INTRODUCTION Rodolfo Ibarra, PE on behalf of Dencity Development, Ilc. has prepared a Site Utility Study Report for the construction of the West Brickell Centre. Located on the eastern right of way line of south west 3rd Avenue and bound by south west 10th street to south west 11th street. Up to and including lots 6 and 16 of block 76S of Miami Heights (5-29) in the City of Miami, Miami -Dade County Florida. The project consist of a 15-story apartment building, consisting of 192 residential units, ground floor common area, spa lobby, convenience retail, and mechanical/electrical support areas, and a 8-story parking garage. The parking garage will provide 318-parking spaces. The total site consists of 1.35± Acres. We had performed a Site Utility Report level of review of existing site conditions, and existing utilities. Representatives have visited the site and have spoken with the staff of the various local municipal agencies to obtain procedures/requirements associated with land development. The Engineer has also researched and obtained readily available utility information related to the site. Permits for site work, demolition and building must be obtained from the City of Miami. Stormwater Management permitting will require approval from the City of Miami Department of Public Works, and Miami - Dade County Department of Environmental Resources Management (DERM) Water Control Section. Utility plans will have to be submitted to Miami -Dade Water and Sewer Department, Department of Environmental Resources Management (DERM) and the Department of Health for their approval. II. GENERAL Public water, sewer, storm drainage, electric and telephone utilities were observed within the surrounding streets. The following agencies and companies control these utilities: 1. WATER DISTRIBUTION AND FIRE PROTECTION SYSTEMS The Miami -Dade Water and Sewer Department (MDWASD) owns and operates existing 12" and 2" water mains located in the right-of-way of both SW 10th Street and SW 11 th Street. SW 3rd Ave has a 10" water main and a major 42" transmission line. SW 3rd avenue corridor is crowed with underground utilities, recommend developer negotiates water points of connection with MDWASD along 10th or 11th street. MDWASD may require to connect to the existing water main(s) abutting the project site, along the SW 3rd Ave property line. For more detailed information please contact the New Business department at MDWASD. The Building as proposed shall require domestic and fire service connections and can be tapped from the public mains. The water service for the proposed building must be purchased and installed by MDWASD forces. Please refer to "Attachment A" for the water atlas. The City of Miami Fire Department will also require that fire hydrants be located no more than 300 feet from the proposed buildings, and that there be no more than 300 feet between hydrants fronting the property (measured along the watermain). For those buildings requiring fire sprinklers, a fire hydrant must be located no more than 100 feet from each building's "fire department connection" (siamese). According to the code, new hydrants will not be allowed on watermains less than 8 inches in diameter. Any proposed buildings exceeding 12,000 S.F. of floor space will require that fire sprinklers be installed. An existing fire was found during our site visit and it is also shown on the Boundary Survey. Please refer to "Attachment C" for the Site Boundary Survey. No on -site fire, domestic water, or irrigation wells are planned for the project. SANITARY SEWER COLLECTION SYSTEM The Miami -Dade Water and Sewer Department (MDWASD) owns and operates existing 8" gravity sewer mains located in the right-of-way of both SW 10th Street and SW 11th Street. SW 3rd Ave has a 8" gravity main, however, this corridor is crowed with underground utilities, recommend developer negotiates sewer points of connection with MDWASD along 10th or 11th street. If the pipe is found not to be in good condition, then the sanitary sewer line must be replaced at the point of connection. Please refer to "Attachment A" for the sanitary sewer atlas. Owner must apply for sewer allocation from Miami Dade County DERM to see if adequate capacity exist in the sewage collection and transmission system, including regional pump stations. See attached allocation application. No sanitary sewer pump station will be built on -site to serve this project. ELECTRIC Electric service is provided by Florida Power and Light, which has overhead and underground lines serving the area. A meeting with a FP&L representative is recommended to determine the feasibility of relocating/modifying the existing FP&L facilities. Existing facilities may or may not be sized to service proposed building improvements. Owner, MEP Engineers shall be required to contact FP&L directly to coordinate loads and distribution systems. VI. TELEPHONE Telephone service is provided by BellSouth, which has overhead lines serving the area. Existing facilities may or may not be sized to service proposed building improvements. STORM WATER MANAGEMENT SYSTEM — DRAINAGE Existing Drainage: Existing storm drainage systems within public rights -of -way are owned and operated by the City of Miami. Several existing storm drains were observed along the abutting streets. However, water quality requirements will have to be met on site as required by DERM. Drainage connection will not be proposed to the existing system. The existing site consist of a parking lot at grade with some green areas. Eventually the excess storm runoffs will potential overflow to the adjacent City right-of-way during more extreme rainfall events. Proposed Drainage System: The primary drainage system for the project will consist of drainage wells, which will allow the storm runoff to be fully contained and disposed of on site. The project will be designed consistent with a 5-year design storm, DERM Water Control section D-4, part 2 of Miami -Dade County Public Works Department. It is currently anticipated that four (4) 24" drainage wells will provide sufficient capacity for the project. The final drainage design for the project will provide a drainage system consistent with the above criteria, and consistent with all approval and permitting requirements for the project. Preliminary drainage computations for the project are provided below, which includes the basis for design. (*) Well capacity used during this analysis was taken from similar projects within the Downtown/Brickell Area. Engineer/Designer to verify with well driller contractor to ensure that this capacity could be provided, otherwise the number of wells could increase as needed/required. West Brickell Centre - Site Utility Study Page 6 IV. Solid Waste Generation Solid waste generated by this project will be collected in standard on -site containers for refuse and recyclables. Regular pick-up service will be provided either by private hauling companies and/or by the City of Miami Solid Waste Department, who will transport the waste to Miami -Dade County's or private disposal and recycling facilities.
