HomeMy WebLinkAboutMemoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: FROM: Joe Arriola City Manager Gelabert Sanchez, Director g Department DATE: SUBJECT; REFERENCES: ENCLOSURES: April 12, 2006 Public Participation/Community Outreach Services for Miami 21 FILE This memorandum seeks your approval and City Commission adoption by Resolution, of the below - described findings justifying the waiver of competitive procurement procedures and the selection of the consultant identified herein to implement the community outreach strategies for the Miami 21 project. FINDINGS • Pursuant to Section 18-88 of the Procurement Code, Professional / Personal Services, the firm of Village Marketing Bureau was engaged to develop a public participation, marketing and community outreach strategy for the East quadrant of Miami 21 for an amount not to exceed Twenty Five Thousand Dollars ($25,000.) Services included, but were not limited to coordination with neighborhood, business and cultural associations outreach, coordinating neighborhood meetings between consulting team, residents and City staff, coordinating radio and television as well as print media opportunities, and developing an informational project website to promote and increase awareness of the project. • Public participation in this process is key to the adoption and implementation of the Master Plan and procurement procedures normally utilized to secure these services require a significant amount of time that will delay and hamper the public participation process. • The Department has investigated and identified VMB as having excellent qualifications uniquely geared to the project for which they are recommended, possessing substantial record of experience in projects of like size and complexity. • The Department finds that it is practicable and most advantageous to the City to waive the requirements for competitive sealed bids procedure provided in the code and engage Village Marketing Bureau for the services described herein for the remaining three (3) Quadrants of the Miami 21 project for an amount not to exceed One Hundred Twenty Five Thousand Dollars ($125,000.00).
