MUSP Traffic Impact Analysis Methodology
The purpose of this memorandum is to summarize the MUSP traffic impact
analysis methodology as agreed to during the December 9th methodology meeting
and subsequent telephone conversations. The proposed development is located
in the east quadrant of NE 17th Terrace and NE 46 Avenue (see attached map). A
previous MUSP application (Miramar Centre Phase II/III) was approved for the
subject site. The following development plan was approved under Miramar
Centre Phase II/III:
• 635 apaitinent units (ITE Land Use Code 222)
• 8,500 square foot restaurant (ITE Land Use Code 831)
■ 3,000 square foot cafe (ITE Land Use Code 832)
• 1,700 square foot convenience market (ITE Land Use Code 852)
■ 99,000 square foot community college (ITE Land Use Code 540)
A traffic study was perfoi uied for this project in October 2000. According to the
most recent Large Scale Development Report (December 2000), Miami City
Commission approved the MUSP on February 22, 2001.
The current development plan proposes to construct a 400-room hotel, 44,660
square feet of office, and 7,000 square feet of retail spaces. Although the
proposed development plan is expected to generate less PM peak hour trips when
compared to the previous development plan, the proposed project completion
date is expected to occur in Year 2008. The previous study provided for a build
out year of 2003. As a result, a revised traffic study was determined necessary.

Trip Generation
Trip generation calculations for the proposed development will be performed
using ITE Trip Generation, 7th Edition and the ITE Trip Generation Handbook.
Trip Distribution
Trip distribution will be determined using the cardinal distribution from the
appropriate Traffic Analysis Zone (TAZ) in the 2005 Cost Affordable Plan.
Study Area
The study area for this project was generally defined as 1-195 (north), 1-395
(south), 1-95 (west), and Biscayne Bay (east). Within the study area, eight (8)
intersections were identified for analysis:
■ Biscayne Boulevard and NE 17th Street
■ NE 17th Terrace and NE 4th Avenue
▪ NE 17th Terrace and Connector
• NE 4th Avenue and Connector
■ North Bayshore Drive and NE 17t'' Terrace
• NE 18th Street and NE 4th Avenue (W)
• NE 18th Street and NE 4th Avenue (E)
• Biscayne Boulevard and NE 19th Street
The previously approved traffic study did not include the analyses of major
corridors adjacent to the site. As a result, URS requested the following corridors
be examined:
■ Biscayne Boulevard
• NE 15th Street
Data Collection
PM peak hour turning movement counts 24-hour machine counts will be
conducted at the identified intersections and on the identified corridors during a
typical weekday. All traffic counts will be adjusted to reflect peak season
conditions using the appropriate FDOT adjustment factors.
Capacity Analysis
Corridor analyses will be conducted using information from the Miami DRI-II
(i.e. person -trip capacity) and the FDOT Quality/LOS Handbook. Capacity
analyses will be conducted for three (3) scenarios: existing, build -out without
project, and build -out with project.
The City of Miami will be contacted to obtain the most recent edition of the
Large Scale Development Report. Projects currently under construction,
approved, or within the application stage will be included. Only projects that
have submitted a traffic study will be included. Committed project traffic will be
included in the corridor analyses.

Documentation
The results of the analysis will be summarized in a report. The report shall
include necessary supporting documents including signal timings, lane geometry,
and software output sheets. A site plan illustrating the proposed driveways will
also be provided in this submittal.
The report will include a summary of FDOT five (5) year work program projects
and long range transportation plan projects in the vicinity of the project site.
The report may also provide transportation control measures plan including
provisions for alternative modal facilities.
