multiple outreach mechanisms in order to reach persons who are''omeless. Outreach
efforts take a two -pronged approach to engaging persons in services. First, persons who ar ` iomeless need to
be made aware of the services available to them. Second, provider organizations must e blish trusting
relationships with persons who are homeless, so that the potential clients feel safe and beco e willing to
actually engage in services. Specific outreach mechanisms include:
■ Outreach Teams: Camillus works with two outreach teams within the City of Miami area. Th` City of
Miami Office of Homeless Programs is the primary outreach program for the entire city area, an.`.vorks
closely with all of the local provider organizations. Camillus has an excellent relationship with the ity
outreach teams. At the new center, Camillus would work with the City to provide priority placement'- r
City clients, and would also offer space to the outreach teams on -site. Camillus will also begin providin
24-hour access to emergency shelter beds, for clients placed by the City teams.
Additionally, Camillus Health Concern, the sister agency to Camillus House, operates the Project
SafeStreet outreach program, an HIV/AIDS education outreach team which works countywide. Although
the program's primary focus is HIV/AIDS education, the teams also provide referrals and assistance to get
clients off of the streets. Camillus House works closely with SafeStreet in order to ensure clients have
access to a complete continuum of services. Project SafeStrect would also have space on -site at the new
Center.

■ Mail Ser 'ces: Persons who arc homeless may use Camillus House as a mailing address, so that they can
receive per:nal mail, job information, and SSI or other checks, Each day hundreds of individuals come by
to check for y mail. In addition to providing a valuable service to the on-strect population, this program
serves as an ex •elient outreach tool. Many clients who come to pick up mail are then engaged in other
services aimed a getting them off of the streets.
Many of the basic nergency services offered by Camillus House serve as "inreach" mechanisms. The
daily meal service, thshower program, the clothing exchange, and case management services all provide
ways for Camillus to b d relationships with persons who are homeless over a long period of time. Many
persons who come to C..# illus for basic assistance eventually decide to enter drug treatment or other
programs that help addres he root cause of their homeless situation.
• Provider Referrals: Camille utilizes a wide network of provider organizations in order to ensure that
persons who are homeless an eceive services elsewhere still have access to the full array of services
offered at. Camillus. Camillus sta members are required to make presentations to other providers on a
monthly basis. A Camillus staff me ber currently chairs the Miami Homeless Provider's Forum. Camillus
also maintains arractive role in nuni ous planning and advocacy organizations, helping to ensure that
providers countywide are aware of Ca �i1lus' services, Camillus has established a new relationship with
the Mental Health Court system, in der to begin providing special identification cards (client
participation is voluntary) for indigent ell _ nts involved the mental health court system. As these new
clients are referred for ID"s or other services, 'arnillus will make every effort to engage them in additional,
long-term services.

Word of Mouth: It is also important to note that 'ord-of-mouth on the streets continues to serve as one of
Camillus' largest referral sources. Like their count l.arts in the general, housed, community, few persons
who are homeless in the City of Miami are unawa of Camillus House and the services it provides.
Camillus recently completed a survey, of 133 clients a essing the daily meal service, which showed that
most clients had learned of Camillus Douse from other .,arsons who are homeless or provider agencies.
Ultimately', one of the most important aspects of effective o i each to persons who are homeless is attitude.
Persons who are homeless must feel that the provider orgajization truly cares about and respects the
individual needing assistance. Respect for the .dignity of every uman being is an integral component of
Camillus' mission, and it shows in every service.provided. Clie s know that they are cared for, and this
makes all of the difference.
SECURITY, STAFFING AND MANAGEM.. NT
The Camillus organization encompasses more than 150 staff persons, includin a culturally diverse mix of
professionals and persons who are formerly homeless. The racial and ethnic back•• ounds of staff members is
representative of the Miami community and target population ofpersons who are ho eless, being 39% Black,
38% Hispanic. and 23% White Non -Hispanic. The Board of Directors is composed . f persons from a wide
range of backgrounds, including management, social services, faith -based organizations, finance, architecture,
health care and law.
Camillus anticipates adding another 50-60 staff members as the organization expands with thi new location. In
hiring these new positions, Camillus will continue its tradition of hiring persons representative of the
community served and persons with advanced training and professional degrees.
Camillus' Executive Management team is led by its President, Paul R. Ahr, Ph.D., who has more th :n 30 years
experience in the design and management of facilities for persons with social, vocational/education:1, health,
mental health and substance abuse services. Camillus -wide clinical services are overseen by Pa cia A.

including the use-_ f awake Housing Monitors during nighttime hours. The employment of persons who are
formerly homeless multiple levels within the organization helps ensure that staff members are able to build
trust and establish ra ort with the target population.
Security measures will i lude surveillance cameras, staff security officers, and off -duty police officers.
NTEG,RATION WITH COMM1. NITY
Camillus will work extensively wit the surrounding community to ensure that the facility is appropriately
integrated into the neighborhood. Th ,building itself will be designed to ensure that persons who are homeless
and awaiting services are inside, and millus will maintain an ongoing effort to prevent persons who are
homeless from congregating on the streets .nd sidewalks surrounding the facility. Neighbors will be provided
with ongoing opportunities to address thei oncerns or issues with Camillus House.
Camillus will continue its vast array ofpartneips with other community organizations, through formal and
informal linkage'agreements. This network of pvider organizations is an integral component of Camillus'
ability to ensure clients' access to complete contin m of care services. Office space will be allocated within
the new facility for other provider organizations witwhom Camillus works on a frequent basis.
Camillus remains an active participant is numerous . oalitions and networks addressing homelessness,
substance abuse, mental health, and social service needs c ntywide, ensuring that the organization's services
continue to meet established community needs and are fully tegrated into existing community networks. The
organization is an Executive Board Member of the Homeless st, chairs the Homeless Providers Forum, and
is a Board Member of the South Florida Provider Coalition (be gvioral health).
OPERATIONAL RULES
Camillus is committed to operating the new center in a manner that ensure the safety and comfort of
clients as well as that of the surrounding community. In addition to the operr ting procedures described
throughout this document, Camillus has committed to operate its new facility'in conformance with the
following conditions:
1. Camillus House shall enforce a curfew on all residents of the Camillus Center.
2. Camillus House shall provide meals only to persons who are registered clients of Cami , us House, or are
Camillus employees or volunteers.
3. Camillus House shall post "No Loitering" signs on the perimeter of the buildings that make the center
and enforce a "No Loitering" program.
4. Camillus House shall enforce rules that do not permit alcohol, drugs or fighting on the center's prei}ises.
5. Camillus House shall maintain an adequate number of trash receptacles at the center.
