Purpose of Item:
Resolution by four-fiths affirmative vote, ratifying, approving and confirming the City Manager's
finding that is in the best interest of the City to waive the requirements for competitive sealed bidding
procedures, approving the selection of Village Marketing Bureau to provide community outreach for
the Miami 21 project in an amount not to exceed $125,000 funded by Capital Improvement Project
No. 311047, B#30341.

Subject: Miami 21 Public Outreach PSA
Background Information:
The Miami 21 Project encompasses many initiatives including the development of a
Form -Based code, a Transportation study, an Economic Development Strategy and four
independent Master Plans aimed at transforming many of the City's most valued public
assets; and it is recognized that this effort cannot succeed without significant input an
participation by the public. Pursuant to Section 18-88 of the Procurement Code,
Professional / Personal Services, the firm of Village Marketing Bureau was engaged to
develop a public participation, marketing and community outreach strategy for the East
quadrant of Miami 21 for an amount not to exceed Twenty Five Thousand Dollars
($25,000.) The services included, but are not limited to, coordination with neighborhood,
business and cultural associations, coordinating neighborhood meetings between
consulting team, residents and City staff, coordinating radio and television as well as
print media opportunities, and developing an informational project website to promote
and increase awareness of the project,
The Department finds that it is practicable and most advantageous to the City to waive
the requirements for competitive sealed bids procedure provided in the code and engage
Village Marketing Bureau for the services described herein for the remaining three (3)
Quadrants of the Miami 21 project for an amount not to exceed One Hundred Twenty
Five Thousand Dollars ($125,000.00).
