HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.ci.miami.fi.us File Number: 06-00779 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER APPROVING THE FINDINGS OF THE EVALUATION COMMITTEE PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 05-06-038, THAT THE FIRMS MOST QUALIFIED TO PROVIDE SURVEYING/MAPPING SERVICES FOR THE "MIAMI STREETCAR TOPOGRAPHICAL SURVEY SERVICES PROJECT, B-71215G," IN RANK ORDER ARE: (1) MANUEL G. VERA AND ASSOCIATES, (2) MARLIN ENGINEERING, INC., (3) CRAIG A. SMITH AND ASSOCIATES, AND (4) CONSULTECH SURVEYING AND MAPPING, INC.; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH MANUEL G. VERA AND ASSOCIATES, THE TOP -RANKED FIRM; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH THE SECOND AND THIRD RANKED FIRMS, RESPECTIVELY, IN THE EVENT NEGOTIATIONS FAIL WITH THE TOP -RANKED FIRM, OR UNTIL A CONTRACT HAS BEEN SUCCESSFULLY NEGOTIATED; DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR CONSIDERATION AND APPROVAL. WHEREAS, the City of Miami's ("City's") Multi -Year Capital Plan includes the provision of Surveying/Mapping Services for the Miami Streetcar Topographical Survey Services Project, B- 71215G ("Project"); and WHEREAS, the City conducted a competitive selection process, and issued a Request for Qualifications ("RFQ") No. 05-06-038, in accordance with Florida Statute 287,05 and Section 18-87 of the Code of the City of Miami, Florida, as amended, to secure a qualified outside contractor for the Project; and WHEREAS, six proposals were received in response to the RFQ and were reviewed and ranked by an Evaluation Committee; and WHEREAS, with the City Commission's authorization, the Department of Capital Improvements and Transportation ("Department") shall negotiate an agreement with the highest -ranked firm; and WHEREAS, should negotiations fail with the highest -ranked firm, the Department will attempt to negotiate an agreement with the second and third ranked firms, respectively, or until an agreement is reached; and WHEREAS, upon completion of negotiations, the Department will request City Commission approval for the City Manager to execute an agreement to commence work under the agreement; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 Printed On: 5/5/2006 File Number: 06-00779 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager's recommendation to approve the findings of the Evaluation Committee, pursuant to RFQ No. 05-06-038, that the firms most qualified to provide Surveying/Mapping Services for the Miami Streetcar Topographical Survey Services Project, B- 71215G, rank in order are: (1) Manuel G. Vera and Associates, (2) Marlin Engineering, Inc., (3) Craig A. Smith and Associates, and (4) ConsulTech Surveying and Mapping, Inc., is accepted. Section 3. The City Manager is authorized {1 } to negotiate an Agreement with Manuel G. Vera and Associates, the top -ranked firm. Section 4. The City Manager is further authorized {1} to negotiate an Agreement with the second and third ranked firms, respectively, in the event negotiations fail with the top -ranked firm or until a contract has been successfully negotiated. Section 5. The City Manager is directed to present the negotiated Agreement to the City Commission for consideration and approval. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} APPROVED AS TO FORM AND CORRECTNESS:tY Footnotes: {1} The authorization herein is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
