COMMENTS:
The following comments were generated following the UDRB meeting on February 15, 2006 representing the Planning
Department and UDRB member's fmal conditions for Major Use Special Permit approval.
The City of Miami strives to achieve diverse pedestrian -friendly distinct neighborhoods, promote transit connections,
and provide contextual, safe, and comfortable buildings, blocks, streets, and parks that contribute to a prosperous city
for all residents to enjoy.
Zoning
• Section 903.1 states that "/AJ Class II Special Permit is required where a project is designed as a single site and it occupies lots
divided by a street or alley. "The committee believes the applicant's use of Parcel 3 to gain additional FAR is not
the intent of Section 903.1 and that Parcel 3 may become an out parcel that will be unsuitable for future use
and/or development. The applicant shall meet with the Zoning Department for an interpretation of Section
903.1 and its applicability to this project.
Parking Garage/Loading
• The metal wall screening the parking ramp .needs to be detailed. Identify and detail all materials, colors,
dimensions of columns shown on the northeast street level perspective (IM-1.0) in the 2/3/2006 proposal.
• Show a section and dimensions of the proposed landscape planters. How will these be built into the building
structure, size of root space for plants, irrigated and drained. (Parking garage and palms on west facade)
• Modify the first two floors within the garage to allow internalized loading off NE 28th Street. The loading
berths combined with the garage entrance interrupts the pedestrian realm along NE 28th Street
Landscaping
• If the garage ramp screening is approved as an architectural treatment instead of liner units, the amenity deck
above the commercial space will need to be added to the landscape plans and detailed. (materials, benches,
plants, etc.) Consider this space being a more pervious neighborhood garden, grass, casual space.
*** Please note that the Planning Department reviews Special Permit proposals based on architectural design, site
planning and urban design issues. The project still needs to be reviewed and comply with other department's
requirements.
It is our intention with these comments to aid in expediting Special Permit applications with your
voluntary efforts in making the necessary changes; thereby, avoiding any preventable delays particularly
prior to a project's submission to the Large Scale Development Committee or the Urban Development
Review Board.
